DECEMBER 14, 2010 — FORTY-NINETH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS

The Board of Supervisors met on Tuesday, December 14, 2010 at 9:00 a.m.  Board members present were Boykin, Clausen, Monson, Smith, and Walish. Staff members present  were Karen James, Board Administrative Coordinator, Joshua Widman, Assistant County Attorney and Patrick F. Gill, Auditor/Clerk to the Board.

The Claims were approved as presented.  Copy filed.

William Shreve, 401 Elm St., Salix, requested that the Board go into executive session to consider action taken with regard to his employment by Woodbury County.

Motion by Clausen second by Smith to go into closed session per Iowa Code Section 21.5 (1)(a). Carried 5-0 on a  roll-call vote.

Motion by Walish second by Monson to go out of closed session per Iowa Code Section 21.5(1)(a).  Carried 5-0 on a roll-call vote.

The meeting was called to order.

Motion by Monson second Walish by to approve the minutes of the December 7, 2010 Board meeting.  Carried 5-0.  Copy filed.

Motion by Clausen second by Monson to approve tax abatement for uncollectable taxes for the following parcels, per recommendation of Bob Knowler, County Treasurer:

Allisyn Jane Madsen, parcel #884730326956, ofr years 2010-2011 totaling $26,000.

Cabrera Associated, parcel #894723128001, tax certificate #2000-1342, for years 2000-01 through 2010-11, including special assessments totaling $8,773.00 plus interest.

Carried 5-0.

Motion by Monson second Clausen by to accept Zoning Commission’s Recommendation regarding Adoption of Low Impact Development Ordinances (LID) per recommendation of John Pylelo, Planning and Zoning.  Carried 5-0.  Copy filed.

Motion by Smith second by Walish to approve and Authorize the Chairman to sign a Permit for Underground Utilities submitted by Mid American Energy for gas line installations. Per recommendation of County EngineerMark Nahra.  Carried 5-0.  Copy filed.

Leo Jochum discussed Orton Slough Drainage District concerns with the board.
 
The Chairman asked if there were any individuals of groups wishing to make a presentation of items not on the agenda, of Supervisors concerns.
     
Motion by Monson second by Walish to go into closed session for General Relief Appeal for Candace Holmes per Iowa Code Section 21.5(1)(a).  Carried on a 5-0 roll-call vote.

Motion by Monson second by Walish to go out of closed sessions per Iowa Code Section 21.5(1)(a).  Carried 5-0 on a roll-call vote.

Motion by Walish second by Monson to overrule the decision of general Relief to deny benefits to Candace Holmes.  Carried 5-0.

There was no one to appear for an appeal to be heard for Karla Perez.

The Board adjourned the regular meeting until December 21, 2010.
