NOVEMBER 30, 2010 — FORTY-SEVENTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS
The Board of Supervisors met on Tuesday, November 30, 2010 at 9:00 a.m. Board members present were Boykin, Clausen, Monson, Smith, and Walish. Staff members present were Karen James, Board Administrative Coordinator, Joshua Widman, Assistant County Attorney and Patrick F. Gill, Auditor/Clerk to the Board.
The Claims were approved as presented. Copy filed.
The meeting was called to order.
Motion by Clausen second by Smith to approve the minutes of the November 23, 2010 Board meeting. Carried 4-0; Boykin abstained. Copy filed.
Motion by Clausen second by Smith to authorize the chairman to sign the Authorization to extend hours for F/T Executive Secretary/Public Bidder at current wage: $16.34/hour between the Board Administration & Social Services. Carried 5-0.
The board approved the Reclassification of Heather Satterwhite, F/T Executive Secretary/Public Bidder, Board Administration/Social Services Depts., $16.34/hour, effective 11-29-10. Per Wage Plan: Scheduled hours change from Part-Time to Fulltime Status. Copy filed.
The Board approved the leave of absence of Scott Blakely, Equipment Operator, Secondary Roads Dept., effective 11-29-10. Leave of Absence: Military Leave through January 7, 2011. Copy filed.
The Board approved the Separation of Victoria Ritz, Commissioner of Elections, Auditor/Recorder Dept., effective 12-10-10. Retired. Copy filed.
The Board approved the reclassification for Sheila Grasz, Motor Vehicle Clerk II, Treasurer Dept., $17.21/hour, effective 12-21-10. Per AFSCME Court House Contract agreement, from Grade 3, Step 4 to Grade 3, Step 5. Copy filed.
The Board approved the separation of Douglas Thompson, Equipment Operator, Secondary Roads Dept., effective 12-23-10. Retirement. Copy filed.
The Board approved the leave of absence of Willie Garrett III, Deputy Sheriff, Sheriff Dept., effective 01-03-11. Leave of Absence: Military Activation for 400 days. Copy filed.
The Board approved the separation of Jacqueline Gowen, Sr. Tax Clerk II, Treasurer Dept., effective 01-03-11. Retirement. Copy filed.
Motion by Monson second by Clausen to postpone action to approve and authorize the Chairman to sign an “Authorization to Initiate Hiring Process” for Sr. Tax Clerk II, Treasurer Dept. Entry Level: AFSME Courthouse Grade 3, Step 1: $13.42/hour. Carried 5-0. Copy filed.
Motion by Walish second by Smith to approve five retiree requests to remain on County Insurance Plans. Carried 5-0.
Motion by Smith second by Clausen to approve and receive for signatures a Resolution thanking and commending retiring County employee Fran Sadden for his years of service to the County. Carried 5-0.

WHEREAS, Fran Sadden has capably served Woodbury County as an employee of the Siouxland District Health Services for 27 years from July 5, 1983 to December 31, 2010; and
WHEREAS, the service given by Fran Sadden as a Woodbury County employee, has been characterized by her dedication to the best interests of the citizens of Woodbury County; and
NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF SUPERVISORS OF WOODBURY COUNTY, IOWA that the undersigned members of this Board thanks and commends Fran Sadden for her years of service to Woodbury County; and

WHEREAS, Linda Mills has capably served Woodbury County as an employee of the Siouxland District Health Services for 41 years from August 20, 1969 to December 31, 2010; and
WHEREAS, the service given by Linda Mills as a Woodbury County employee, has been characterized by her dedication to the best interests of the citizens of Woodbury County; and
NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF SUPERVISORS OF WOODBURY COUNTY, IOWA that the undersigned members of this Board thanks and commends Linda Mills for her years of service to Woodbury County; and

Motion by Monson second by Smith to approve lifting the tax suspension for Melista Marcelle Dunham, 2407 W. 5th St., Sioux City, due to sheriff sale. Carried 5-0.
Motion by Monson second by Smith to approve the creation of a Master Comprehensive Plan for the Liberty Industrial Park development per recommendation of Economic Development, Rob Marqusee. Carried 5-0.
The Chairman asked if there were any individuals or groups wishing to make a presentation of items not on the agenda, or Supervisors concerns.
Motion by Clausen second by Monson to amend the canvass of the November 2, 2010 General Election. Carried 5-0. Copy filed.
The Board adjourned the regular meeting until December 7, 2010.
