October 5, 2010 — FORTIETH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS

The Board of Supervisors met on Tuesday, October 5, 2010 at 9:00 a.m.  Board members present were Boykin, Clausen, Monson, Smith, and Walish.  Staff members present were Karen James, Board Administrative Coordinator, Joshua Widman, Assistant County Attorney and Patrick F. Gill, Auditor/Clerk to the Board.

The Claims were approved as presented.  Copy filed.

The meeting was called to order.

Motion by Clausen second by Walish to approve the minutes of the September 28, 2010 Board meeting.  Carried 5-0.  Copy filed.

Motion by Monson second by Walish to approve the minutes of the September 27, 2010 Special Board meeting.  Carried 5-0.  Copy filed.

The Board approved the separation of James E Thomas, Maintenance Technician, Building Services Dept., effective 09-30-10 Dismissed.  Copy filed.
 
The Board approved the reclassification of Levi L. Harry, Civilian Jailer, County Sheriff Dept., $19.38/hour, effective 10-18-10.  Per CWA Civilian Officers Contract agreement, to Sr. Class with 6 years employment plus AA Degree. Copy filed.

The Board approved the reclassification of Heather K. Satterwhite, P/T Exec. Secretary/Public Bidder, Board Administration Dept., $16.34/hour, effective 10-21-10.  Per Wage Plan comparability with AFSCME Court House Contract @ 09/10 FY rate, from Grade 6, Step 1 to Grade 6, Step 2.

Motion by Walish second by Smith to approve and authorize the Chairman to sign an “Authorization to Initiate Hiring Process” for Building Technician, Building Services Dept. Entry level:  AFSCME Courthouse/Grade 4: $14.75 - $15.98 based on experience.  Carried 5-0.   Copy filed.

Motion by Clausen second by Walish to approve and receive for signatures a Resolution naming depositories for the County Treasurer Dept.  Carried 5-0.

Motion by Monson second by Walish to approve and authorize the Chairman to sign a Contract regarding Snyder and Associate’s Flood Plain Study of Rural Woodbury County per recommendation of Planning  and Zoning, John Pylelo.  Carried 5-0.  Copy filed.

A public hearing was held at 10:15 a.m. for the sale of property parcel #228420, (1512 Harris St, Sioux City).  The Chairman called on anyone wishing to be heard. 
Motion by Monson second by Clausen to close the hearing.   Carried 5-0.
Motion by Clausen second by Walish to approve the bid from in the amount of $102.00, plus recording fees, for real estate parcel #228420 (, Sioux City).  Carried 5-0. 

RESOLUTION OF THE BOARD OF SUPERVISORS

BE IT RESOLVED by the Board of Supervisors of Woodbury County, Iowa, that the offer at public auction of:
By  ____Jimmy & Kimberly Reising______in the sum of One Hundred Two Dollars & 00/100 ($102.00)-----------------------------------------------------dollars.
For the following described real estate, To Wit:

Lot 12, Block 7 in Highland Park Addition to Sioux City, in the County of

Now and included in and forming a part of the City of Sioux City, Iowa, the same is hereby accepted: said

BE IT RESOLVED that per Code of Iowa Section 569.8(3 & 4), a parcel the County holds by tax deed shall not be assessed or taxed until transferred and upon transfer of a parcel so acquired gives the purchaser free title as to previously levied or set taxes.  Therefore, the County Treasurer is requested to abate any taxes previously levied or set on this parcel(s).

Motion by Monson second by Smith to approve and authorize the Chairman to sign a Permit to Work in the Right of Way submitted by Greg Trucke per Recommendation of County Engineer Mark Nahra.  Carried 5-0. Copy filed.

Motion by Smith second by Walish to approve and authorize the Chairman to sign an Agreement for Streambed Stabilization Project in Section 13, T86N, R43W, number HC 11-1 (Hungry Canyons Alliance Funded Project) per recommendation of County Engineer Mark Nahra.  Carried 5-0.  Copy filed.

Motion by Monson second by Smith to approve and authorize the Chairman to sign an Agreement for Streambed Stabilization Project in Section 6, T86N, R43W, Number HC 11-2 (Hungry Canyons Alliance Funded Project) per recommendation of County Engineer Mark Nahra.  Carried 5-0.  Copy filed.

Motion by Walish second by Clausen to approve and authorize the Chairman to sign an Agreement for Streambed Stabilization Project in Section 26, T89N, R43W, Number HC 11-3 (Hungry Canyons Alliance Funded Project) per recommendation of County Engineer Mark Nahra.  Carried 5-0.  Copy filed.

The Chairman asked if there were any individuals or groups wishing to make a presentation of items not on the agenda, or Supervisors concerns.

Dennis Butler, budget/tax analyst, reported to the Board on the status of overtime in county budgets.

Gene Willems, 3773 180th St. Correctionville presented a Petition to Remove County Engineer Mark Nahra to the Board and asked the Board about the status of the area of the four way stop located near Moville.  Petition filed.
 
The Board adjourned the regular meeting until October 12, 2010.
