AUGUST 3, 2010 — THIRTY-FIRST MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS
The Board of Supervisors met on Tuesday, August 3, 2010 at 9:00 a.m. Board members present were Boykin, Clausen, Monson, Smith, and Walish. Staff members present were Heather Satterwhite, executive secretary/public bidder, Joshua Widman, Assistant County Attorney, and Patrick F. Gill, Auditor/Clerk to the Board.
The Claims were approved as presented. Copy filed.
The meeting was called to order.
Motion by Monson second by Walish to add an executive session item to the agenda for today’s meeting. Carried 5-0.
Motion by Walish second by Clausen to approve the minutes of the July 27, 2010 Board meeting. Carried 5-0, Smith abstained. Copy filed.
The Board approved the appointment of Jonathon D. Hatfield, Civilian Jailer, County Sheriff Dept., $16.16/hour, effective 08/04/2010. Job vacancy posted 02/10/2010. Entry level salary: $16.16/hour. Copy filed.
The Board approved the appointment of Dan J. Harstad, Civilian Jailer, County Sheriff Dept., $16.16/hour, effective 08/10/2010. Job vacancy posted 04/21/2010. Entry level salary: $16.16/hour. Copy filed.
Motion by Clausen second by Walish to approve lifting the tax suspension for Arthur Dan Detches, 818 Jackson Street, Sioux City, as the property has been sold. Carried 5-0.
Motion by Walish second by Monson to approve and authorize the Chairman to sign a Resolution setting the public hearing and sale date for property parcel #511215 (1219 W. 6th Street). Carried 5-0.

WHEREAS Woodbury County, Iowa was the owner under a tax deed of a certain parcel of real estate described as:
West 100 feet of Lots 7, 8 and 9, Block 6, Tredway’s Addition
to Sioux City, in the County of Woodbury and State of Iowa
(1219 W. 6th Street)
NOW THEREFORE,
BE IT RESOLVED by the Board of Supervisors of Woodbury County, Iowa as follows:
1. That a public hearing on the aforesaid proposal shall be held on
the 17th Day of August, 2010 at 10:15 o’clock a.m. in the meeting
room of the Board of Supervisors on the first floor of the Woodbury
County Courthouse.
2. That said Board proposes to sell the said parcel of real estate on
the 17th Day of August, 2010, immediately following the closing of
the public hearing to Siouxland Habitat for Humanity only per Code of
Iowa 331.361 (2).
3. That said Board proposes to sell the said real estate to Siouxland
Habitat for Humanity only for consideration of $107.00 plus recording
fees.
4. That this resolution, preceded by the caption "Notice of Property
Sale" and except for this subparagraph 4 be published as notice of
the aforesaid proposal, hearing and sale.

BE IT RESOLVED by the Board of Supervisors of Woodbury County, Iowa as follows:
1. That a public hearing on the aforesaid proposal shall be held on
the 17th Day of August, 2010 at 10:17 o’clock a.m. in the meeting
room of the Board of Supervisors on the first floor of the Woodbury
County Courthouse.
2. That said Board proposes to sell the said parcel of real estate at a
public auction to be held on the 17th Day of August , 2010,
immediately following the closing of the public hearing.
That said Board proposes to sell the said real estate to the highest
bidder at or above a total minimum bid of $580.00 plus recording
fees.
4. That this resolution, preceded by the caption "Notice of Property
Sale" and except for this subparagraph 4 be published as notice of
the aforesaid proposal, hearing and sale.

Motion by Monson second by Smith to approve rescinding Resolution #10,645’s approval of a tax abatement granted to Siouxland Habitat for Humanity, as they were not in possession of the building during the period approved. Carried 5-0.
The Board discussed an ordinance regulating parking on County Highway K-64.
Motion by Walish second by Smith to receive petitions drawn and signed in opposition to the proposed ordinance. Carried 5-0, petitions filed.
Motion by Walish second by Clausen to approve the first reading of an ordinance regulating parking on County Highway K-64. Failed 0-5.
The Board discussed funding of the “Investing in Woodbury County” loan program with Rural Economic Development Director Rob Marqusee.
Motion by Clausen second by Smith to approve funding the loan program for FY2011 with $166,667 from the Riverboat Fund and $166,667 from Local Option sales tax revenues. Carried 5-0.
The Board discussed 2010 County Assessor homestead and military tax credits with County Budget/Tax Analyst Dennis Butler.
Motion by Monson second by Walish to approve the 2010 City Assessor homestead and military tax credits. Carried 5-0.
John Torbert, Iowa Drainage District Association, presented the Board with an annual report and update on drainage matters in Woodbury County.
The Chairman asked if there were any individuals or groups wishing to make a presentation of items not on the agenda, or Supervisors concerns.
Motion by Clausen second by Walish to go into closed session per Iowa Code Section 21.5 (1) (c). Carried 5-0 on a roll-call vote.
