JULY 27, 2010 — THIRTIETH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS
The Board of Supervisors met on Tuesday, July 27, 2010 at 9:00 a.m. Board members present were Boykin, Clausen, Monson, and Walish; Smith was absent. Staff members present were Karen James, Board Administrative Coordinator, Loan Hensley, Assistant County Attorney, Joshua Widman, Assistant County Attorney, and Jean Jessen, Deputy/Clerk to the Board.
The Claims were approved as presented. Copy filed.
The meeting was called to order.
Motion by Walish second by Monson to approve the minutes of the July 20, 2010 Board meeting. Carried 4-0. Copy filed.
The Board approved the separation of Jeffrey M. Grell, Temporary Summer Laborer, Secondary Roads Dept., effective
07/23/2010. End of temporary work. Copy filed.
The Board approved the appointment of Evelyne M. Bradbury, Civilian Jailer, County Sheriff Dept., $16.16/hour, effective 7/30/2010. Job vacancy posted 04/21/2010. Entry level salary: $16.16/hour. Copy filed.
The Board approved the reclassification of Jesse J. Lieber, Part-time Youth Worker, Juvenile Detention Dept., $16.62/hour, effective 08/06/2010. Per AFSCME Juvenile Detention contract agreement, from Grade 1, Step 2 to Grade 1, Step 3. Copy filed.
The Board approved the reclassification of Donald C. Stevenson, Maintenance Worker, Building Services Dept., $13.90/hour, effective 08/13/2010. Per AFSCME Courthouse contract agreement, from Grade 2, Step 2 to Grade 2, Step 3. Copy filed.

Motion by Walish second by Monson to approve and authorize the Chairman to sign a Resolution approving a petition for suspension of taxes for Victoria L. Hoffer, 3290 N. Martha Street, Lot 50, Sioux City, Iowa. Carried 4-0.

RESOLUTION APPROVING PETITION FOR SUSPENSION OF TAXES
WHEREAS, Victoria L. Hoffer, is the titleholder of a mobile home located at 3290 N, Martha, Lot 50, City of Sioux City, Woodbury County, Iowa, and legally described as follows:

WHEREAS, Victoria L. Hoffer as titleholder of the aforementioned mobile home have petitioned the Board of Supervisors for a suspension of taxes pursuant to the 2009 Iowa Code section 427.9, and
WHEREAS, the Board of Supervisors recognizes from documents provided that the petitioner is unable to provide to the public revenue; and
NOW, THEREFORE, BE IT RESOLVED, that the Woodbury County Board of Supervisors hereby grants the request for a suspension of taxes, and hereby directs the Woodbury County Treasurer to so record the approval of this tax suspension for this property.

RESOLUTION APPROVING PETITION FOR SUSPENSION
OF TAXES THROUGH THE REDEMPTION PROCESS
WHEREAS, Arthur Sweisberger as joint titleholders of property located at 3102 Leech Ave., Sioux City, Woodbury County, Iowa, and legally described as follows:

Lot Twenty-four (24) and East Half Lot Twenty-five E ½ 25) Block Two (2) Hedges Table Addition, City of Sioux City, Woodbury County, Iowa
WHEREAS, Arthur Sweisberger, as joint titleholders of the aforementioned property has petitioned the Board of Supervisors for a suspension of taxes pursuant to the 1999 Iowa Code Section 447.9(3) and,
WHEREAS, the Board of Supervisors recognizes from documents provided that the petitioner is unable to provide to the public revenue; and
NOW, THEREFORE, BE IT RESOLVED, that the Woodbury County Board of Supervisors hereby directs the County Auditor to redeem this property Parcel #894735110012 owned by the petitioner from the holder of a certificate of purchase of the amount necessary to redeem under section 447.1, and hereby directs the Woodbury County Treasurer to so record the approval of this tax suspension for this parcel.

Motion by Clausen second by Walish to approve and authorize the Chairman to sign a federal aid agreement for project #BRS-CO97(112)—60-97, per recommendation of County Engineer Mark Nahra. Carried 4-0. Copy filed.
Motion by Monson second by Walish to approve and authorize the Chairman to sign a letter of support for an I-Jobs II grant application, per recommendation of Conservation Director Rick Schneider. Carried 4-0. Copy filed.
Motion by Clausen second by Monson to go into Closed Session per Iowa Code 21.5 (1) (c). Carried 4-0 on a roll-call vote.
Motion by Clausen second by Walish to go out of Closed Session per Iowa Code 21.5 (1) (c). Carried 4-0 on a roll-call vote.
Motion by Walish second by Clausen to accept the recommendation of County Attorney P. J. Jennings. Carried 4-0.
The Chairman asked if there were any individuals or groups wishing to make a presentation of items not on the agenda, or Supervisors concerns.
The Board adjourned the regular meeting until August 3, 2010.
