May 17, 2010 — SPECIAL MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS
The Board of Supervisors met on Monday, May 17, 2010 at 9:00 a.m. Board members present were Boykin, Clausen, Monson, Smith, and Walish. Staff members present were Karen James, Board Administrative Coordinator, Dennis Butler, County Auditor’s Office, Rob Marqusee, Economic Development Coordinator and Pat Gill, Clerk to the Board.
Meeting called to order.
Motion by Smith second by Walish to go into executive session under section 21.5 (1)(a.). Carried 5-0 on a roll call vote.
Motion by Monson second by Walish to go out of executive session. Carried 5-0 on roll call vote.
Meeting was recessed from the Board Chambers to reconvene in a joint session with the City Council of Sioux City in the council chambers.
Motion by Clausen second by Walish to authorize the chairman to sign a resolution in support of TPI Composites application to the Iowa Department of Economic Development.

RESOLUTION APPROVING AND SUPPORTING TPI COMPOSITES’
APPLICATION TO THE IOWA DEPARTMENT OF ECONOMIC DEVELOPMENT
WHEREAS, Woodbury County and the City of Sioux City have been working with TPI Composites, Inc., a leading global provider of composite wind blades used by major turbine manufacturers, to locate a new production facility in the Southbridge Business Park area of Sioux City and Woodbury County. The company is considering several Midwest locations for the new facility; and
WHEREAS, the proposed project would create more than 500 jobs and contribute to the tax base; and
WHEREAS, the company will commit significant private resources to the project; and
WHEREAS, Woodbury County is pursuing financial assistance in accordance with programs implemented by the Iowa Department of Economic Development, including the ‘High Quality Jobs Program’; and
WHEREAS, Woodbury County will also structure its financial contributions to include use of tax-exempt bonds, guarantees, or other available financing vehicle in an amount to be determined through further negotiations with the company.
NOW, THEREFORE, BE IT RESOLVED by the Woodbury County Board of Supervisors that it’s Chairman is hereby authorized to submit a business assistance application to the Iowa Department of Economic Development to support the location of TPI Composites’ manufacturing facility in the Southbridge Business Park.
