MAY 11, 2010 — NINETEENTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS
The Board of Supervisors met on Tuesday, May 11, 2010 at 9:00 a.m. Board members present were Boykin, Clausen, Monson, Smith, and Walish. Staff members present were Karen James, Board Administrative Coordinator, Loan Hensley, Assistant County Attorney, and Patrick F. Gill, Auditor/ Clerk to the Board.
The Claims were approved as presented. Copy filed.
The meeting was called to order.
Motion by Walish second by Monson to approve the minutes of the May 4, 2010 Board meeting. Carried 5-0. Copy filed.
The Board approved the appointment of Timothy S. Lake, Custodian, Building Services Dept., effective 05/17/2010. Job vacancy posted 03/03/2010. Entry level salary: $11.65/hour. Copy filed.
Motion by Clausen second by Smith to approve and authorize the Chairman to sign an “Authorization to Initiate Hiring Process” form for:
Mental Health Supervisor, Social Services Dept. Entry level: Wage Plan Range, $49,000-$65,000/year.
Care Manager, Social Services Dept. Entry level: Wage Plan Range, $46,715-$52,715/year.
Eligibility Coordinator/Secretary III, Social Services Dept. Entry level: Wage Plan Range comparability with AFSCME Courthouse, $16.25-$20.03/hour
Secretary III, Social Services Dept. Entry level: Wage Plan Range comparability with AFSCME Courthouse, $16.25-$20.03/hour.

Motion by Walish second by Monson to approve and authorize the Chairman to sign a Resolution setting the sale date of property parcel 329220 (aka 3501 10th Street, Sioux City, IA) on 05/25/2010 at 10:15 a.m. Carried 5-0.

NOTICE OF PROPERTY SALE

WHEREAS Woodbury County, Iowa was the owner under a tax deed of a certain parcel of real estate described as:
Lot Seven (7), Eight (8) Block Thirty-Two (32) Longview Addition, City of Sioux
City, Woodbury County, IA
(3501 10th Street)
NOW THEREFORE,
BE IT RESOLVED by the Board of Supervisors of Woodbury County, Iowa as follows:
1. That a public hearing on the aforesaid proposal shall be held on
the 25th Day of May, 2010 at 10:16 o’clock a.m. in the meeting
room of the Board of Supervisors on the first floor of the Woodbury
County Courthouse.
2. That said Board proposes to sell the said parcel of real estate at a
public auction to be held on the 25th Day of May, 2010, immediately
following the closing of the public hearing.
3. That said Board proposes to sell the said real estate to the highest
bidder at or above a total minimum bid of $290.00 plus recording
fees.
4. That this resolution, preceded by the caption "Notice of Property
Sale"
and except for this subparagraph 4 be published as notice of the
aforesaid proposal, hearing and sale.

Motion by Monson second by Clausen to receive as submitted the “Quarterly Report Commission of Veteran Affairs” for the third quarter ending 03/31/2010. Carried 5-0. Copy filed.
Motion by Clausen second by Monson to approve setting the public hearing date for a fiscal year 2011 budget amendment on 05/25/2010 at 10:15 a.m. Carried 5-0.
Motion by Clausen second by Smith to approve and authorize the Chairman to sign a 28E agreement between Woodbury County and the Woodbury County Soil and Water Conservation District, regarding funding of the watershed inspector. Carried 5-0. Copy filed.
The Board reviewed quotations received for a motor grader for Secondary Roads Dept. for fiscal year 2011, with County Engineer Mark Nahra.
Motion by Smith second by Monson to forward the bids for a motor grader to the County Engineer for review and recommendation. Carried 5-0.
Motion by Monson second by Clausen to approve and authorize the Chairman to sign a “Permit and Agreement to Perform Work within Woodbury County Right of Way”, submitted by Bridgeport Materials, for work in Liberty Township, Section 6, per recommendation of the County Engineer. Carried 5-0. Copy filed.
Motion by Clausen second by Monson to approve and authorize the Chairman to sign a fiscal year 2010 Iowa DOT budget amendment, per recommendation of the County Engineer. Carried 5-0. Copy filed.
Ron Kerr discussed farm and ditch issues with the Board of Supervisors.
The Chairman asked if there were any individuals or groups wishing to make a presentation of items not on the agenda, or Supervisors concerns.
The Board adjourned the regular meeting until May 18, 2010.
