APRIL 27, 2010 — SEVENTEENTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS
The Board of Supervisors met on Tuesday, April 27, 2010 at 9:00 a.m. Board members present were Boykin, Smith,
Monson, Walish and Clausen. Staff members present were Karen James, Board Administrative Coordinator, Loan Hensley, Assistant County Attorney, and Diane Swoboda Peterson, Deputy/ Clerk to the Board.
The Claims were approved as presented. Copy filed.
The meeting was called to order.
Motion by Monson second by Walish to approve the minutes of the April 20, 2010 Board Meeting. Carried 5-0. Copy filed.
Motion by Walish second by Clausen to deny the request for suspension of taxes through the redemption process for Wayland Zimmerman, 5201 Rustin Street, Sioux City, Iowa. Carried 5-0.
Motion by Clausen second by Smith to approve lifting the tax suspension for Madeline A. Hazard, 2220 Dewey Street, Sioux City, Iowa, as Madeline is deceased. Carried 5-0.
Motion by Monson second by Smith to approve a 12-month Cigarette/Tobacco Permit, for Shop-N-Go, 1863 Highway 141, Sloan, Iowa, effective 7/1/2010 through 6/30/2011. Carried 5-0. Copy filed.
The Board discussed action on repairs of an exterior wall, tuck pointing, and repairs to the elevator at the Prairie Hills Facility with Mark Elgert, Building Services Director.
Motion by Smith second by Walish to table action on approving repairs at the Prairie Hills facility. Carried 5-0. The Board directed Mark Elgert to obtain sealed bids by mid-May to be sent to Board Administration.
Motion by Monson second by Walish to authorize the Chairman to approve a contract for corrugated metal pipe culvert supply for 2010, from Contech Construction Products, Johnston Iowa, per recommendation of Mark Nahra, County Engineer. Carried 5-0. Copy filed.
Motion by Smith second by Monson to approve and authorize the Chairman to sign a Permit and agreement for underground utilities within the County Road Right of Way for Long Lines Communications, per recommendation of the County Engineer. Carried 5-0. Copy filed.
Motion by Walish second by Smith to approve and authorize the Chairman to approve a Fiscal Year 2010 Local Public Health Services Contract Amendment, per Siouxland District Health Department. Carried 5-0. Copy filed.
Motion by Clausen second by Walish to go into Closed Session per Iowa Code Section 21.5 (1) (c). Carried 5-0 on a roll-call vote.
Motion by Monson second by Smith to go out of Closed Session per Iowa Code Section 21.5 (1) (c). Carried 5-0 on a roll-call vote.
Motion by Walish second by Monson to accept the Attorney’s recommendation in the Closed Session. Carried 5-0.
The Chairman asked if there were any individuals or groups wishing to make a presentation of items not on the agenda, or Supervisors concerns.
Dennis Butler, County Tax/Budget Analyst, addressed the Board in regards to the County’s financial situation.
County Engineer Mark Nahra addressed the Board regarding the new flood plain plan, his work with John Pylello, County Planning and Zoning Administrator, and FEMA. The Snyder Bend project was also discussed.
Motion by Monson second by Smith to adjourn the meeting. Carried 5-0.
The Board adjourned the regular meeting until May 4, 2010.
