FEBRUARY 9, 2010 — SIXTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS

The Board of Supervisors met on Tuesday, February 9, 2010 at 9:00 a.m. Board members present were Boykin, Clausen, Monson, Smith, and Walish. Staff members present were Karen James, Board Administrator, Loan Hensley, Assistant County Attorney, and Patrick F. Gill, Auditor/Clerk to the Board.

The Claims were approved as presented. Copy filed.

Motion by Monson second by Clausen to go into Executive Session per Iowa Code Section 20.17 (3). Carried 5-0 on a roll-call vote.

Motion by Clausen second by Walish to go out of Executive Session per Iowa Code Section 20.17 (3). Carried 5-0 on a roll-call vote.

The meeting was called to order.

Motion by Walish second by Clausen to approve the Board minutes of the February 2, 2010 meeting as submitted. Carried 5-0. Copy filed.

The Board approved the separation of David D. Bridenbaugh, Custodian, Building Services Dept., effective 02/05/2010. Retirement. Copy filed.

The Board approved the separation of William J. LaBahn, Civilian Jailer, County Sheriff Dept., effective02/05/2010. Resignation. Copy filed.

The Board approved the separation of Clinton S. Meadows, Coordinator/Analyst III, Homeland Security Dept., effective 02/12/2010. Resignation. Copy filed.

Motion by Clausen second by Walish to postpone action to approve and authorize the Chairman to sign an “Authorization to Initiate Hiring Process” form for:

Coordinator/Analyst III, Homeland Security Dept. Entry level: Wage Plan $61,000.00/year

Lead Custodian, Building Services Dept. Entry level: AFSCME Courthouse in-house $12.21/hour or per contract.

Male Civilian Jailer, County Sheriff Dept. Entry level: DSDOA $16.16/hour.

Motion by Monson second by Walish to approve tax abatement for the following uncollectable taxes, per County Treasurer Bob Knowler:

Building on leased land tax for a mobile home that was moved out of state and no longer assessed.

Motion by Clausen second by Walish to receive the appointment of Nathan Heilman, 316 Fir Street, Correctionville, Iowa, as city of Correctionville Council Member, to fill the office previously held by Gerald T. Hyler. Carried 5-0.

Motion by Clausen second by Smith to approve the re-appointment of Katie Colling and Tim Bottaro to represent the Board of Supervisors on the County Compensation Commission retroactive to 07/01/2009. Carried 5-0.

Motion by Walish second by Smith to approve letting and authorize the Chairman to sign the title sheet for project #BROS-CO97(106)—8J-97 (Minnesota Avenue box culvert project), per recommendation of County Engineer Mark Nahra. Carried 5-0. Copy filed.

Motion by Monson second by Clausen to approve letting and authorize the Chairman to sign the title sheet for project #L-W(1)—79-97 (120th Street weir project), per recommendation of the County Engineer. Carried 5-0. Copy filed.

Motion by Monson second by Walish to approve and authorize the Chairman to sign an “Authorization to Initiate Hiring Process” form for:

The Chairman asked if there were any individuals or groups wishing to make a presentation of items not on the agenda or Supervisors concerns.

Motion by Walish second by Clausen to go into Executive Session per Iowa Code Section 21.5 (1) (c). Carried 5-0 on a roll-call vote.

Motion by Monson second by Clausen to go out of Executive Session per Iowa Code Section 21.5 (1) (c). Carried 5-0 on a roll-call vote.

Motion by Walish second by Monson to approve the recommendation of the attorney to settle the claim discussed in the previous executive session. Carried 5-0.

The Board discussed the fiscal year 2011 County budget.

Motion by Monson second by Walish to receive the purchase of services budget as submitted. Carried 4-0; Boykin abstained.

Motion by Monson second by Walish to reduce the jail budget and the Motor Vehicle budget by one position each. Carried 5-0.

Motion by Monson second by Smith to fund the wages of the Rural Economic Development administrative budget from local option sales tax revenues. Carried 4-1; Clausen opposed.

Motion by Walish second by Monson to fund the WCICC equipment updates and the capital improvement projects for county buildings from the proceeds of a capital loan note. Carried 4-1; Clausen opposed.

Motion by Walish second by Smith to fund two additional sheriff deputy positions from the rural basic fund. Carried 4-1; Clausen opposed.

Motion by Monson second by Walish to reduce the Juvenile Detention Facility budget by another $50,000.00. Carried 5-0.

The Board adjourned the regular meeting until February 16, 2010.
