JANUARY 19, 2010 — THIRD MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS

The Board of Supervisors met on Tuesday, January 19, 2010 at 9:00 a.m. Board members present were Boykin, Clausen, Monson, Smith, and Walish. Staff members present were Karen James, Board Administrator, Loan Hensley, Assistant County Attorney, and Patrick F. Gill, Auditor/Clerk to the Board.

The Claims were approved as presented. Copy filed.

The meeting was called to order.

Motion by Monson second by Walish to approve the Board minutes of the January 12, 2010 meeting as submitted. Carried 5-0. Copy filed.

The Board approved the end of military leave for Kyle D. Gates, GIS Systems Analyst, Secondary Roads Dept., effective 01/15/2010, $22.67/hour. End of military leave of absence, from 09/15/2009 to 01/15/2010. Copy filed.

Motion by Clausen second by Monson to approve and authorize the Chairman to sign the 2009 OSHA 300A report forms. Carried 5-0. Copy filed.

The Board reviewed Woodbury County’s workers compensation premium history with Caroline Tompkins, Safety and Risk Coordinator.

Motion by Smith second by Walish to receive the Woodbury County’s workers compensation premium history report. Carried 5-0. Copy filed.

Motion by Walish second by Smith to approve and authorize the Chairman to sign a “Request to De-authorize County Position” form for:

Full-time Motor Vehicle Clerk II (2 positions), County Treasurer Dept.

Part-time Motor Vehicle Clerk II (1 position), County Treasurer Dept.

Motion by Smith second by Walish to postpone action to approve and authorize the Chairman to sign a Resolution approving abatement of taxes for parcel #894824151002, The Life Church of Sioux City, Inc. Carried 5-0.

Motion by Walish second by Smith to approve and authorize the Chairman to sign a Resolution approving tax suspension for Curtis Schmidt (Jerry and Wanda Schmidt), 2909 E. 9th Street, Sioux City, IA. Failed 0-5.

Motion by Clausen second by Monson to receive as submitted the Auditor’s Quarterly Report for the 2nd quarter ending 12/31/2009. Carried 5-0. Copy filed.

Motion by Monson second by Smith to approve and receive for signatures a Class C commercial liquor license application, with outdoor service and Sunday sales privileges, for 19th Hole, 3113 Highway 75, Sloan, Iowa, effective 01/19/2010 through 01/18/2011. Carried 5-0. Copy filed.

Motion by Monson second by Walish to receive for signatures the canvass of the Farmers Drainage District Trustee Sub-District #1 election. Carried 5-0.

Motion by Monson second by Clausen to receive for signatures the canvass of the Garretson Drainage District Trustee Sub-District #1 election. Carried 5-0.

The Chairman asked if there were any individuals or groups wishing to make a presentation of items not on the agenda or Supervisors concerns.

Motion by Monson second by Smith to receive the Conservation Administration budget as submitted. Carried 5-0.

Motion by Clausen second by Walish to receive the Conservation Parks budget reduced by $1,000.00. Carried 5-0.

Motion by Monson second by Walish to receive the Conservation Naturalist budget reduced by $500.00. Carried 5-0.

Motion by Walish second by Clausen to receive the Conservation Nature Center budget reduced by $700.00. Carried 5-0.

Motion by Clausen second by Smith to receive the Conservation 257-Nature Center (non-tax funds) budget, the Conservation 266-REAP (non-tax funds) budget and the Conservation 667-Conservation Reserve (non-tax funds) budget as submitted. Carried 5-0.

Motion by Monson second by Walish to postpone action to consider Conservation equipment replacement requests. Carried 5-0.

Motion by Walish second by Smith to receive the Communication Center (General Basic) budget as submitted. Carried 5-0.

Motion by Walish second by Clausen to receive the County Fair (General Basic) budget reduced by $14,000.00. Carried 5-0.

Motion by Monson second by Walish to receive the Building Services-Courthouse budget reduced by $31,000.00. Carried 5-0.

Motion by Walish second by Clausen to postpone action to receive the Building Services-LEC budget, the Building Services-Trosper Hoyt budget, the Building Services-Prairie Hills budget, the Building Services-Eagles Club budget and the Building Services-CIP Project budget. Carried 5-0.

Motion by Smith second by Walish to receive the County Attorney-Administration budget as submitted. Carried 5-0.

Motion by Monson second by Walish to receive the County Attorney-Edward Byrne Grant budget as submitted. Carried

Motion by Monson second by Smith to receive the County Attorney-Juvenile Division budget as submitted. Carried 5-0.

Motion by Monson second by Walish to receive the County Attorney-Jury Witness budget as submitted. Carried 5-0.

Motion by Clausen second by Walish to receive the Veteran Affairs-Administration budget as submitted. Carried 5-0.

Motion by Monson second by Walish to receive the Veteran Affairs-IDVA Grant budget as submitted. Carried 5-0.

Motion by Clausen second by Smith to receive the Veteran Affairs-Assistance budget as submitted. Carried 5-0.

The Board recessed for lunch at 12:00 pm.

Motion by Monson second by Smith to receive the County Sheriff-Investigations budget as submitted. Carried 5-0.

Motion by Monson second by Walish to receive the County Sheriff-Homeland Security budget as submitted. Carried 5-0.

Motion by Smith second by Clausen to receive the County Sheriff-LEC-Correctional Facility budget reduced by $177,224.00. Carried 5-0.

Motion by Monson second by Walish to receive the County Sheriff-Prairie Hills reduced by $5,000.00. Carried 5-0.

Motion by Clausen second by Walish to receive the County Sheriff-Administration budget reduced by $88,362.00. Carried 5-0.
