JANUARY 4, 2010 — FIRST MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS
The Board of Supervisors met on Monday, January 4, 2010 at 9:00 a.m. Board members present were Boykin, Clausen, Monson, Smith, and Walish. Staff members present were Karen James, Board Administrator, Loan Hensley, Assistant County Attorney, Jean Jessen, Deputy, and Patrick F. Gill, Clerk to the Board.
The Claims were approved as presented. Copy filed.
The meeting was called to order.
Motion by Walish second by Smith to appoint George Boykin as Board Chairman for 2010. Carried 4-0, Boykin abstained.
Motion by Clausen second by Smith to approve the Board minutes of the December 22, 2009 meeting as submitted. Carried 5-0. Copy filed.
Motion by Clausen second by Monson to approve the appointment of County Engineer, Mark J. Nahra. Carried 5-0.
Motion by Monson second by Walish to approve the appointment of County Medical Examiner, Dr. Thomas Carroll. Carried 5-0.
Motion by Walish second by Clausen to approve Mark Monson as County Representative to the Third Judicial District, Department of Correctional Services. Carried 5-0.
Motion by Walish second by Smith to approve the appointment of Kerby G. Weber as County Weed Commissioner. Carried 5-0.
Motion by Monson second by Walish to select The Sioux City Journal, The Sergeant Bluff Advocate, and The Moville Record as the County’s official newspapers. Carried 5-0.
The Board discussed Supervisor appointments to various committees for 2010.
Motion by Walish second by Smith to postpone the presentation to be made by Ed Gilliland, Gallagher Benefit Services. Carried 5-0.
Motion by Clausen second by Monson to approve and receive for signatures, a Resolution thanking and commending Rita Wood for her years of service as a Woodbury County employee. Carried 5-0.

A RESOLUTION THANKING AND COMMENDING
RITA WOOD
FOR HER SERVICE TO WOODBURY COUNTY
WHEREAS, Rita Wood has capably served Woodbury County as an employee of the Woodbury County Sheriff’s Department for 21 years from August 2, 1988 to January 28, 2010; and
WHEREAS, the service given by Rita Wood as a Woodbury County employee, has been characterized by her dedication to the best interests of the citizens of Woodbury County; and
NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF SUPERVISORS OF WOODBURY COUNTY, IOWA that the undersigned members of this Board thanks and commends Rita Wood for her years of service to Woodbury County; and
BE IT FURTHER RESOLVED that it is the wish of all those signing below that the future hold only the best for this very deserving person, Rita Wood.
BE IT SO RESOLVED this 4th day of January, 2010.

Motion by Monson second by Walish to lift the tax suspension for Barbara Jean Shults, 2605 Morgan Street, Sioux City, IA, as the property has been sold. Carried 5-0.
The Board discussed a quote received from PrintElect, for 45 precinct carts, with County Auditor Pat Gill.
Motion by Smith second by Clausen to approve the purchase of 45 precinct carts, for the amount of $57,060.00, from PrintElect, to be funded from Riverboat funds. Carried 5-0.
Motion by Monson second by Clausen to approve and receive for signatures, a 12-month, Class C beer permit with Sunday sales privileges, for Heritage Express/Winnavegas, 1501 330th Street, Sloan, Iowa, effective 01/18/2010 through 01/17/2011. Carried 5-0. Copy filed.
Motion by Monson second by Clausen to approve and receive for signatures, a Resolution authorizing the County Engineer, Mark Nahra, to execute the certification of completion of work and final acceptance, in accordance with plans and specifications, in connection with all Farm-to-Market and federal or state aid construction projects in Woodbury County. Carried 5-0.

BE IT RESOLVED by the Board of Supervisors of Woodbury County, Iowa, that Mark J. Nahra, the County Engineer of Woodbury County, Iowa, be and is hereby designated, authorized, and empowered on behalf of the Board of Supervisors of said County to execute the certification of completion of work and final acceptance thereof in accordance with plans and specifications in connection with all Farm-to-Market and federal or state aid construction projects in this county.

RESOLUTION AUTHORIZING THE COUNTY ENGINEER TO CLOSE ANY SECONDARY ROAD FOR THE PURPOSE OF CONSTRUCTION, ROUTINE MAINTENANCE, OR EMERGENCIES DURING 2010
WHEREAS, the Woodbury County Board of Supervisors is concerned about traffic safety involved during construction and maintenance work or during natural or traffic emergencies on the secondary road system, and
WHEREAS, they are further interested in making appropriate traffic accommodations for the traveling public, adjacent landowners and related users during construction and maintenance operations, and
WHEREAS, the Board of Supervisors under section 306.41 of the Code of Iowa can delegate the authority to temporarily closure of roads to the County Engineer,
NOW, THEREFORE, IT IS HEREBY RESOLVED by the Woodbury County Board of Supervisors give Mark J. Nahra, Woodbury County Engineer the authority to temporarily close sections of highway in Woodbury County’s road system when necessary because of construction, maintenance, or natural disaster.

Motion by Smith second by Clausen to approve and authorize the Chairman to sign a federal aid participation agreement for project #BROS-CO97(102)—5F-97, per recommendation of the County Engineer. Carried 5-0. Copy filed.
The Chairman asked if there were any individuals or groups wishing to make a presentation of items not on the agenda or Supervisors concerns.
The Board adjourned the regular meeting until January 12, 2010.
