DECEMBER 15, 2009—FIFTIETH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS

The Board of Supervisors met on Tuesday, December 15, 2009 at 9:00 a.m. Board members present were Boykin, Clausen, Monson, Smith, and Walish. Staff members present were Karen James, Board Administrator, Loan Hensley, Assistant County Attorney, and Patrick F. Gill, Clerk to the Board.

The Claims were approved as presented. Copy filed.

The meeting was called to order.

Motion by Smith second by Monson to approve the Board minutes of the December 8, 2009 meeting as submitted. Carried 5-0. Copy filed.

The Board approved the appointment of James C. Krause, Equipment Operator, Secondary Roads Dept., $18.07/hour, effective 12/16/2009. Job vacancy posted: 09/17/2009. Entry level salary: $18.07/hour. Copy filed.

The Board approved the promotion of Arlene J. Wetrosky, DNR/Motor Vehicle Clerk II, County Treasurer Dept., $17.96/hour, effective 12/16/2009. In-house posting: 11/12/2009. Salary per AFSCME Court House contract, from Grade 3, Step5 to Grade 4, Step 5. Copy filed.

Motion by Walish second by Smith to approve and authorize the Chairman to sign an “Authorization to Initiate Hiring Process” form for a Motor Vehicle Clerk II, County Treasurer Dept., entry level AFSCME Court House/Grade 3, $12.97/hour. Carried 5-0. Copy filed.

Motion by Boykin second by Walish to approve lifting the tax suspension for Gerrit Uit DeFlesch, 2240 Roosevelt Street, Sioux City, as this person is deceased. Carried 5-0.

Motion by Walish second by Boykin to approve lifting the tax suspension for Lucielle E. Cormany, 2309 S. Patterson Street, Sioux City, as this person is deceased. Carried 5-0.

Motion by Monson second by Boykin to approve and receive for signatures, a Resolution thanking and commending Mary Cae Madden for her years of service as an employee of Woodbury County. Carried 5-0.

A RESOLUTION THANKING AND COMMENDING
Mary Cae Madden

FOR Her SERVICE TO WOODBURY COUNTY

WHEREAS, Mary Cae Madden has capably served Woodbury County as an employee of the Woodbury County Motor Vehicle Department for 33 years from September 16, 1976 to December 31, 2009; and

WHEREAS, the service given by Mary Cae Madden as a Woodbury County employee, has been characterized by her dedication to the best interests of the citizens of Woodbury County; and

NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF SUPERVISORS OF WOODBURY COUNTY, IOWA that the undersigned members of this Board thanks and commends Mary Cae Madden for her thirty-three years of service to Woodbury County; and

BE IT FURTHER RESOLVED that it is the wish of all those signing below that the future hold only the best for this very deserving person, Mary Cae Madden; and

BE IT SO RESOLVED this 8th, day of December, 2009.

Motion by Smith second by Monson to approve and authorize the Chairman to sign a 28E agreement between Woodbury County and the City of Sioux City relating to delinquent parking fine collection by the County on behalf of the City. Carried 3-2; Boykin and Walish opposed. Copy filed.

Motion by Monson second by Boykin to approve and authorize the Chairman to sign the 2009 Weed Commissioner’s Report, per recommendation of County Engineer Mark Nahra. Carried 5-0. Copy filed.

Motion by Boykin second by Monson to approve and authorize the Chairman to sign a “Utility Accommodation Permit” submitted by High Tech Electric LLC, for work on Pocahontas Avenue, Rock Township, city of Correctionville, per recommendation of the County Engineer. Carried 5-0. Copy filed.

The Board discussed a budget memo issued from the Board Chairman, Larry Clausen, regarding fiscal year 2011 budgets.

Motion by Smith second by Monson to strike the words “out of state travel” and the words “or eliminated” from item number 3 on the budget memo. Carried 4-1; Clausen opposed.

Motion by Walish second by Smith to approve and authorize the Chairman to sign the memo as amended, to be sent to all Elected Officials and Department Heads. Carried 5-0. Copy filed.

The Chairman asked if there were any individuals or groups wishing to make a presentation of items not on the agenda or Supervisors concerns.

Motion by Boykin second by Monson to go into Closed Session per Iowa Code Section 21.5 (1) (c). Carried 5-0 on a roll-call vote.

Motion by Boykin second by Smith to go out of Closed Session per Iowa Code Section 21.5 (1) (c). Carried 5-0 on a roll-call vote.

The Board adjourned the regular meeting until December 22, 2009.
