NOVEMBER 24, 2009—FORTY-SEVENTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS
The Board of Supervisors met on Tuesday, November 24, 2009 at 9:00 a.m. Board members present were Boykin, Clausen, Monson, Smith, and Walish. Staff members present were Karen James, Board Administrator, Loan Hensley, Assistant County Attorney, and Patrick F. Gill, Auditor/Clerk to the Board.

The meeting was called to order.
Motion by Smith second by Boykin to approve the Board minutes of the November 17, 2009 meeting as submitted. Carried 5-0. Copy filed.
The Board approved the reclassification of Tawnya M. Anson, Case Manager, Social Services Dept., $44,006.00/year, effective 12/01/2009. Per Wage Plan Matrix, from 3-year level to 6-year level. Copy filed.
The Board approved the resignation of Ryan M. Hansen, Civilian Jailer, County Sheriff Dept., effective 12/01/2009. Resignation. Copy filed.
The Board approved the reclassification of Rochelle M. Jordan, Case Manager, Social Services Dept., $44,006.00/year, effective 12/01/2009. Per Wage Plan Matrix, from 3-year level to 6-year level. Copy filed.
The Board approved the reclassification of James D. Loomis, Assistant County Attorney, County Attorney Dept., $65,344.00/year, effective 12/01/2009. Per AFSCME Assistant County Attorney contract agreement, from Step 6 to Step 7. Copy filed.

The Board approved the reclassification of Bobbier A. Johnson, Assistant County Attorney, County Attorney Dept., $57,969.00/year, effective 12/06/2009. Per AFSCME County Attorney contract, from Step 4 to Step 5. Copy filed.
Motion by Boykin second by Walish to approve and authorize the Chairman to sign fiscal year 2010 Local Public Health Services Contract. Carried 5-0. Copy filed.
Motion by Walish second by Boykin to postpone action to approve and authorize the Chairman to sign a 28E agreement between Woodbury County and the City of Sioux City for the County Treasurer to assist in the collection of unpaid City parking tickets. Carried 5-0. Copy filed.
A public hearing was held at 10:15 a.m. for the sale of property parcel #327450 (aka 3250 ½ 13th Street). The Chairman called on anyone wishing to be heard.
Motion by Boykin second by Walish to close the hearing. Carried 5-0.
There were no bids placed.
Motion by Boykin second by Smith to award the bid for the Juvenile Detention security camera to Electronic Innovations for the bid amount of $46,673.00, per recommendation of Mark Olsen, Juvenile Detention Director. Carried 4-1, Monson opposed. Copy filed.
Motion by Walish second by Monson to approve and authorize the Board to sign a cooperative development letter to the City of Sioux City, pertaining to the Southbridge memorandum of understanding, per recommendation of Rural Economic Development Director Rob Marqusee. Carried 5-0. Copy filed.
The Board discussed applying County zoning ordinances to City infrastructure and construction projects, with John Pylelo, Planning and Zoning Administrator.
The Board discussed application of HF 243, Gender Balanced Boards and Commissions, with John Pylelo.
Motion by Boykin second by Smith to approve the contract and bond for project #FM-CO97(97)—55-97, D53 concrete paving, per recommendation of County Engineer Mark Nahra. Carried 5-0. Copy filed.
Motion by Monson second by Walish to approve and authorize the Chairman to sign a “Certificate of Completion” for project #AC-2009, per recommendation of the County Engineer. Carried 5-0. Copy filed.
The Chairman asked if there were any individuals or groups wishing to make a presentation of items not on the agenda or Supervisors concerns
The Board adjourned the regular meeting until December 1, 2009.
