OCTOBER 20, 2009FORTY-SECOND MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS
The Board of Supervisors met on Tuesday, October 20, 2009 at 9:00 a.m. Board members present were Boykin, Clausen, Monson, Smith, and Walish. Staff members present were Public Bidder, Patrick Jennings, County Attorney, and Patrick F. Gill, Auditor/Clerk to the Board.
The Claims were approved as presented. Copy filed.
Board of Supervisors meeting was called to order.
Motion by Smith second by Boykin to approve the Board minutes of the 10/13/2009 meeting as submitted. Carried 5-0. Copy filed.
The Board approved the reclassification of Todd M. Weaver, Custodian, Building Services Dept., $12.21/hour, effective 11/05/2009. Per AFSCME Courthouse contract agreement from Grade 1, Step 1 to Grade 1, Step 2. Copy filed.
The Board approved the reclassification of Daren J. VandeVegte, Civilian Jailer, County Sheriff Dept., $16.81/hour, effective 11/08/2009. Per DSDOA/CWA contract agreement from Class 3 to Class 2. Copy filed.
Ed Guilliland, Gallagher Benefit Services, addressed the Board regarding the Countys health insurance plan.
Motion by Monson second by Walish to approve tax abatement for uncollectable taxes for the following parcels, per recommendation of Bob Knowler, County Treasurer:
NRG Media LLC, parcel #894728126901, for 2008-2009 taxes of $730.00, plus interest.
Dana Allner, BLL, parcel #874506300901, for 1997-1998, through 2009-2010, totaling $998.00, plus interest.
United States of America, drainage tax, parcel #874721100001, for 2008-2009 and 2009-2010, totaling $13.20, plus interest.
Carried 5-0.
Motion by Boykin second by Walish to approve and authorize the Chairman to sign a Resolution setting the public hearing and sale date for real estate parcel #298305 (823 18th Street, Sioux City). Carried 5-0.

BE IT RESOLVED by the Board of Supervisors of Woodbury County, Iowa as follows:
1. That a public hearing on the aforesaid proposal shall be held on the 3rd Day of November, 2009 at 10:16 oclock a.m. in the meeting room of the Board of Supervisors on the first floor of the Woodbury County Courthouse.
2. That said Board proposes to sell the said parcel of real estate at a public auction to be held on the 3rd Day of November, 2009, immediately following the closing of the public hearing.
3. That said Board proposes to sell the said real estate to the highest bidder at or above a total minimum bid of $606.00 plus recording fees.
4. That this resolution, preceded by the caption 'Notice of Property Sale' and except for this subparagraph 4 be published as notice of the aforesaid proposal, hearing and sale.

RESOLUTION APPROVING PETITION FOR SUSPENSION
OF TAXES THROUGH THE REDEMPTION PROCESS
WHEREAS, Abel Gbogbo and Ahoefa Woesse, as joint titleholder of a real estate located at 206 22nd Street, Sioux City, Woodbury County, Iowa, and legally described as follows:

West Fifty Feet (W 50 ft) East One Hundred Feet (E 100 ft.) Lots One and Two ( 1 & 2) Block Eight (8) Calls Summit 2nd Addition, City of Sioux City, Woodbury County, Iowa
WHEREAS, Abel Gbogbo and Ahoefa Woesse, as joint titleholders of the aforementioned property has petitioned the Board of Supervisors for a suspension of taxes pursuant to the 1999 Iowa Code Section 447.9(3) and,
WHEREAS, the Board of Supervisors recognizes from documents provided that the petitioner is unable to provide to the public revenue; and
NOW, THEREFORE, BE IT RESOLVED, that the Woodbury County Board of Supervisors hereby directs the County Auditor to redeem Parcel #894721154009 owned by the petitioner from the holder of a certificate of purchase of the amount necessary to redeem under section 447.1, and hereby directs the Woodbury County Treasurer to so record the approval of this tax suspension for this parcel.

Lisa Wilson, Civil Service, addressed the Board regarding the need for funds of $4,500.00 to purchase alternate tests and testing materials, in order to establish a current promotional list for the Sheriffs office.
Motion by Boykin second by Smith to approve the request to purchase alternate tests and testing materials, in order to establish a current promotional list for the Sheriffs office. Carried 5-0.
The Board discussed the Prairie Hills facility with the Prairie Hills Facility Committee.
The Chairman asked if there were any individuals or groups wishing to make a presentation of items not on the agenda or Supervisors concerns.
The Board adjourned the regular meeting until October 27, 2009.
