AUGUST 18, 2009THIRTY-THIRD MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS
The Board of Supervisors met on Tuesday, August 18, 2009 at 9:00 a.m. Board members present were Boykin, Clausen, Monson, Smith, and Walish. Staff members present were Karen James, Board Administrator, Loan Hensley, Assistant County Attorney, and Patrick F. Gill, Auditor/Clerk to the Board.
The Claims were approved as presented. Copy filed.
Board of Supervisors meeting was called to order.
Motion by Monson second by Smith to approve the Board minutes of the 08/11/2009 meeting as submitted. Carried 5-0. Copy filed.
The Board approved the separation of Cody E. Christiansen, Summer Laborer, Secondary Roads Dept., effective 08/14/2009. End of temporary work. Copy filed.
The Board discussed personnel reorganization in the County Sheriffs Department with Sheriff Glenn Parrett.
Motion by Boykin second by Walish to approve the personnel reorganization, as requested. Carried 5-0.
Motion by Monson second by Boykin to approve tax abatements for the following parcels owned by the City of Danbury, used for the city park, per recommendation of County Treasurer Bob Knowler: Parcel #8642-27-152-026 , #8642-27-154-002, #8642-27-154-003, #8642-27-154-004, #8642-27-155-004, and #8642-27-155-005. Carried 5-0.
Motion by Walish second by Boykin to approve tax abatement for parcel #8843-01-202-003, owned by Woodbury County Conservation, per recommendation of the County Treasurer. Carried 5-0.
Motion by Boykin second by Monson to approve and authorize the Chairman to sign a Resolution approving petition for suspension of taxes for Stanley J. Fjeldos, 316 N. 2nd, Moville. Carried 5-0.

RESOLUTION APPROVING PETITION FOR SUSPENSION OF TAXES
WHEREAS, Stanley J. Fjeldos, is the titleholder of property located at 316 N. 2nd, City of Moville, Woodbury County, Iowa, and legally described as follows:

WHEREAS, Stanley J. Fjeldos as titleholder of the aforementioned real estate have petitioned the Board of Supervisors for a suspension of taxes pursuant to the 2009 Iowa Code section 427.9, and
WHEREAS, the Board of Supervisors recognizes from documents provided that the petitioner is unable to provide to the public revenue; and
NOW, THEREFORE, BE IT RESOLVED, that the Woodbury County Board of Supervisors hereby grants the request for a suspension of taxes, and hereby directs the Woodbury County Treasurer to so record the approval of this tax suspension for this property.

WHEREAS, the above stated property has an unpaid balance of taxes owing, and the parcel is owned by a political subdivision of the state; and
WHEREAS, the political subdivision, namely the City of Moville, Iowa, is failing to immediately pay the taxes due; and
WHEREAS, the Board of Supervisors sees that good cause exists for the abatement of these taxes; and
NOW, THEREFORE, BE IT RESOLVED, that the Woodbury County Board of Supervisors hereby abates the taxes owing on the above parcels according to Code of Iowa, 445.63, and hereby directs the Woodbury County Treasurer to abate these aforementioned taxes from the tax records.

WHEREAS, Francis E. Crilly has capably served Woodbury County as an employee of the Woodbury County Secondary Roads Department for 18 years from July 9th, 1991 to July 31st, 2009; and
WHEREAS, the service given by Francis E. Crilly as a Woodbury County employee, has been characterized by his dedication to the best interests of the citizens of Woodbury County; and
NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF SUPERVISORS OF WOODBURY COUNTY, IOWA that the undersigned members of this Board thanks and commends Francis E. Crilly for his eighteen years of service to Woodbury County; and
BE IT FURTHER RESOLVED that it is the wish of all those signing below that the future hold only the best for this very deserving person, Francis E. Crilly; and
BE IT SO RESOLVED this 18th, day of August 2009.

The Board postponed the presentation of a proposed, updated version of the County web site by John Malloy, WCICC Director.
The Board discussed Donner Park expansion with Jeff Hanson and Bob Padmore from the City of Sioux City.
The Chairman asked if there were any individuals or groups wishing to make a presentation of items not on the agenda or Supervisors concerns.
The Board adjourned the regular meeting until August 25, 2009.
