JULY 14, 2009TWENTY-NINTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS

The Board of Supervisors met on Tuesday, July 14, 2009 at 9:00 a.m. Board members present were Boykin, Clausen, Monson, Smith, and Walish. Staff members present were Heather Satterwhite, Executive Secretary/Public Bidder, Loan Hensley, Assistant County Attorney and Patrick F. Gill, Auditor/Clerk to the Board.

The Claims were approved as presented. Copy filed.

Board of Supervisors meeting was called to order.

Motion by Walish second by Smith to approve the Board minutes of the 07/07/2009 meeting as submitted. Carried 5-0. Copy filed.

Motion by Boykin second by Walish to approve and authorize the Chairman to sign an Authorization To Initiate Hiring Process for a Case Manager, Social Services Dept., entry level wage plan $36,582/year. Carried 5-0. Copy filed.

Motion by Monson second by Boykin to receive as submitted the Auditors Quarterly Report of E-Bonds and Payroll Taxes for fourth quarter ending 06/30/2009. Carried 5-0.

Motion by Boykin second by Monson to receive as submitted the Semi-Annual Report to the Board of Supervisors of Funds in the Hands of the Woodbury County Treasurer at Close of Business 06/30/2009. Carried 5-0.

Motion by Boykin second by Walish to receive as submitted the Sheriffs Report of Unadjudicated Condemnation Funds for fiscal year ending 06/30/2009. Carried 5-0.

Motion by Monson second by Boykin to approve and authorize the Chairman to sign Change Order #2 for the skylight restoration and Social Services Office remodeling project, per recommendation of Patty Erickson-Puttmann, Social Services Coordinator. Carried 5-0. Copy filed.

Rural Economic Development Director Rob Marqusee announced the first Sioux City Sue product, chicken.

Motion by Boykin second by Smith to approve and authorize the Chairman to sign the Siouxland District Health Department/Woodbury County Public Health Bio-Emergency Response Plan, per recommendation of Fran Sadden and Angela Drent, Siouxland District Health. Carried 5-0. Copy filed.

Fran Sadden, Siouxland District Health, discussed with the Board the roof replacement at the 1014 Nebraska Street facility.

Motion by Walish second by Monson to approve and authorize the Chairman to sign a letter of support for the HUD Housing Counseling grant. Carried 5-0. Copy filed.

Motion by Monson second by Smith to postpone action to approve and authorize the Chairman to sign a 28E agreement between Woodbury County, Siouxland Human Investment Partnership, and Juvenile Court Service for partial funding for at risk youth in Woodbury County, per recommendation of Gary Niles and Doug Noble, Juvenile Court Services. Carried 4-0; Boykin abstained. Copy filed.

The Chairman asked if there were any individuals or groups wishing to make a presentation of items not on the agenda or Supervisors concerns.

The Board adjourned the regular meeting until July 21, 2009.
