JUNE 16, 2009TWENTY-FIFTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS
The Board of Supervisors met on Tuesday, June 16, 2009 at 9:00 a.m. Board members present were Boykin, Monson, and Walish; Clausen and Smith were absent. Staff members present were Karen James, Board Administrative Coordinator, Loan Hensley, Board Legal Counsel, and Victoria L. Ritz, Deputy/Clerk to the Board.
The Claims were approved as presented. Copy filed.
The Board appointed Monson as Chairperson in the absence of Larry Clausen.
Board of Supervisors meeting was called to order.
Motion by Walish second by Monson to approve the Board minutes of the 06/09/2009 meeting as submitted. Carried 3-0. Copy filed.
The Board approved the separation of Kimberly K. McKern, Motor Vehicle Clerk II, County Treasurer Dept., effective 06/26/2009. Resignation. Copy filed.
The Board approved the separation of E. Dean Neal, Temporary Clerk, County Auditor/Recorder Dept., effective 06/18/2009. End of temporary work. Copy filed.
County Treasurer Bob Knowler stated that he is not going to rehire the Motor Vehicle Clerk unless business picks up.
Motion by Walish second by Boykin to deny approving an Authorization to Initiate Hiring Process request for a Motor Vehicle Clerk II, County Treasurer Dept. Carried 3-0. Copy filed.
Ed Gilliland, Gallagher Benefit Services, addressed the Board concerning a price amendment to the services contract with Woodbury County.
Motion by Boykin second by Walish to approve amending the current services contract to reflect an additional $30,000.00 in annual consulting fees. Carried 3-0.
Motion by Boykin second by Walish to approve lifting the tax suspension for Melvin Mislivec, 120 Cook Street, Sioux City, Iowa, as he is deceased. Carried 3-0.
Motion by Walish second by Boykin to approve lifting the tax suspension for Violet Rittal, 3700 28th Street, Sioux City, Iowa, as she is deceased. Carried 3-0.
Motion by Boykin second by Walish to approve and authorize the Chairman to sign a Resolution approving petition for suspension of taxes for Charles Semple, 519 35th Street, Sioux City, Iowa. Carried 3-0.

RESOLUTION APPROVING PETITION FOR SUSPENSION OF TAXES
WHEREAS Charles R. Semple, as titleholder of a property located 519 35th Street, Sioux City, Woodbury County, Iowa, and legally described as follows:

South Ten Feet (10 ft) Lot Eight (8) Block 104 Lot Nine (8) Block 104 Peirces Addition, City of Sioux City, Woodbury County, Iowa
WHEREAS, Charles R. Semple of the aforementioned property has petitioned the Board of Supervisors for a suspension of taxes pursuant to the 1997 Iowa Code section 427.9, and
WHEREAS, the Board of Supervisors recognizes from documents provided that the petitioner is unable to provide to the public revenue; and
NOW, THEREFORE, BE IT RESOLVED, that the Woodbury County Board of Supervisors hereby grants the request for a suspension of taxes, and hereby directs the Woodbury County Treasurer to so record the approval of this tax suspension for this property.

WHEREAS, Terrence L. Jernberg as titleholder of the aforementioned real estate have petitioned the Board of Supervisors for a suspension of taxes pursuant to the 1997 Iowa Code section 427.9, and

Motion by Boykin second by Walish to approve and authorize the Chairman to sign a 28E agreement between Woodbury County and Woodbury Soil and Water Conservation District for funding and management of a watershed inspection and maintenance program for the Little Sioux River Flood Protection Project. Motion by Boykin second by Walish to approve and authorize the Chairman to sign the fiscal year 2010 Local Public Health Services State Appropriation Contract, per recommendation of Linda Drey, Siouxland District Health Dept. Carried 3-0. Copy filed.
Motion by Boykin second by Walish to approve and authorize the Chairman to sign a contract with Peterson Contractors for an Iowa Department of Transportation project for 2009 Smithland levee repairs, per recommendation of County Engineer Mark Nahra. Carried 3-0. Copy filed.
The Chairman asked if there were any individuals or groups wishing to make a presentation of items not on the agenda or Supervisors concerns.
The Board adjourned the regular meeting until June 23, 2009.
