JUNE 2, 2009TWENTY-THIRD MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS

The Board of Supervisors met on Tuesday, June 2, 2009 at 9:00 a.m. Board members present were Boykin, Clausen, Monson, Smith, and Walish. Staff members present were Karen James, Board Administrative Coordinator, Loan Hensley, Assistant County Attorney/Board Legal Counsel, and Diane Swoboda-Peterson, Deputy/Clerk to the Board.

The Claims were approved as presented. Copy filed.

Board of Supervisors meeting was called to order.

Motion by Monson second by Walish to approve the Board minutes of the 05/26/2009 meeting as submitted. Carried 5-0. Copy filed.

The Board approved the reclassification of Danielle M. Schager, Part-time Youth Worker, Juvenile Detention Dept., $15.59/hour, effective 06/11/2009. Per AFSCME Juvenile Detention contract agreement, from Grade 1, Step 2 to Grade 1, Step 3. Copy filed.

The Board approved the reclassification of Sheila F. Grasz, Motor Vehicle Clerk II, County Treasurer Dept., $14.55/hour, effective 06/21/2009. Per AFSCME Courthouse contract agreement, from Grade 3, Step 3 to Grade 3, Step 4. Copy filed.

The Board approved the reclassification of Heather K. Satterwhite, Part-time Executive Secretary/Public Bidder, Board Administration, $15.70/hour, effective 07/01/2009. Per Wage Plan comparability with AFSCME Courthouse contract. Copy filed.

The Board approved the reclassification of Clifford N. Moodie, Civilian Jailer, County Sheriff Dept., $19.38/hour, effective 07/01/2009. Per DSDOA contract agreement, from Class 1 to Senior Class, plus fiscal year salary increase bargained. Copy filed.

Loan Hensley addressed the Board regarding fees for copies of public records. She suggested $.50/page copied and $1.00 for faxes.

Motion by Boykin second by Walish to approve setting the date of 06/30/2009 at 10:15 a.m. as the date for bid letting for a new skid steer loader and trailer for fiscal year 2010. Carried 5-0.

Motion by Boykin second by Monson to approve and authorize the Chairman to sign a Utilities Accommodation Permit requested by Mid American Energy, per recommendation of the County Engineer. Carried 5-0. Copy filed.

Motion by Walish second by Boykin to approve and receive for signatures, a Resolution relating to funding application for roadway signage, per recommendation of the County Engineer. Carried 5-0.

RESOLUTION #10,564
RELATING TO FUNDING APPLICATION FOR ROADWAY SIGNAGE

WHEREAS, the County Engineer has recommended that an application for grant funding of replacement signs in Woodbury County be submitted to the Iowa DOT for consideration under their Transportation Safety Improvement Program, and

WHEREAS, said application form must be certified by the Board of Supervisors, binding the County to assume responsibility for erecting any and all signage provided under this grant within the time frame submitted,

NOW THEREFORE BE IT RESOLVED that the Woodbury County Board of Supervisors do hereby agree to those terms and authorize its chairman to sign the application form for the potential funding of sign materials.

Loan Hensley excused herself from the meeting.

County Attorney P. J. Jennings joined the Board meeting as legal counsel.

Dennis Butler, County Budget/Tax Analyst, addressed the Board regarding decreasing a departments budget if a vacancy occurs within that department. Topic will be placed on the Board agenda next week for discussion.

The Board adjourned the regular meeting until June 9, 2009.
