MAY 12, 2009TWENTIETH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS
The Board of Supervisors met on Tuesday, May 12, 2009 at 9:00 a.m. Board members present were Boykin, Clausen, Monson, Smith, and Walish. Staff members present were Karen James, Board Administrative Coordinator, Loan Hensley, Assistant County Attorney/Board Legal Counsel and Patrick F. Gill, Auditor/Clerk to the Board.
The Claims were approved as presented. Copy filed.
Board of Supervisors meeting was called to order.
Motion by Walish second by Smith to approve the Board minutes of the 05/05/2009 meeting as submitted. Carried 5-0. Copy filed.
The Board approved the reclassification of Brenda L. Sopoci, Part-time Youth Worker, Juvenile Detention Dept., $15.07/hour, effective 04/30/2009. Per AFSCME Juvenile Detention contract agreement, from Grade 1, Step 1 to Grade 1, Step 2. Copy filed.
The Board approved the appointment of Reese A. Sudtelgte, Temporary Engineering Aide, Secondary Roads Dept., $9.30/hour, effective 05/14/2009. Job vacancy posted 03/02/2009. Entry level range: $7.50-$12.50/hour, based upon experience. Copy filed.
The Board discussed HR One Source County management training with Human Resources Director JD Pellersels.
Motion by Boykin second by Monson to make this training mandatory for county management employees and that elected officials are strongly encouraged to attend along with their appointed deputies. Carried 5-0.
Motion by Walish second by Boykin to approve and authorize the Chairman to sign a Resolution setting the date of 05/26/2009, at 10:15 a.m., as the public hearing date for the sale of property parcels #149145 and #147555 (972 and 991 N. Cornelia Street). Carried 5-0.

NOTICE OF PROPERTY SALE
Parcels #149145 & 147555
WHEREAS Woodbury County, Iowa was the owner under a tax deed of a certain parcel of real estate described as:
Lots Fifty-two (52) & Fifty-three (53) Block Seven (7) and Lots One (1) and Two (2) Block Six (6) Eden Park Addition, City of Sioux City, Woodbury County, Iowa

NOW THEREFORE,
BE IT RESOLVED by the Board of Supervisors of Woodbury County, Iowa as follows:
1. That a public hearing on the aforesaid proposal shall be held on the 26th Day of May, 2009 at 10:15 oclock a.m. in the meeting room of the Board of Supervisors on the first floor of the Woodbury County Courthouse.
2. That said Board proposes to sell the said parcel of real estate at a public auction to be held on the26th Day of May, 2009, immediately following the closing of the public hearing.
3. That said Board proposes to sell the said real estate to the highest bidder at or above a total minimum bid of $400.00 plus recording fees.
4. That this resolution, preceded by the caption 'Notice of Property Sale' and except for this subparagraph 4 be published as notice of the aforesaid proposal, hearing and sale.

Motion by Boykin second by Walish to approve lifting the tax suspension for Ilene Shepherd, 1118 27th Street, Sioux City, Iowa, as the property has been sold. Carried 5-0.
Motion by Monson second by Walish to receive a corrected Veteran Affairs Quarterly Report of assistance given to persons entitled to relief under Chapter 35 of the Code of Iowa, for the 3rd quarter ending 03/31/2009. Carried 5-0. Copy filed.
Motion by Smith second by Walish to approve and authorize the Chairman to sign a Memorandum of Understanding between Woodbury County and the City of Sioux City for Department of Justice funding, per recommendation of Patti Erickson-Puttmann, Social Services Coordinator. Carried 5-0. Copy filed.
Motion by Monson second by Walish to approve the electronic submission of a Justice Assistance Grant to the Department of Justice, per recommendation of Patty Erickson-Puttmann. Carried 5-0.
Motion by Smith second by Walish to approve and designate Patty Erickson-Puttmann to electronically submit the Justice Assistance Grant and to represent Woodbury County for grant process and administration. Carried 5-0.
The Board discussed mental health funds with Patty Erickson-Puttmann, Social Services Coordinator, Dennis Butler, County Budget/Tax Analyst, and Robyn Wilson, Iowa Department of Human Services/MHDS Division.
The Board reviewed a rezoning petition received from K & L Properties, LLC (Kevin Alexander) and Hennings Properties (Dan and Eric Hennings), requesting rezoning of GIS parcel #884633200007, with John Pylelo, Planning and Zoning Administrator.
Motion by Boykin second by Walish to approve the petitions request and forward it to the Zoning Commission for a public hearing and recommendations. Carried 5-0.
Motion by Boykin second by Smith to approve and authorize the Chairman to sign a Memorandum of Understanding for Judicial District 3 Emergency Continuity of Operations Plan, per request of Judge Duane Hoffmeyer. Carried 5-0. Copy filed.
The Chairman asked if there were any individuals or groups wishing to make a presentation of items not on the agenda or Supervisors concerns.
The Board adjourned the regular meeting until May 19, 2009.
