APRIL 21, 2009SEVENTEENTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS
The Board of Supervisors met on Tuesday, April 21, 2009 at 9:00 a.m. Board members present were Boykin, Monson, Smith, and Walish; Clausen was absent. Staff members present were Karen James, Board Administrative Coordinator, Loan Hensley, Assistant County Attorney/Board Legal Counsel and Victoria Ritz, Deputy/Clerk to the Board.
The Claims were approved as presented. Copy filed.
Board of Supervisors meeting was called to order.
Motion by Smith second by Walish to approve the Board minutes of the 04/14/2009 meeting as submitted. Motion died.
Motion by Boykin second by Walish to table approving the Board minutes of the 04/14/2009 meeting until next week. Carried 4-0.
The Board approved the separation of William E. Adkins, Temporary Equipment Operator, Secondary Roads Dept., effective 04/17/2009. End of temporary work. Copy filed.
The Board approved the reclassification of Janet I. Johnson, Motor Vehicle Clerk II, County Treasurer Dept., $14.55/hour, effective 05/09/2009. Per AFSCME Courthouse contract agreement, from Grade 3, Step 3 to Grade 3, Step 4. Copy filed.
Motion by Boykin second by Smith to approve and authorize the Chairman to sign an Authorization To Initiate Hiring Process for:
Lead Custodian, Building Services Dept.
Entry level: In-house, AFSCME Courthouse, Grade 2, $11.83/hour, or per contract designation.

Motion by Boykin second by Walish to approve and authorize the Chairman to sign a Request To De-authorize County Position for a Full-time Custodian, Building Services Dept. Carried 4-0. Copy filed.
Motion by Boykin second by Smith to approve and receive for signatures an 8-month Class C commercial liquor license, with outdoor service and Sunday sales privileges, for 19th Hole, 3113 Highway 75, Sloan, Iowa, effective 04/21/2009 through 12/20/2009. Carried 4-0. Copy filed.
The Board reviewed a rezoning petition submitted by Sergeant Bluff-Luton Community School District, property owner, and developer Curt Hinkel with John Pylelo, Planning and Zoning Administrator. The petition requests rezoning of a 19.42 acre parcel from AP (Agricultural Preservation) to AE (Agricultural Estates).
Motion by Walish second by Boykin to approve the petitions request and forward it to the Zoning Commission for a public hearing and recommendations. Carried 4-0.
The Board reviewed a re-zoning petition received from Larry L. and Carol L. Kielhorn, property owners, with John Pylelo. The petition requests rezoning of a 2 acre portion of parcel #894235100011, from AP (Agricultural Preservation) to GC (General Commercial), to allow construction of a funeral chapel.
Motion by Boykin second by Smith to approve the petitions request and forward it to the Zoning Commission for a public hearing and recommendations. Carried 4-0.
The Board reviewed final platting for Hinkel Addition first filing, GIS parcel #884728400005, with Planning and Zoning Administrator John Pylelo.
Motion by Walish second by Smith to approve the final platting for Hinkel Addition first filing and forward it to the Zoning Commission for review and recommendations. Carried 4-0.
Motion by Boykin second by Walish to approve and authorize the Chairman to sign a letter of support for a federal grant to assess the Little Sioux Watershed, per recommendation of Supervisor Mark Monson. Carried 4-0.
The Board discussed purchasing cafeteria equipment.
Motion by Walish second by Boykin to make a counter-offer of $7,000 to Refrigeration Engineering, and put item on next weeks agenda. Carried 4-0
Motion by Boykin second by Walish to approve the retention of Heidman Law Firm, to protect the Countys interests with respect to the Mid-States Electric CEBA grant, and to fund the fees charged from the Rural Economic Development Directors Professional Services budget item, per request of Rob Marqusee, Rural Economic Development Director. Carried 4-0.
The Chairman asked if there were any individuals or groups wishing to make a presentation of items not on the agenda or Supervisors concerns.
The Board adjourned the regular meeting until April 28, 2009.
