FEBRUARY 3, 2009SIXTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS

The Board of Supervisors met on Tuesday, February 3, 2009 at 9:00 a.m. Board members present were Boykin, Clausen, Monson, Smith, and Walish. Staff members present were Karen James, Board Administrative Coordinator, Loan Hensley, Assistant County Attorney/Board Legal Counsel, and Patrick F. Gill, Auditor/Clerk to the Board.

The Claims were approved as presented. Copy filed.

Board of Supervisors meeting was called to order.

Motion by Monson second by Boykin to approve the Board minutes of the January 27, 2009 meeting as submitted. Carried 5-0. Copy filed.

The Board approved the reclassification of Vincent T. Dvorak, Civilian Jailer, County Sheriff Dept., $16.77/hour, effective 02/11/2009. Per DSDOA contract agreement, from Class 2 to Class 1. Copy filed

The Board approved the reclassification of Charles E. Collison, Civilian Jailer, County Sheriff Dept., $18.59/hour, effective 02/14/2009. Per DSDOA contract agreement, from Class 1 to Senior Class. Copy filed.

The Board approved the reclassification of David C. Skilling, Assistant County Attorney, County Attorney Dept., $70,669/year, effective 02/17/2009. Per AFSCME Assistant Attorneys contract agreement, from Step 9 to Step 10. Copy filed.

The Board approved the end of probation for Jill M. Figueroa, Assistant Director, Juvenile Detention Dept., $47,953/year, effective 02/18/2009. End of probation salary increase. Copy filed.

The Board approved the reclassification of Kimberly A. Grieve, Election Clerk II, County Auditor/Recorder Dept., $13.79/hour, effective 02/21/2009. Per AFSCME Courthouse contract agreement, from Grade 3, Step 2 to Grade 3, Step 3. Copy filed.

The Board approved the reclassification of Shane R. Severeide, Civilian Jailer, County Sheriff Dept., $18.59/hour, effective 02/28/2009. Per DSDOA contract agreement, from Class 1 to Senior Class. Copy filed.

The Board approved the end of active military leave for Bradley D. Rose, Deputy Sheriff, County Sheriff Dept., $22.56/hour, effective 01/13/2009. End of active military leave of absence. Copy filed.

The Board approved the end of active military leave for Jeffrey C. Davis, Youth Worker, Juvenile Detention Dept., $20.50/hour, effective 01/26/2009. End of active military leave of absence. Copy filed.

Motion by Walish second by Boykin to receive as submitted the Sheriffs Civil Division 2nd Quarter and Year to Date report for the period ending 12/31/2008. Carried 5-0. Copy filed.

Motion by Boykin second by Smith to receive quotes as submitted for furnishing creosote treated floor plank, and award the bid to McKlveen and Son, Incorporated, per recommendation of County Engineer Mark Nahra. Carried 5-0. The quotes were as follows:

Wheeler Lumber, 1100 Hoak Drive, West Des Moines, Iowa: $44,960.00 for creosote treated floor plank

Ovel Forest Products, PO Box 107, New Hampton, Iowa: $33,916.80 for creosote treated floor plank

McKlveen and Son, Incorporated, Box 517, Prairie City, Iowa: $33,472.00 for creosote treated floor plank

Midwest Sales and Service, PO Box 533, Schuyler, NE: $33,635.20 for creosote treated floor plank

The Board discussed Time-21 legislation.

Motion by Boykin second by Smith to approve and authorize the Chairman to sign Community Economic Betterment Account (CEBA) document to begin funding Woodbury County Resolution #10,493, which approved a loan to Mid States Electric as a CEBA Grant match. Carried 5-0. Copy filed.

County Sheriff

The Board discussed the Prairie Hills Facility operation with the members of the Woodbury County Sheriffs Department and other concerned parties.

The Board discussed the general budget.

The Chairman asked if there were any individuals or groups wishing to make a presentation of items not on the agenda or Supervisors concerns.

The Board adjourned the regular meeting until February 10, 2009.
