JANUARY 13, 2009THIRD MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS
The Board of Supervisors met on Tuesday, January 13, 2009 at 9:00 a.m. Board members present were Boykin, Clausen, Monson, Smith, and Walish. Staff members present were Karen James, Board Administrative Coordinator, Loan Hensley, Assistant County Attorney/Board Legal Counsel, and Patrick F. Gill, Auditor/Clerk to the Board.
The Claims were approved as presented. Copy filed.
Board of Supervisors meeting was called to order.
Motion by Monson second by Boykin to approve the Board minutes of the January 6, 2009 meeting as submitted. Carried 4-0, Walish abstained. Copy filed.
The Board approved the reclassification of Douglas L. Walish, Board Member, Board of Supervisors, $30,628/year, effective 01/02/2009. From Board Chairman to Board Member. Copy filed
The Board approved the reclassification of Larry D. Clausen, Board Chairman, Board of Supervisors, $36,466/year, effective 01/02/2009. From Board Member to Board Chairman. Copy filed.
Motion by Monson second by Walish to approve the reappointment of Kathy Koskovich as Director on the Loess Hills Alliance Board for term beginning 01/01/2009. Carried 5-0.
Motion by Boykin second by Smith to receive as submitted the Commission of Veteran Affairs Quarterly Report for 2nd Quarter Ending 12/31/2008. Carried 5-0. Copy filed.
Motion by Boykin second by Walish to receive as submitted the Treasurers Semi-Annual Report of Funds in the Hands of the Woodbury County Treasurer at Close of Business 12/31/2008. Carried 5-0. Copy filed.
Motion by Walish second by Boykin to receive and approve the concept for the Moville Maintenance Facility as submitted by County Engineer Mark Nahra. Carried 5-0. Copy filed.
Jeff Peters, Williams and Company, presented the Board with the fiscal year 2008 audit.
Motion by Boykin second by Walish to receive the fiscal year 2008 audit report. Carried 5-0.
Various County department budgets were received for fiscal year 2010, as follows:
Motion by Boykin second by Monson to receive the Medical Examiner budget (General Basic) reduced by $2,800. Carried 5-0.
Motion by Boykin second by Walish to postpone action to receive the Siouxland District Health Department budget (General Basic) as submitted. Carried 5-0.
Motion by Boykin second by Smith to receive the Siouxland District Health Department budget (General Basic) as submitted. Carried 5-0.
Motion by Walish second by Monson to receive the Department of Human Services budget (General Basic) as submitted. Carried 5-0.
General Relief (General Basic)
Motion by Boykin second by Walish to receive the Administration budget as submitted. Carried 5-0.
Motion by Monson second by Boykin to receive the Assistance budget as submitted. Carried 5-0.
Motion by Monson second by Smith to receive the JAIB Grant budget (General Basic) as submitted. Carried 5-0.
Non-County Social Service Agencies (General Basic)
Motion by Boykin second by Walish to receive the Council on Sexual Assault budget, the Meals on Wheels, the Senior Aides CAAS budget, the Siouxland Regional Transit budget, the Siouxland Senior Center budget, and the Moville Senior Center budget at last years funding levels. Carried 5-0.
Building Services (General Basic)
Motion by Boykin second by Walish to receive the Courthouse budget reduced by $1,000. Carried 5-0.
Motion by Monson second by Boykin to receive the Law Enforcement Center budget reduced by $100. Carried 5-0.
Motion by Walish second by Boykin to receive the Trosper/Hoyt budget as submitted. Carried 5-0.
Motion by Boykin second by Monson to receive the Prairie Hills Facility budget increased by $30,691. Carried 5-0.
Motion by Monson second by Boykin postpone action to receive the County Capital Improvement Projects budget as submitted. Carried 5-0.
Motion by Monson second by Boykin to receive the Eagles Club Building budget reduced by $950. Carried 5-0.
The Chairman asked if there were any individuals or groups wishing to make a presentation of items not on the agenda of Supervisors concerns.
The Board adjourned the regular meeting until January 20, 2009.
