JANUARY 2, 2009FIRST MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS

The Board of Supervisors met on Friday, January 2, 2009 at 9:00 a.m. Board members present were Boykin, Clausen, Monson, Smith, and Walish. Staff members present were Karen James, Board Administrative Coordinator and Patrick F. Gill, Auditor/Clerk to the Board.

Discussion was held regarding agenda items.

The Oath of Office was administered to Elected Official Larry D. Clausen, Board of Supervisors, by District Court Judge Duane Hoffmeyer.

The Oath of Office was administered to Elected Official Mark A. Monson, Board of Supervisors, by District Court Judge Duane Hoffmeyer.

The Oath of Office was administered to Elected Official Jaclyn D. Smith, Board of Supervisors, by District Court Judge Duane Hoffmeyer.

The Oath of Office was administered to Elected Official Patrick F. Gill, Woodbury County Auditor/Recorder and Commissioner of Elections, by District Court Judge Duane Hoffmeyer.

The Oath of Office was administered to Elected Official Glenn Parrett, Woodbury County Sheriff, by District Court Judge Duane Hoffmeyer.

Board of Supervisors meeting was called to order.

Motion by Monson second by Smith to approve the reappointment of Doug Walish as Board Chairman for the 2009 session. Mr. Walish declined. Mr. Monson asked to withdraw his motion and was allowed to do so without objection.

Motion by Boykin second by Smith to approve the appointment of Larry Clausen as Board Chairman for the 2009 session.
Carried 5-0.

Motion by Monson second by Boykin to approve the Board meeting minutes of December 23, 2008 as submitted. Carried 5-0.

Motion by Walish second by Boykin to approve the appointment of County Engineer, Mark J. Nahra. Carried 5-0.

Motion by Boykin second by Monson to approve the appointment of County Medical Examiner, Dr. Thomas Carroll. Carried 5-0.

Motion by Boykin second by Smith to approve Mark Monson as County Representative to the Third Judicial District, Department of Correctional Services. Carried 5-0.

Motion by Walish second by Boykin to approve the appointment of Kerby G. Weber as County Weed Commissioner. Carried 5-0.

Motion by Monson second by Boykin to select The Sioux City Journal, The Sergeant Bluff Advocate, and The Moville Record as the Countys official newspapers. Carried 5-0.

The Board discussed appointments for terms expiring on various boards and commissions.

Motion by Boykin second by Monson to approve the appointment of Frank Gray, 2425 Mohawk Dr., Sioux City, IA to the Conservation Board. Carried 5-0.

Motion by Monson second by Boykin to approve the appointment of Patrick J. Driscoll, 5430 Lorraine Ave., Sioux City, IA, Bruce Kolbe, 1505 Choctaw Ct., Sioux City, IA, and Judy Turner, 4049 Jefferson St., Sioux City, IA to the Siouxland District Board of Health. Carried 5-0.

Motion by Walish second by Boykin to approve the appointment of Leo Jochum, 2498 Carroll Ave., Salix, IA, Donald H. Johnson, 2731 Lenox Ave., Oto, IA, Elleen Oberreuter, 2775 Taylor Ave., Danbury, IA, Wallace Sorenson, 2203 Hwy 20, Lawton, IA, Thomas Ullrich, 819 Brown St., Sloan, IA, Ronald Michener, 2575 Ida Ave., Anthon, IA to the Commission to Assess Damages, Category A-Owners/Operators of Agricultural Property. Carried 5-0.

Alice St., Sioux City, IA, Ruth A. Groth, 305 N. Cauley Ave., Anthon, IA, Kathleen F. Fenceroy, 323 Oakland St., Sioux City, IA, Susan Feathers, 2820 Jackson St., Sioux City, IA to the Commission to Assess Damages, Category B-Owners of City Property. Carried 5-0.

Motion by Boykin second by Monson to approve the appointment of Colleen R. Baker, 3422 Jackson St., Sioux City, IA, Terry Kroeger, 1104 Sheridan Ct., Sergeant Bluff, IA, Cleo Pottorff, 1647 120th St., Sioux City, IA, Duke OHern, 5611 Meyers Ave., Sioux City, IA, Anita Small, 4629 46th St., Sioux City, IA, Nancy Henry, CPS, PO Box 2484, Sioux City, IA, and Teresa Delfs, 205 W. 45th St., Sioux City, IA to the Commission to Assess Damages, Category C-Licensed Real Estate Salesman or Real Estate Broker. Carried 5-0.

Motion by Walish second by Boykin to approve the appointment of Patrick Curry, 1416 Lansdown Ave., Sioux City, IA, Robert Huisenga, 4507 Lincoln Way, Sioux City, IA, Leon Ortner, 2961 OBrien Ave., Danbury, IA, and Jon Wilcke, 4567 250th St., Danbury, IA to the Commission to Assess Damages Category D-Persons Having Knowledge of Property Values in the County by Reason of their Occupation. Carried 5-0.

The Board discussed approval of Supervisor appointments to various committees for 2009.

The Chairperson postponed action until the next meeting.

Motion by Boykin second by Monson to approve and authorize the Chairman to sign a Resolution approving petition for suspension of taxes through the redemption process for Ronald Lee Heald, 3101 Edmunds Avenue, Sioux City, IA. Carried 5-0.

RESOLUTION APPROVING PETITION FOR SUSPENSION
OF TAXES THROUGH THE REDEMPTION PROCESS

WHEREAS, Ronald Lee Heald as joint titleholder of a real estate located at 3101 Edmunds Ave., Sioux City, Woodbury County, Iowa, and legally described as follows:

Parcel #894824477010

Lots Thirteen thru Seventeen (13 17) Block Eight (8) Highland Park Addition, City of Sioux City, Woodbury County, Iowa

WHEREAS, Ronald Lee Heald, as joint titleholder of the aforementioned property has petitioned the Board of Supervisors for a suspension of taxes pursuant to the 1999 Iowa Code Section 447.9(3) and,

WHEREAS, the Board of Supervisors recognizes from documents provided that the petitioner is unable to provide to the public revenue; and

NOW, THEREFORE, BE IT RESOLVED, that the Woodbury County Board of Supervisors hereby directs the County Auditor to redeem Parcel #894824477010 owned by the petitioner from the holder of a certificate of purchase of the amount necessary to redeem under section 447.1, and hereby directs the Woodbury County Treasurer to so record the approval of this tax suspension for this parcel.

Motion by Boykin second by Walish to approve lifting tax suspension for Roxanne L. Moss, 1665 W. Willis Avenue, Sioux City, IA, as the property has been foreclosed. Carried 5-0

The Chairman asked if there were any individuals or groups wishing to make a presentation of items not on the agenda of Supervisors concerns.

The Board adjourned the regular meeting until January 6, 2009.
