DECMBER 16, 2008FORTY-NINTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS

The Board of Supervisors met on Tuesday, December 16, 2008 at 9:00 a.m. Board members present were Batcheller, Boykin, Clausen, Monson, and Walish. Staff members present were Denise Fletcher, Public Bidder, Loan Hensley, Assistant County Attorney/Board Legal Counsel, Patrick F. Gill, Auditor/Clerk to the Board.

Board of Supervisors meeting was called to order.

Motion by Monson second by Batcheller to approve the Board minutes of the December 9, 2008 meeting as submitted. Carried 5-0. Copy filed.

The Board approved the appointment of William E. Adkins, Temporary Equipment Operator, Secondary Roads Dept., $17.37/hour, effective 12/17/2008. Not to exceed 120 days. Copy filed.

The Board approved the appointment of Marvin E. Flewelling, Temporary Equipment Operator, Secondary Roads Dept., $17.37/hour effective 12/29/2008. Not to exceed 120 days. Copy filed.

The Board approved the separation of Leslie R. Douglas, Equipment Operator, Secondary Roads Dept., effective 12/31/2008. Retirement. Copy filed.

The Board approved the appointment of Jaclyn Smith, Board Member, County Board of Supervisors, effective 01/01/2009, $30,628/year. Elected Official. Copy filed.

The Board approved the resignation of Denise M. Fletcher, Part-time Executive Secretary/Public Bidder, Board Administration Dept., effective 01/02/2009. Resignation. Copy filed.

The Board approved the reclassification of Frank W. Taylor, Motor Vehicle Clerk II, County Treasurer Dept., $13.79/hour, effective 01/03/2009. Per AFSCME Courthouse contract agreement, from Grade 3, Step 2 to Grade 3, Step 3. Copy filed.

The Board approved the appointment of Athena D. Ladeas, Assistant County Attorney, County Attorney Dept., $46,422/year, effective 01/05/2009. Job vacancy posted 10/22/2008. Entry Range: $46,422-$53,686/year, based on experience. Copy filed.

The Board approved the reclassification of Drew H. Bockenstedt, Assistant County Attorney, County Attorney Dept., $75,591/year, effective 01/10/2009. Per AFSCME Attorney contract agreement, from Step 11 to Step 12. Copy filed.

The Board approved the reclassification of Molly M. Haberer, Part-time Youth Worker, Juvenile Detention Dept., $18.25/hour, effective 01/11/2009. Per AFSCME Juvenile Detention contract agreement, from Grade 1, Step 3 to Grade 1, Step 4. Copy filed.

Motion by Boykin second by Batcheller to approve and authorize the Chairman to sign an Authorization to Initiate Hiring Process form for:

Equipment Operator, Secondary Roads Dept. Entry level: CWA $17.37/hour.

Part-time Executive Secretary/Public Bidder, Board Administration Dept. Entry level: $15.21/hour.

Motion by Monson second by Batcheller to approve retiring employee E. Dean Neal, remain on the County health and dental insurance plans, for himself and his spouse, at his own expense, effective 01/01/2009.
Carried 5-0.

Motion by Batcheller second by Boykin to lift the tax suspension for Rita Marie Roeder, 1011 15th Street, Sioux City, Iowa, as this person is deceased. Carried 5-0.

The Board reviewed applicants applying for a five-year term on the Woodbury County Board of Adjustment, effective 01/01/2009 through 12/31/2013.

Motion by Batcheller second by Boykin to approve the reappointment of Russell Walker, 638 South Street, Moville, Iowa, to the Woodbury County Board of Adjustment, to fill the term expiring on 12/31/2008. Carried 5-0.

The Board reviewed applicants applying for a five-year term on the Woodbury County Zoning Commission, effective 01/01/2009 through 12/31/2013.

Motion by Boykin second by Batcheller to approve the appointment of Michael E. Knight to the Woodbury County Zoning Commission, to fill the term expiring on 12/31/2008. Carried 5-0.

The Board discussed a Northwest Iowa Contracting Consortium 28E Agreement.

Motion by Monson second by Clausen to approve and authorize the Chairman to sign the Northwest Iowa Contracting Consortium 28E Agreement. Carried 5-0. Copy filed.

Donna Ruhland from the Mid America Transportation and Aviation Museum presented the Board with a capital campaign project update.

Motion by Boykin second by Batcheller to approve and authorize the Chairman to sign an application for use of highway right-of-way for installation of an 8 tile line under 325th Street, submitted by Lundell Construction on behalf of William Ortner, 4451 325th Street, Danbury, Iowa, per recommendation of Richard Storm, County Engineer. Carried 5-0. Copy filed.

The Board discussed repair options for the Little Sioux levee at Smithland with County Engineer Richard Storm.

The Chairman asked if there were any individuals or groups wishing to make a presentation of items not on the agenda or Supervisors concerns.

The Board adjourned the regular meeting until December 23, 2008.
