JUNE 3, 2008TWENTY-SECOND MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS

The Board of Supervisors met on Tuesday, June 3, 2008 at 9:00 a.m. Board members present were Batcheller, Boykin, Clausen, Monson, and Walish. Staff members present were Karen James, Board Administrative Coordinator, Loan Hensley and Patrick F. Gill, Auditor/Clerk to the Board.

The Claims were approved as presented. Copy filed.

Board of Supervisors meeting was called to order.

Motion by Monson second by Batcheller to approve the Board minutes of the May 27, 2008 meeting as submitted. Carried 5-0. Copy filed.

The Board approved the separation of Laura A. McArdle, Social Services Internship, Social Services Dept., effective 05/30/2008. End of temporary work. Copy filed.

The Board approved the reclassification of Jerry J. Saltzman, Custodian, Building Services Dept., $11.29/hour, effective 06/27/2008. Per AFSCME Courthouse contract agreement, from Grade 1, Step 1 to Grade 1, Step 2. Copy filed.

Gloria Mollet, Human Resources Administrative Assistant, presented the Board with a workers compensation insurance report and a CPR, first aid, AED training status report.

Motion by Monson second by Batcheller to approve and receive for signatures a liquor license application for a 12-month Class C beer permit with Sunday sales privileges for Shop N Go, 1863 Highway 141, Sloan, IA, effective 07/27/2008 through 7/26/2009. Carried 5-0. Copy filed.

Motion by Batcheller second by Clausen to approve and authorize the Chairman to sign a Resolution establishing a new rate of pay for precinct election officials. Carried 5-0.

R E S O L U T I O N
No. 10,422

WHEREAS, the Woodbury County Auditor hires precinct election officials and chairpersons for various elections held throughout the year; and,

WHEREAS, Iowa Code Section 49.20 states that the members of election boards shall receive compensation at a rate established by the Board of Supervisors while engaged in the discharge of their duties and shall be reimbursed for actual and necessary travel; and,

WHEREAS, Section 49.125 states that the members of election boards attending a training course shall be paid for attending such course, and shall be reimbursed for travel at the rate determined by the Board of Supervisors; and,

WHEREAS, the rates of pay for the precinct election officials and chairpersons are currently $6.00 and $7.00 per hour, respectively, and have not increased since 2000; and,

WHEREAS, the duties of precinct election officials and chairpersons have become greater and more complex due to changes in election laws and equipment; and,

WHEREAS, the Auditor requests that the rates of pay be raised to $8.00 and $9.00 per hour for precinct election officials and chairpersons, respectively;

NOW THEREFORE BE IT RESOLVED, that the Woodbury County Board of Supervisors hereby sets the hourly rate for precinct election officials at $8.00 per hour and the hourly rate for precinct election chairpersons at $9.00 per hour, effective June 3, 2008.

Resolution adopted this 3rd day of June, 2008 with the vote thereon being as follows:

The Board discussed with Mark Elgert, Building Services Director, concrete work and black topping of the parking lot at Law Enforcement Center.

Motion by Boykin second by Monson to proceed to bid for concrete work and black topping of the parking lot at Law Enforcement Center. Carried 5-0.

Mark Elgert, Building Services Director provided the Board with a capital improvement projects update.

Motion by Clausen second by Monson to approve and authorize the Chairman to sign a certificate of completion for project #L-GR08(1)73-97, per recommendation by the Richard Storm, County Engineer. Carried 5-0. Copy filed.

Motion by Batcheller second by Monson to award the bid for a front end loader to Murphy Tractor & Equipment for $135,648.00. Carried 5-0. Copy filed.

The Board reviewed with Patty Erickson-Puttmann, Social Services Director, a contract with RDG Planning and Design, for architectural services associated with the Courtroom skylight replacement, Courthouse Phase 9 renovation.

Motion by Boykin second by Monson to approve and authorize the Chairman to sign a contract with RDG Planning and Design, for architectural services for Courtroom skylight replacement, Courthouse Phase 9 renovation. Carried 5-0. Copy filed.

The Chairman asked if there were any individuals or groups wishing to make a presentation of items not on the agenda or Supervisors concerns.

The Board adjourned the regular meeting until June 10, 2008.
