The Board of Supervisors met on Tuesday, May 20, 2008 at 9:00 a.m. Board members present were Batcheller, Boykin, Clausen, Monson; and Walish. Staff members present were Karen James, Board Administrative Coordinator, and Patrick F. Gill, Auditor/Clerk to the Board.

Motion by Monson second by Batcheller to approve the Board minutes of the May 13, 2008 meeting as submitted. Carried 5-0. Copy filed.
The Board approved the separation of LaKim E. Burley, Assistant Director, Juvenile Detention Dept., effective 05/13/2008. Separation. Copy filed.
The Board approved the appointment of Cory A. Steffen, Temporary Summer Laborer, Secondary Roads Dept,. $8.50/hour, effective 05/21/2008. Job vacancy posted 03/10/2008. Salary range: $8.00-$10.00, based on experience with Woodbury County. Copy filed.

Motion by Monson second by Boykin to approve and authorize the Chairman to sign an Authorization to Initiate Hiring Process for an Assistant Director, Juvenile Detention Dept. Entry level: Wage Plan: $46,557/year. Carried 5-0. Copy filed.
The Board discussed a change in the current County donated sick leave policy with J. D. Pellersels, Human Resources Director.
Motion by Boykin second by Batcheller to change the policy to read Unused donated sick leave to a recipient, will be returned to the employee having made the donation at a ratio compared to what was donated by the employee(s) if the donating employee has not reached the 640 hour maximum sick leave accrual. Any donated hours reimbursed will not be counted towards sick leave conversion to personal time. Carried 4-1, Clausen opposed.
Motion by Batcheller second by Clausen to approve and authorize the Chairman to sign a Resolution approving petition for suspension of taxes for Walter C. Dietschy and Gabriele Dietschy, 3100 10th Street, Sioux City. Carried 5-0.

NOW, THEREFORE, IT IS HEREBY RESOLVED by the Woodbury County Board of Supervisors as the governing body of the Wolf Creek Pumping District #2, that a special tax and/or assessment in the sum of $12,000 be levied against all the tracts of land, lots, railroad companies, and public highways within said Pumping District and same to be in the same ratio and upon the same classification as heretofore established, adopted and confirmed.

NOW, THEREFORE, IT IS HEREBY RESOLVED by the Woodbury County Board of Supervisors as the governing body of the Wolf Creek Pumping District #3, that a special tax and/or assessment in the sum of $3,000 be levied against all the tracts of land, lots, railroad companies, and public highways within said Pumping District and same to be in the same ratio and upon the same classification as heretofore established, adopted and confirmed.

The Board discussed an OPEB actuarial services contract with Gallagher Benefit Services, Incorporated with Dennis Butler, County Budget/Tax Analyst. The contract would provide actuarial services to the County in order to comply with the Governmental Accounting Standards Board (GASB) Statement #45, that establishes standards for the measurement, display, and recognition of other Post Employment Benefit (OPEB) expenses and liabilities.
Motion by Batcheller second by Monson to approve and authorize the Chairman to sign the contract with Gallagher Benefit Services, Incorporated. Carried 5-0. Copy filed.
A public hearing was held at 10:15 a.m. for the sale of excess County right-of-way in section 28, Township 88. The Chairman called on anyone wishing to be heard.
Motion by Batcheller second by Boykin to close the hearing. Carried 5-0.
There were no bids.
The Board discussed a possible budget increase for already paid professional fees for the Rural Economics Development Dept. with Rob Marqusee, Rural Economic Dept. Director.
Motion by Boykin second by Monson to approve an additional $5,500.00 expenditure from Local Option Sales Tax proceeds for the benefit of the Rural Economic Development Department for previously paid professional fees during the 2008 fiscal year. Carried 5-0.
The Board discussed a Starcomm Motorola radio system upgrade with Gary Brown, Emergency Services Director.
Motion by Batcheller second by Boykin to approve the upgrade of the Starcomm Motorola radio system. Carried 5-0.
The Chairman asked if there were any individuals or groups wishing to make a presentation of items not on the agenda or Supervisors concerns.
The Board adjourned the regular meeting until May 27, 2008.
