MAY 13, 2008NINETEENTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS
The Board of Supervisors met on Tuesday, May 13, 2008 at 9:00 a.m. Board members present were Batcheller, Boykin, Clausen, Monson; and Walish. Staff members present were Karen James, Board Administrative Coordinator, Loan Hensley, Assistant County Attorney/Board Legal Counsel, and Patrick F. Gill, Auditor/Clerk to the Board.
The Claims were approved as presented. Copy filed.
Board of Supervisors meeting was called to order.
Motion by Batcheller second by Monson to approve the Board minutes of the May 6, 2008 meeting as submitted. Carried 5-0. Copy filed.
Motion by Boykin second by Monson to approve and authorize the Chairman to sign a Request to De-Authorize a County Position for an HR Safety/Risk Coordinator (Non-Exempt), Human Resources Dept. Carried 5-0. Copy filed.
Motion by Boykin second by Clausen to approve and authorize the Chairman to sign an Authorization to Initiate Hiring Process for an HR Safety/Risk Coordinator (Exempt), Human Resources Dept. Entry level: $36,000/year. Carried 5-0. Copy filed.
The Board discussed an inclement weather policy with Human Resource Director, J. D. Pellersels.
Motion by Boykin second by Monson to approve and authorize the Chairman to sign the County inclement weather policy. Carried 5-0.
The Board discussed a Sheriffs early retirement proposal with County Sheriff Glenn Parrett.
Motion by Batcheller second by Boykin to postpone action pending a review by the Countys collective bargaining representative. Carried 5-0.
The Board reviewed final platting of Deer Meadow Estates Addition Subdivision, GIS parcels #894228200002, #894228200003, and #894228200007, with Planning and Zoning Administrator, John Pylelo.
Motion by Monson second by Boykin to approve the final platting and forward it to the Zoning Commission for review and recommendations. Carried 5-0.
A public hearing and sale was held at 10:15 a.m. for real estate parcel #270705 (4500 Correctionville Road). The Chairman called on anyone wishing to be heard.
Motion by Clausen second by Boykin to close the hearing. Carried 5-0.
Chris Sewalson bid $250.00. Bob Brown bid $300. Chris Sewalson bid $400.00. Bob Brown bid $500.00. Chris Sewalson bid $600.00.
Motion by Batcheller second by Boykin to approve the sale of parcel #270705 (4500 Correctionville Road) to Chris Sewalson for the amount of $600.00, plus recording fees. Carried 5-0.

2. That said Board proposes to sell the said parcel of real estate at a public auction to be held on the 27th Day of May, 2008, immediately following the closing of the public hearing.

The Board reviewed a preliminary plat of Marx Development Addition subdivision, GIS parcel #874801200008, with Planning and Zoning Administrator John Pylelo.
Motion by Boykin second by Monson to approve the preliminary plat and forward it to the Zoning Commission for review and recommendations. Carried 5-0.
Motion by Clausen second by Monson to receive and approve as submitted, plans for project #L-B05(3)73-97, per recommendation of the County Engineer. Carried 5-0.
Motion by Batcheller second by Boykin to receive and approve as submitted, plans for project #L-B05(5)73-97, per recommendation of the County Engineer. Carried 5-0.
The Board reviewed quotes received for maintenance bridge repairs on bridge #W-144 in section 19 Oto Township. The quotes were as follows:

Kooiker, Incorporated, LeMars, IA: $19,900.00
There were no other quotes received.
Motion by Boykin second by Monson to approve the bid of Kooiker, Incorporated for $19,900.00. Carried 5-0. Copy filed.
The Board reviewed proposed fiscal year 2008-2009 tax levies for various drainage districts with Richard Storm, County Engineer.
Motion by Monson second by Clausen to approve and authorize fiscal year 2008-2009 drainage levy assessments for various drainage districts under the direct control of Woodbury County, as recommended and submitted by the county engineer:
