APRIL 8, 2008FIFTEENTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS
The Board of Supervisors met on Tuesday, April 8, 2008 at 9:00 a.m. Board members present were Batcheller, Boykin, Clausen, Monson; and Walish. Staff members present were Karen James, Board Administrative Coordinator, Loan Hensley, Assistant County Attorney/Board Legal Counsel, and Patrick F. Gill, Auditor/Clerk to the Board.
The Claims were approved as presented. Copy filed.
Board of Supervisors meeting was called to order.
Motion Batcheller second by Monson to approve the Board minutes of the April 1, 2008 meeting as submitted. Carried 5-0. Copy filed.
The Board approved the separation of William E. Adkins, Temporary Equipment Operator, Secondary Roads Dept., effective 04/04/2008. End of temporary work. Copy filed.
The Board approved the end of probation for Larry C. Swanberg, Assistant Building Superintendent, Building Services Dept., $43,775/year, effective 04/29/2008. End of 6-month probation, per Wage Plan Compensation Matrix. Copy filed.
Motion by Monson second by Batcheller to receive the Commission of Veteran Affairs Quarterly Report for the quarter ending March 31, 2008. Carried 5-0. Copy filed.
Motion by Clausen second by Monson to approve an 8-month Class C liquor license for The Woods, 3113 Highway 75, Sloan, Iowa, effective 04/01/2008, to include outdoor service and Sunday sales privileges. Carried 5-0. Copy filed.
Motion by Batcheller second by Clausen to approve a 1-year Class A liquor license for White Horse Patrol Club, 1689 Old Highway 141, Sergeant Bluff, Iowa, effective 04/05/2008, to include Sunday sales privileges. Carried 5-0. Copy filed.
Motion by Boykin second by Monson to approve and receive for signatures a Resolution supporting the submittal of a grant application by the Siouxland Heritage Foundation to the Vision Iowa Community Attraction and Tourism Program, on behalf of the Sioux City Public Museum. Carried 5-0.
WOODBURY COUNTY, IOWA
RESOLUTION NO. 10,376
RESOLUTION SUPPORTING THE SUBMITTAL OF A GRANT APPLICATION BY THE SIOUXLAND HERITAGE FOUNDATION TO THE VISION IOWA COMMUNITY ATTRACTION & TOURISM PROGRAM ON BEHALF OF THE SIOUXCITY PUBLIC MUSEUM.
WHEREAS, the Siouxland Heritage Foundation is fulfilling it's mission in pursuit of their effort to relocate the Sioux City Public Museum to a new downtown location; and
WHEREAS, the Siouxland Heritage Foundation is working in the best interests of the citizens and guests of our region has enlisted the services of qualified architects, exhibit design teams and has engaged in a public/private partnership to initiate a capital campaign for the relocation of the Public Museum; and
WHEREAS, the Public Museum in its new home will have the capacity to expand its interpretation and collection of Sioux City, Woodbury County and the regional history and will be able to expand their programming, exhibits and serve as a community meeting place; and
WHEREAS, as part of the requirements by the Vision Iowa Community Attraction and Tourism Program,
local governments will need to express their support and provide resources to said project; and
WHEREAS, the Sioux City Public Museum has served the citizens of our fine area for over seven decades and will continue to contribute to the quality of life to all who live and visit our fine area.
NOW, THEREFORE BE IT RESOLVED by the Woodbury County Board of Supervisors, that the Chairman of the Board sign a letter of support for the filing of such application to the Vision Iowa Community Attraction & Tourism Program and extend our support in the following manner:
BE IT FURTHER RESOLVED that the Woodbury County of Supervisors authorizes the allocation of $20,000 amount of support to the campaign to relocate the Public Museum to a historic location in downtown Sioux City, Woodbury County, Iowa.

The Board discussed a contribution by the County for the application for the Vision Iowa/CAT Grant with Steve Hansen, Sioux City Public Museum, Karen Van De Steeg, President of the Siouxland Heritage Foundation, and Ray Krigsten, Chairman of the Museum Board of Trustees.
Motion by Boykin second by Batcheller to approve a contribution by the County in the amount of $20,000.00, from Riverboat funds, towards the application for the Vision Iowa/CAT Grant application. Carried 4-1, Clausen opposed.
The Board reviewed the final plat for GIS parcel #8643-17-300-007, Bumsted Addition Subdivision, with John Pylelo, Planning and Zoning Administrator.
Motion by Monson second by Boykin to approve and authorize the Chairman to sign the final plat for GIS parcel #8643-1-300-007, Bumsted Addition Subdivision. Carried 5-0.

RESOLUTION NO. 10,379
RESOLUTION ACCEPTING AND APPROVING
THE FINAL PLAT OF BUMSTED ADDITION,
WOODBURY COUNTY, IOWA.
WHEREAS, THE OWNERS AND PROPRIETORS DID ON THE 3RD DAY OF MARCH, 2008, FILE WITH THE WOODBURY COUNTY ZONING COMMISSION, A CERTAIN PLAT DESIGNATED AS THE FINAL PLAT OF BUMSTED ADDITION, WOODBURY COUNTY, IOWA; AND
WHEREAS, IT APPEARS THAT SAID PLAT CONFORMS WITH ALL OF THE PROVISIONS OF THE CODE OF THE STATE OF IOWA AND ORDINANCES OF WOODBURY COUNTY, IOWA, WITH REFERENCE TO THE FILING OF SAME; AND
WHEREAS, THE ZONING COMMISSION OF WOODBURY COUNTY, IOWA HAS RECOMMENDED THE ACCEPTANCE AND APPROVAL OF SAID PLAT; AND
WHEREAS, THE COUNTY ENGINEER OF WOODBURY COUNTY, IOWA HAS RECOMMENDED THE ACCEPTANCE AND APPROVAL OF SAID PLAT.
NOW THEREFORE, BE, AND IT IS HEREBY RESOLVED BY THE WOODBURY COUNTY BOARD OF SUPERVISORS, WOODBURY COUNTY, STATE OF IOWA, THAT THE FINAL PLAT OF BUMSTED ADDITION, WOODBURY COUNTY IOWA, BE, AND THE SAME IS HEREBY ACCEPTED AND APPROVED, AND THE CHAIRMAN AND SECRETARY OF THE WOODBURY COUNTY BOARD OF SUPERVISORS, WOODBURY COUNTY, STATE OF IOWA, ARE HEREBY DIRECTED TO FURNISH TO THE OWNERS AND PROPRIETORS A CERTIFIED COPY OF THIS RESOLUTION AS REQUIRED BY LAW.

BE IT FURTHER RESOLVED that the Chairman of this Board be and he is hereby authorized to execute a Quit Claim Deed for the said premises to the said purchaser.

Motion by Boykin second by Monson to approve and authorize the Chairman to sign an application to Adopt-A-Highway submitted by River City Anglers. Carried 5-0.
Motion by Monson second by Boykin to receive and approve the quote by Kooiker, Incorporated, LeMars, in the amount of $15,300 to repair the Greenwood Bridge between Section 14 and 15 in Arlington Township. Carried 5-0. Copy filed.
Motion by Boykin second by Batcheller to approve the Secondary Roads budget for fiscal year 2008-2009, for submittal to the Iowa DOT. Carried 5-0.
Motion by Boykin second by Monson to approve the Secondary Roads 5-Year Construction Program for fiscal years 2009-2013, for submittal to the Iowa DOT. Carried 5-0.
The Board discussed a capital loan note and CIP projects with Patty Erickson-Puttmann, Social Services Director, and Dennis Butler, County Budget/Tax Analyst.
Motion by Batcheller second by Boykin to engage architects for various maintenance and repair projects on the LEC and the Courthouse. Carried 5-0.
The Chairman asked if there were any individuals or groups wishing to make a presentation of items not on the agenda or Supervisors concerns.
The Board adjourned the regular meeting until April 15, 2008.
