APRIL 1, 2008FOURTEENTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS

The Board of Supervisors met on Tuesday, April 1, 2008 at 9:00 a.m. Board members present were Batcheller, Boykin, Clausen, Monson; and Walish. Staff members present were Denise Fletcher, Executive Secretary/Public Bidder, Loan Hensley, Assistant County Attorney/Board Legal Counsel, and Patrick F. Gill, Auditor/Clerk to the Board.

The Claims were approved as presented. Copy filed.

The Board conducted a meeting of the Woodbury County Courthouse Foundation Board of Directors.

Board of Supervisors meeting was called to order.

Motion by Batcheller second by Monson to approve the Board minutes of the March 25, 2008 meeting as submitted. Carried 5-0. Copy filed.

Margaret Sanders, Council on Sexual Assault and Domestic Violence and P. J. Jennings, Woodbury County Attorney, gave the Board a presentation on recognizing April as National Sexual Assault Awareness Month.

Motion by Boykin second by Clausen to approve and authorize the Chairman to sign a Resolution proclaiming April as National Sexual Assault Awareness Month. Carried 5-0.

RESOLUTION # 10,371
PROCLAMATION

WHEREAS,
Sexual assault impacts the lives of thousands of women, children and men in Iowa including the 197 sexual assault victims who seek services annually from the Council on Sexual Assault and Domestic Violence, and the knowledge that every person in the Siouxland is affected either as a survivor or as a family member, significant other, neighbor, or co-worker of a survivor, and

WHEREAS,
Sexual assault impacts the entire community by increased costs for mental and physical health care of victims and loss of productively as well as increased costs in our justice system to arrest, prosecute, incarcerate and treat offenders, and

WHEREAS,
Siouxland programs, professionals and supporters have joined together as the Tri-State Coalition to support each other in their work and to provide Siouxland and its citizens with a central source of information on sexual violence, and

WHEREAS,
The Council on Sexual Assault and Domestic Violence acknowledges that awareness and prevention are key to ending this horrendous crime. It is critical to the welfare of our community that citizens and systems support the work with their time, financial resources, and efforts to end this violence, and

WHEREAS,
Everyone can help make a difference by modeling respect and equality and work towards a society where all women, children, and men live in a society free from violence and exploitation

NOW, THEREFORE,
I, Doug Walish, Chairperson of the Woodbury County Board of Supervisors, do hereby proclaim the month of April 2008 as

SEXUAL ASSAULT AWARENESS MONTH

in Woodbury County and urge all citizens to unite toward the elimination of all forms of sexual violence and encourage them to expect respect in their relationships.

A public hearing was held at 10:15 a.m. for the sale of real estate parcel #628215. The Chairman called on anyone wishing to be heard.

Motion by Clausen second by Boykin to close the hearing. Carried 5-0.

The Chairman called for bids.

Max Dunnington bid $50.00.

Motion by Boykin second by Monson to approve the sale of real estate parcel #628215 to Max Dunnington for the amount of $50.00 plus recording fees. Carried 5-0.

BE IT RESOLVED by the Board of Supervisors of Woodbury County, Iowa, that the offer at public auction of:

BE IT RESOLVED that per Code of Iowa Section 569.8(3 & 4), a parcel the County holds by tax deed shall not be assessed or taxed until transferred and upon transfer of a parcel so acquired gives the purchaser free title as to previously levied or set taxes. Therefore, the County Treasurer is requested to abate any taxes previously levied or set on this parcel(s).

The Board discussed an electronic transaction clearinghouse 28E agreement between ISAC and Woodbury County with Lisa Wilson, Social Services.

Motion by Boykin second by Monson to approve and authorize the Chairman to sign an electronic transaction clearinghouse 28E agreement between ISAC and Woodbury County. Carried 5-0. Copy filed.

Motion by Monson second by Clausen to approve and authorize the Chairman to sign a Resolution setting the public hearing and sale date for real estate parcel #401880. Carried 5-0.

RESOLUTION APPROVING PETITION FOR SUSPENSION OF TAXES
THROUGH THE REDEMPTION PROCESS

WHEREAS, Mary Hulit Twinn as joint titleholder of a real estate located at 2204 Summit Street,
Sioux City, Woodbury County, Iowa, and legally described as follows:

South Twenty-five feet (25 Ft) Lot Eight (8) & Except East Forty Feet (40 Ft) South Forty-two & an half feet (42 1/2 Ft) North Thirty-Five Feet (35 FT) LOT Nine (9) Block Five (5) Calls Summit 2nd Addition, City of Sioux City, Woodbury County, Iowa

WHEREAS, Mary Hulit Twinn, as joint titleholder of the aforementioned property has petitioned the Board of Supervisors for a suspension of taxes pursuant to the 1999 Iowa Code Section 447.9(3) and,

WHEREAS, the Board of Supervisors recognizes from documents provided that the petitioner is unable to provide to the public revenue; and

NOW, THEREFORE, BE IT RESOLVED, that the Woodbury County Board of Supervisors hereby directs the County Auditor to redeem Parcel #894721153007 owned by the petitioner from the holder of a certificate of purchase of the amount necessary to redeem under section 447.1, and hereby directs the Woodbury County Treasurer to so record the approval of this tax suspension for this parcel.

Motion by Boykin second by Batcheller to approve and authorize the Chairman to sign a Utility Accommodation Permit submitted by Mid-American Energy Company, to install approximately 500 feet of new overhead line on a section of Emmett Avenue south of 140th Street, per recommendation of the County Engineer. Carried 5-0. Copy filed.

Motion by Batcheller second by Monson to approve a proposal for engineering services for Woodbury County bridge P-03 submitted by Calhoun-Burns Associates, Inc., per recommendation of the County Engineer. Carried 5-0. Copy filed.

The Board reviewed a draft of the Secondary Roads Dept. five-year road construction program, with County Engineer Richard Storm.

The Chairman asked if there were any individuals or groups wishing to make a presentation of items not on the agenda or Supervisors concerns.

Patty Erickson-Putmann reviewed work being performed on the Courthouse with the Board.

The Board toured the new Sioux City Museum.

The Board adjourned the regular meeting until April 8, 2008.
