FEBRUARY 4, 2008SPECIAL MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS

The Board of Supervisors met on Monday, February 4, 2008 at 10:00 a.m. Board members present were Batcheller, Boykin, Clausen, Monson, and Walish . Staff members present were Karen James, Board Administrative Coordinator, Loan Hensley, Assistant County Attorney, and Patrick F. Gill, Auditor/Clerk to the Board.

Meeting called to order.

Budget discussions were held for the following departments.

County Treasurer General Basic

Motion by Monson second by Boykin to receive the Motor Vehicle budget reduced by $41,846.00. Carried 5-0.

Motion by Clausen second by Monson to receive the Tax Division budget as submitted. Carried 5-0.

Conservation General Basic

Motion by Boykin second by Batcheller to receive the Administration budget as submitted. Carried 5-0.

Motion by Batcheller second by Boykin to receive the Parks budget reduced by $46,518.00. Carried 5-0.

Motion by Monson second by Boykin to receive the Naturalist budget as submitted. Carried 5-0.

Motion by Monson second by Boykin to receive the Nature Center budget as submitted. Carried 5-0.

Motion by Boykin second by Batcheller to receive the Equipment Replacement Fund budget reduced by $30,000.00. Carried 5-0.

Conservation Non-Tax Funds

Motion by second by to receive the 257 Nature Center budget, the 266 REAP budget and the 677 Conservation Reserve budget as submitted. Carried 5-0.

Motion by Clausen second by Batcheller to receive the County Fair General Basic budget reduced by $14,000.00. Carried 5-0.

Motion by Boykin second by Monson to receive the Board Expense General Basic budget as submitted. Carried 5-0.

Motion by Monson second by Boykin to receive the Board Administration General Basic budget as submitted. Carried 5-0.

Motion by Clausen second by Boykin to receive the Civil Service General Basic budget as submitted. Carried 5-0.

Motion by Boykin second by Batcheller to receive the Public Bidder General Basic budget as submitted. Carried 5-0.

Motion by Clausen second by Monson to receive the Mail Services General Basic budget as submitted. Carried 5-0.

Building Services General Basic

Motion by Batcheller second by Boykin to receive the Courthouse budget reduced by $14,000.00. Carried 5-0.

Motion by Boykin second by Monson to receive the LEC budget increased by $15,000.00. Carried 5-0.

Motion by Monson second by Boykin to receive the Trosper-Hoyt budget as submitted. Carried 5-0.

Motion by Clausen second by Monson to receive the Prairie Hill budget as submitted. Carried 5-0.

Motion by Clausen second by Monson to receive the Eagles Club budget as submitted. Carried 5-0.

Motion by Clausen second by Monson to receive the County CIP Project budget as reduced by $13,000.00. Carried 5-0.

Emergency Services General Supplemental

Motion by Boykin second by Monson to receive the Emergency Services Allotment budget increased by $30,726.00. Carried 5-0.

Motion by Boykin second by Monson to receive the Starcom budget reduced by $11,500.00. Carried 5-0.

Emergency Services Rural Basic

Motion by Clausen second by Boykin to receive the Animal Control budget as submitted. Carried 5-0.

The meeting recessed for lunch.
Meeting resumed.

The Board discussed wage plan salaries.
Motion by Batcheller second by Clausen to approve a cost of living increase for wage plan employees including department heads of 4.25%. Carried 5-0.

Non-Tax Funds

003 Riverboat Funds

Motion by Boykin second by Monson to receive the Riverboat Funds Expenditures budget as submitted. Carried 5-0.

004 Economic Development Fund

Motion by Boykin second by Batcheller to receive the Economic Development Fund Expenditures budget as submitted. Carried 5-0.

231 Infrastructure/Economic Development Fund

Motion by Batcheller second by Monson to receive the Infrastructure/Economic Development Fund Expenditures budget as submitted. Carried 5-0.
