AUGUST 21, 2007THIRTY-FOURTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS

The Board of Supervisors met on Tuesday, August 21, 2007 at 9:00 a.m. Board members present were Batcheller, Boykin, Clausen, Monson, and Walish. Staff members present were Karen James, Board Administrator, Loan Hensley, Assistant County Attorney, and Patrick F. Gill, Auditor/Clerk to the Board.

The Claims were approved as presented. Copy filed.

Meeting called to order.

Motion by Clausen second by Boykin to approve the Board minutes of the August 14, 2007 meeting as submitted. Carried 5-0. Copy filed.

The Board approved the appointment of Laura A. Mc Ardle, Social Services Internship, Social Services Dept., $7.00/hour, effective 08/30/2007. Per Board approval o 08/14/2007. Copy filed.

The Board approved the appointment of Dagmar L. Kopacs-Radloff, Case Manager, Social Services Dept., $35,515/year, effective 09/04/2007. Job vacancy posted 07/06/2007. Entry level salary amended on 08/14/2007 to $35,515/year. Copy filed.

Motion by Monson second by Boykin to approve and authorize the Chairman to sign an Authorization to Initiate Hiring Process for a Victim/Witness Coordinator, County Attorney Dept. Entry level: AFSCME Assistant Attorney, $14.34/hour. Carried 5-0. Copy filed.

Motion by Batcheller second by Monson to acknowledge the appointment of Wilma Moore, 114 Washington Street, Smithland, Iowa, for the office of City of Smithland Council Member, to fill a vacancy until the next municipal election. The appointment is to fill the office previously held by Eva Kollasch. Carried 5-0. Copy filed.

Motion by Monson second by Boykin to approve and receive for signatures a letter of support to be sent to Iowa State Representatives and Senators in support of funding the completion of the Highway 20 four-lane project. Carried 5-0.

The Board opened sealed proposals for shared renting of brome/hay located at the Climbing Hill property.

Motion by Boykin second by Batcheller to receive the proposal and refer it to Patty Erickson-Puttmann, Woodbury County Social Services Dept. for review and recommendation. Carried 5-0. Copy filed.

Motion by Clausen second by Monson to approve and authorize Patty Erickson-Puttmann, as Central Point Coordinator, to sign a Memorandum of Understanding between Woodbury County Social Services Dept. and Sioux City Community School District. The agreement is for the mental health components of the Safe Schools/Healthy Students Initiative Program. Carried 4-0, Boykin abstained. Copy filed.

Jeff Hackett, Chief Operating Officer of the Boys and Girls Home and Family Services, presented the Board with a proposal for a near north side Community Resource Center.

Motion by Batcheller second by Monson to approve and receive for signatures a Resolution thanking and commending Nevin Moodie for his 37 years of service to Woodbury County. Carried 5-0.

A RESOLUTION THANKING AND COMMENDING
Nevin Moodie
FOR HIS SERVICE TO WOODBURY COUNTY

WHEREAS, Nevin Moodie has capably served Woodbury County as an employee of the Woodbury County Secondary Roads Department for 37 years from February 20th, 1970 to September 28th of 2007; and

WHEREAS, the service given by Nevin Moodie as a Woodbury County employee, has been characterized by his dedication to the best interests of the citizens of Woodbury County; and

NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF SUPERVISORS OF WOODBURY COUNTY, IOWA that the undersigned members of this Board thanks and commends Nevin Moodie for his thirty seven years of service to Woodbury County; and

BE IT FURTHER RESOLVED that it is the wish of all those signing below that the future hold only the best for this very deserving person, Nevin Moodie; and

BE IT SO RESOLVED this 21st day of August 2007.

Motion by Monson second by Boykin to approve and authorize the Chairman to sign a utility accommodation permit submitted by High Tech Electric LLC, to install approximately 1,000 feet of telephone line from a terminal box to a residence along a section of Taylor Avenue in Liston Township, per recommendation of the County Engineer. Carried 5-0. Copy filed.

Motion by Boykin second by Clausen to receive and approve plans for project #L-CO1(2)73-97, which involves the extension of an existing box culvert and construction of a drop inlet, on 170th Street, near the northwest corner of Section 7-88-44, per recommendation of the County Engineer. Carried 5-0.

The Board discussed the Countys purchase of a snow plow truck with County Engineer Richard Storm.

Motion by Batcheller second by Boykin to approve the purchase of an Oshkosh truck from Trans Iowa based on the recommendation of the county engineer. Carried 5-0.

The Board discussed with Rick Mach, Sioux City Utilities Director, plans for city water improvements in areas outside corporate city limits.

The Chairman asked if there were any individuals or groups wishing to make a presentation of items not on the agenda or Supervisors concerns.

Motion by Clausen second by Monson to go into closed session per Iowa Code 21.5(1){i}. Carried 5-0 on a roll-call vote.

Motion by Batcheller second by Boykin to go out of closed session per Iowa Code 21.5(1){i}. Carried 5-0 on a roll-call vote.

The Board adjourned the regular meeting until August 28, 2007.
