JULY 3, 2007TWENTY-SEVENTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS
The Board of Supervisors met on Tuesday, July 3, 2007 at 9:00 a.m. Board members present were Batcheller, Clausen, Monson, and Walish; Boykin was absent. Staff members present were Karen James, Board Administrator, Loan Hensley, Assistant County Attorney, and Patrick F. Gill, Auditor/Clerk to the Board.
The Claims were approved as presented. Copy filed.
Meeting called to order.
Motion by Batcheller second by Monson to approve the Board minutes of the June 26, 2007 meeting as submitted. Carried 3-1, Walish abstained.
The Board approved the reclassification of Mary L. Watchorn, Legal Secretary III, County Attorney Dept., $17.98/hour, effective 07/03/2007. Per AFSCME Courthouse contract agreement, from Grade 6, Step 4 to Grade 6, step 5. Copy filed.
The Board approved the reclassification of Amy F. Strim, Correctional Officer, County Sheriff Dept., $14.87/hour, effective 07/10/2007. Per DSA contract agreement, from Class 4 to Class 3. Copy filed.
The Board approved the separation of Elven C. Merritt, Jr., Temporary Shredder, Social Services Dept., effective 07/12/2007. End of temporary work. Copy filed.
The Board approved the reclassification of Katie A. Tucker, Part-time Youth Worker, Juvenile Detention Dept., $14.99/hour, effective 07/13/2007. Per AFSCME Juvenile Detention contract agreement, from Grade 1, Step 2 to Grade 1, step 3. Copy filed.
The Board approved the separation of Sara L. Wickey, Case Manager, Social Services Dept., effective 07/20/2007. Resignation. Copy filed.
The Board was presented with a Woodbury County Risk Management Insurance report by J.D. Pellersels, Human Resources Director.
Motion by Clausen second by Monson to approve and authorize the Chairman to sign an Authorization to Hire for a Case Manager, Social Services Department. Entry level: Wage Plan $34,003/year. Carried 4-0. Copy filed.
Motion by Batcheller second by Monson to approve a 12-month Class C beer permit with Sunday sales privileges for Shop N Go, 1863 Highway 141, Sloan, Iowa, effective 07/27/2007 through 07/26/2008. Carried 4-0. Copy filed.
The Board discussed with Patty Erickson-Puttmann, a request by Jim Rixner of Siouxland Mental Health/Friendship House, to use excess funds of $7,778.00 previously awarded for a van purchase, for projects of accessibility and mold remediation.
Motion by Clausen second by Monson to approve the use of the excess funds for accessibility projects and mold remediation. Carried 4-0.
Rob Marqusee, Rural Economic Development Director, presented the Board with the launch of the Sioux City Sue Foods trademark logo.
Motion by Batcheller second by Monson to postpone action to receive the bids for food service for the Juvenile Detention Center. Carried 4-0.
The Board reviewed bids for GPS survey equipment for Secondary Roads Department, with County Engineer Richard Storm. The bids were as follows:
Sidwell Company, Magellan $18,762.93
Precision Midwest, TDS Epoch $23,945.40
Iowa Transit, Topcon $26,162.00
Transit Works, Sokkia $28,480.00
Motion by Clausen second by Monson to receive the bids and award the bid to Sidwell Company, for a Magellan ProMark 3 system for $18,762.93, per recommendation of the county engineer. Carried 4-0. Copy filed.
Motion by Clausen second by Monson to accept the bid of $3,550.00 from David Linn, 1410 Michigan Avenue, Correctionville, Iowa, for the purchase of a 1984 Ford R800 flatbed truck, from the Correctionville district. Carried 4-0.
Motion by Batcheller second by Clausen to award the bid for the tandem truck purchase for the Secondary Roads Department to the lowest bidder, Great Plains International, provided by Steffen, Incorporated, in the amount of $108,750.00, per recommendation of the county engineer. Carried 4-0.
The Board discussed engineering services needed for various grade to pave projects.
Bob DeSmidt of the Siouxland Trails Association and Marcy Hahn and Cody McCullough of Siouxland Cyclists, Inc. presented a request to place Share the Road signs on county roads.
Motion by Batcheller second by Monson to direct the county engineer to develop a proposal
for the installation of Share the Road signs on County Roads. Carried 3-1, Clausen opposed.
The Chairman asked if there were any individuals or groups wishing to make a presentation of items not on the agenda or Supervisors concerns.
There was a discussion of a document retention policy for the County.
The Board adjourned the regular meeting until July 10, 2007.
