MAY 1, 2007EIGHTEENTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS
The Board of Supervisors met on Tuesday, May 1, 2007 at 9:00 a.m. Board members present were Batcheller, Boykin, Clausen, Monson, and Walish. Staff members present were Karen James, Board Administrator, Bobbier Johnson and Loan Hensley, Assistant County Attorney, and Patrick F. Gill, Auditor/Clerk to the Board.
The Claims were approved as presented. Copy filed.
Meeting called to order.
Motion by Batcheller second by Clausen to approve the Board minutes of the April 24, 2007 meeting as submitted. Carried 4-0; Monson abstained. Copy filed.
The Board discussed vacation accrual carry over with Human Resources Director J. D. Pellersels.
Motion by Clausen second by Monson to deny the request of Deputy Sheriff Scott Lanagan to reinstate the vacation accrual time lost as required by the collective bargaining agreement. Carried 5-0.
Motion by Monson second by Batcheller to approve and authorize the Chairman to sign a Resolution approving the final plat of Ty Estates Addition Subdivision, GIS #8647 29 102 004, per recommendation of John Pylelo, Planning and Zoning Director. Carried 5-0.

RESOLUTION ACCEPTING AND APPROVING TY ESTATES
ADDITION TO WOODBURY COUNTY, IOWA
WHEREAS, the owner and proprietor did on the 1st day of April, 2007, file with the Woodbury County Zoning Commission a certain plat designated as Ty Estates Addition to Woodbury County, Iowa; AND
WHEREAS, it appears that said plat conforms with all of the provisions of the Code of the State of Iowa and ordinances of Woodbury County, Iowa, with reference to the filing of same; AND
WHEREAS, the Zoning Commission of Woodbury County, Iowa has recommended the acceptance and approval of said plat; AND
WHEREAS, the County Engineer of Woodbury County, Iowa has recommended the acceptance and approval of said plat.
NOW, THEREFORE, BE, AND IT IS HEREBY RESOLVED by the Woodbury County Board of Supervisors, Woodbury County, State of Iowa, that the plat of Ty Estates Addition to Woodbury County, Iowa, be, and the same is hereby accepted and approved, and the Chairman and Secretary of the Woodbury County Board of Supervisors, Woodbury County, State of Iowa, are hereby directed to furnish to the owner and proprietor a certified copy of this Resolution as required by law.

Motion by Boykin second by Monson to approve and authorize the Chairman to sign a letter of support for an application to develop a Regional Center for the National Child Traumatic Stress Network, per recommendation of Jeff Hackett, Boys and Girls Home. Carried 5-0.
The Board discussed needed kitchen equipment replacement at the Prairie Hills facility, with Greg Logan, County Sheriffs Office.
Motion by Batcheller second by Boykin to approve proposal #1, in the amount of $22,290.00, contained in the request to update the oven equipment at the Prairie Hills detention facility and to designate Riverboat funds as the funding source. Carried 5-0.
Motion by Boykin second by Monson to approve and authorize the Chairman to sign a Utility Accommodation Permit submitted by High Tech Electric LLC for Qwest Communications, per recommendation of County Engineer Richard Storm. The permit requests permission to place an underground cable under 120th Street to replace service to an existing farm residence. Carried 5-0. Copy filed.
Motion by Boykin second by Batcheller to approve and authorize the Chairman to sign two Utility Accommodation Permits submitted by Woodbury County Rural Electric Company, per recommendation of the County Engineer. The permits request permission to install an underground electrical distribution line along sections of Old US 20 (Correctionville Road). Carried 5-0. Copy filed.
Motion by Batcheller second by Monson to receive and approve plans for Project #L-C06(1)73-97 (to correct bridge problems on Old US 20 between Sioux City and Moville), per recommendation of the County Engineer. Carried 5-0.
The Chairman asked if there were any individuals or groups wishing to make a presentation of items not on the agenda or Supervisors concerns.
The Board adjourned the regular meeting until May 8, 2007.
