APRIL 10, 2007FIFTEENTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS
The Board of Supervisors met on Tuesday, April 10, 2007 at 9:00 a.m. Board members present were Batcheller, Boykin, Clausen, Monson, and Walish. Staff members present were Karen James, Board Administrator, Bobbier Johnson, Assistant County Attorney, and Patrick F. Gill, Auditor/Clerk to the
Board.
The Claims were approved as presented. Copy filed.
Meeting called to order.
Motion by Monson second by Batcheller to approve the Board minutes of the April 3, 2007 meeting as submitted. Carried 4-0; Clausen abstained. Copy filed.
The Board approved the separation of William E. Adkins, Temporary Equipment Operator, Secondary Roads Dept., effective 03/30/2007. End of temporary work. Copy filed.
The Board approved the appointment of Loan H. Hensley, Assistant County Attorney (Civil), County Attorney Dept., $49,829/year, effective 04/16/2007. Job vacancy posted 02/16/2007. Salary range: $43,087/year-$49,829/year, based on experience. Copy filed.
The Board approved the reclassification of Kari R. Rosburg, Correctional Officer, County Sheriff Dept., $14.87/hour, effective 04/22/2007. Per DSA contract agreement, from Class 4 to Class 3. Copy filed.
Motion by Monson second by Batcheller to approve the liquor license renewal application for White Horse Patrol, 1689 Old Highway 141, Sergeant Bluff, Iowa, for a one year Class A liquor license, with Sunday sales privileges. Carried 5-0. Copy filed.
Motion by Clausen second by Boykin to acknowledge the appointment of Jay Juelfs, 209 4th Street, Pierson, Iowa, for the office of Council Member for the City of Pierson, to fill a vacancy until the General Election of 2007, for the office previously held by Krystal McBride. Carried 5-0. Copy filed.
Motion by Boykin second by Monson to acknowledge the appointment of Lori Phillips, 121 Church Street, PO Box 171, Smithland, Iowa, for the office of Council Member for the City of Smithland, to fill a vacancy until the General Election of 2007, for the office previously held by Patricia Hopkins. Carried 5-0. Copy filed.
Motion by Batcheller second by Clausen to approve the reappointment of Robert Padmore, 4805 Bradford Lane, Sioux City, Iowa and the appointment of Mark Monson, 300 3rd Street, Sergeant Bluff, Iowa, to the Community Action Agency of Siouxland Board of Directors. Carried 5-0.
Motion by Batcheller second by Monson to receive the Commission of Veteran Affairs Quarterly Report for the period ending March 30, 2007. Carried 5-0. Copy filed.
Motion by Batcheller second by Boykin to approve and authorize the Chairman to sign a partnership agreement between the Woodbury County Board of Supervisors and the Third Judicial District Juvenile Court Services Department on behalf of the Woodbury County Centralized Intake Department and its employees. Motion by Monson second by Batcheller to approve and receive for signatures, a Resolution adopting and levying a special assessment in the Little Sioux Inter-County Drainage District of Monona, Harrison, and Woodbury Counties. Carried 5-0.

ADOPTING AND LEVYING SPECIAL ASSESSMENT
IN THE LITTLE SIOUX INTER-COUNTY DRAINAGE DISTRICT
WHEREAS, the Board of Trustees of the Little Sioux Inter-County Drainage District, in session on the 8th day of March, 2007, requested that the Board of Supervisors levy a special assessment of Forty-two (42%) Percent of the Original Assessment on all tracts of land, lots, public roads, and railroads in the Little Sioux Inter-County Drainage District to procure funds from which to pay the costs and expenses of repair and maintenance incurred.
NOW, THEREFORE, BE IT RESOLVED by the Joint Board of Supervisors of Monona, Woodbury and Harrison Counties, Iowa, acting as a Drainage Board for the Little Sioux Inter-County Drainage District, that there be and is hereby levied upon all tracts of land, lots, public roads, and railroads in the Little Sioux Inter-County Drainage District of Monona, Woodbury and Harrison Counties, Iowa, a special assessment in the amount of Forty-two (42%) Percent of the Original Assessment, and the Auditors of Monona, Woodbury and Harrison Counties, Iowa, be directed and ordered to spread such levy upon said lands, to be collected under 468.55 in semi-annual installments in the same manner as general property taxes are collected pursuant to 445.36 in the year 2007-2008.

IN THE MCCANDLESS INTERCOUNTY DRAINAGE DISTRICT
WHEREAS, the Board of Trustees of the McCandless Inter-County Drainage District, in session on the 7th day of February, 2007, requested that the Board of Supervisors levy a special assessment of eighty percent (80%) of the Original Assessment on all tracts of land, lots, public roads, and railroads in the McCandless Inter-County Drainage District to procure funds from which to pay the costs and expenses of repair and maintenance incurred.

WHEREAS, the Board of Trustees of the Sandhill-Lakeport Inter-County Drainage District, in session on the 12th day of March, 2007, requested that the Board of Supervisors levy a special assessment of Twenty-one (21%) Percent of the Original Assessment on all tracts of land, lots, public roads, and railroads in the Sandhill-Lakeport Inter-County Drainage District to procure funds from which to pay the costs and expenses of repair and maintenance incurred.

Motion by Boykin second by Clausen to receive and approve the recommendations of County Engineer Richard Storm to accept the quote and award the bid for the 2007 maintenance paint striping program to Vogel Traffic Services, Orange City, Iowa, in the amount of $125,815.00. Carried 5-0. Copy filed.
Motion by Batcheller second by Boykin to approve and authorize the Chairman to sign a proposal from Schmillen Construction, Incorporated to crush concrete at County pit northeast of Correctionville, per recommendation of the County Engineer. Carried 5-0. Copy filed.
Motion by Boykin second by Batcheller to approve and authorize the Chairman to sign the Secondary Roads construction program for fiscal years 2008-2012. Carried 5-0. Copy filed.
A General Relief appeal hearing was held for Dawn Lade. Jean Logan and LaRae Lyons from General Relief were present.
The Chairman asked if there were any individuals or groups wishing to make a presentation of items not on the agenda or Supervisors concerns.
The Board did a walk through of the Courthouse basement project.
The Board adjourned the regular meeting until April 17, 2007.
