JANUARY 30, 2007FIFTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS

The Board of Supervisors met on Tuesday, January 30, 2007 at 9:00 a.m. Board members present were Batcheller, Boykin, Clausen, Monson, and Walish. Staff members present were Karen James, Board Administrator, Bobbier Johnson, Assistant County Attorney, and Patrick F. Gill, Auditor/Clerk to the Board.

The Claims were approved as presented. Copy filed.

Meeting called to order.

Motion by Clausen second by Monson to approve the Board minutes of the January 23, 2007 meeting as submitted. Carried 3-0; Batcheller and Walish abstained. Copy filed.

The Board approved the separation of Terry A. Petekavich, Juvenile Detention Dept., effective 01/24/2007. Dismissed. Copy filed.

The Board approved the reclassification of Denise M. Fletcher, Part-time Executive Secretary/Public Bidder, Board Administration Dept., $14.72/hour, effective 02/10/2007. Per Wage Plan comparability with AFSCME Courthouse contract, per Grade 6, Step 1 to Grade 6, Step 2. Copy filed.

The Board approved the reclassification of David C. Skilling, Assistant County Attorney, County Attorney Dept., $61,025/year, effective 02/17/2007. Per AFSCME Assistant Attorney contract agreement, from Step 7 to Step 8. Copy filed.

Motion by Monson second by Batcheller to approve and authorize the Chairman to sign an Authorization To Initiate Hiring Process for:

Assistant Director, Juvenile Detention Dept. Entry level: Wage Plan $42,500/year.

Full-time Male Youth Worker, Juvenile Detention Dept. Entry level: AFSCME J. D. $13.52/hour.

Carried 5-0. Copy filed.

Motion by Clausen second by Monson to receive the County Sheriffs Civil Division Second Quarter and Year-to-date Report, for the period ending December 31, 2006. Carried 5-0.

Motion by Monson second by Batcheller to approve and authorize the Chairman to sign a Resolution setting the public hearing and sale date of real estate parcel #662685. Carried 5-0.

WHEREAS Woodbury County, Iowa was the owner under a tax deed of a certain parcel of real estate described as:

The W. 20 Ft. of the W. of the NE Quarter of Section 36, Township 86, Range 42, Woodbury County, Iowa (Liston Township-Maple Valley)

NOW THEREFORE,

BE IT RESOLVED by the Board of Supervisors of Woodbury County, Iowa as follows:

1. That a public hearing on the aforesaid proposal shall be held on the 13th Day of February, 2007 at 10:15 oclock a.m. in the meeting room of the Board of Supervisors on the first floor of the Woodbury County Courthouse.

2. That said Board proposes to sell the said parcel of real estate at a public auction to be held on the 13th Day of February, 2007, immediately following the closing of the public hearing.

3. That said Board proposes to sell the said real estate to the highest bidder at or above a total minimum bid of $ 200.00 plus recording fees.

4. That this resolution, preceded by the caption 'Notice of Property Sale' and except for this subparagraph 4 be published as notice of the aforesaid proposal, hearing and sale.

Motion by Clausen second by Monson to approve and authorize the Chairman to sign a Resolution authorizing the appointment of Gary Brown as the County authorized representative for the Regional Institute for Preparedness. Carried 5-0.

BE IT RESOLVED BY Woodbury County, Iowa that Gary Brown, Emergency Services Director, is hereby authorized to execute on behalf of Woodbury County, Iowa the project described as follows: Regional Institute for Preparedness, and to file it with the Iowa Homeland Security and Emergency Management Division (HLSEM) for the purpose of obtaining Federal and/or State financial assistance.

Motion by Monson second by Batcheller to approve a liquor license renewal, with Sunday Sales Privileges, for Salix Gas, 1556 275th Street, Salix, Iowa. Carried 5-0. Copy filed.

Bid letting was held at 10:15 a.m. for the Woodbury County Courthouse freight elevator replacement.

Motion by Clausen second by Boykin to receive the bids and submit them to Mark Elgert, Building Superintendent, for review and recommendations. Carried 5-0. Copy filed.

Motion by Boykin second by Batcheller to authorize the chairman to sign a change order for the jail Security Camera Upgrade project. Carried 5-0.

The Chairman asked if there were any individuals or groups wishing to make a presentation of items not on the agenda or Supervisors concerns.

Various County department budgets were received for fiscal year 2008:

Motion by Boykin second by Monson to keep the tax rate for secondary roads at the FY 07 level. Carried 5-0.

Motion by Boykin second by Batcheller to receive the Secondary Roads budget as submitted. Carried 5-0.

Motion by Batcheller second by Boykin to receive the Roadside Management (Rural Basic) budget as submitted. Carried 5-0.

Motion by Batcheller second by Monson to receive the Children and Family Services (General Supplemental) budget as submitted. Carried 4-0; Boykin abstained.

Motion by Clausen second by Monson to postpone one week action to receive the Phoenix Program (General Supplemental) budget. Carried 5-0.

The Board discussed Wage Plan salaries.

Motion by Boykin second by Monson to approve the third year of the county wage plan matrix for salaries. Carried 4-1, Batcheller opposed.

Motion by Boykin second by Monson to receive the 003 Riverboat Funds (Non-Tax) budget as submitted. Carried 5-0.

Motion by Boykin second by Monson to receive the 004 Economic Development Fund (Non-Tax) budget as submitted. Carried 5-0.

Motion by Boykin second by Monson to receive the 231 Infrastructure/Economic Development Fund (Non-Tax) budget as submitted. Carried 5-0.

The Board adjourned the regular meeting until February 6, 2007.
