MAY 16, 2006--TWENTIETH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS
The Board of Supervisors met on Tuesday, May 16, 2006 at 9:00 a.m. Board members present were Batcheller, Boykin, Clausen, Monson, and Walish. Staff members present were Karen James, Board Administrative Coordinator, Jean Jessen, Deputy/Clerk to the Board, and Bobbier Johnson, Assistant County Attorney.
The Claims were approved as presented. Copy filed.
Meeting called to order.
Motion by Batcheller second by Monson to approve the Board minutes of the May 9, 2006 meeting as submitted. Carried 4-0, Clausen abstained. Copy filed.
The Board approved the separation of Maggie J. Walsh, Social Services Intern, Social Services Dept., effective 04/27/2006. Resignation/end of internship. Copy filed.
The Board approved the reinstatement of Denise M. Fletcher, Board Executive Secretary/Public Bidder, Board Administration, $13.75/hour, effective 05/09/2006. Reinstatement following an unpaid medical leave of absence. Copy filed.
The Board approved the appointment of Clifford D. Hindman, Temporary Custodian, Building Services Dept., $10.16/hour, effective 05/17/2006. Not to exceed 120 days. Copy filed.
The Board approved the appointment of Brian J. Bruckner, Summer Intern, Rural Economic Development, $7.00/hour, effective 05/17/2006. Not to exceed 120 days. Copy filed.

Motion by Boykin second by Walish to approve and authorize the Chairman to sign a Request to Deauthorize a County Position form for one Payroll Clerk II, Auditor/Recorder Dept. Carried 5-0. Copy filed.
Motion by Walish second by Monson to approve and authorize the Chairman to sign an Authorization to Initiate Hiring Process form for:
(1) Election Clerk II, County Auditor/Recorder Dept.
Entry level: AFSCME Courthouse Grade 3/Step 1,
$11.20/hour.
(1) Motor Vehicle Clerk II, County Treasurer Dept.

RESOLUTION APPROVING PETITION FOR SUSPENSION OF TAXES
WHEREAS, Joanne R. Cakebread, is the titleholder of property located at 3008 E. 9th Street, City of Sioux City, Woodbury County, Iowa, and legally described as follows:
Parcel #894726158003
Lot Thirty-three (33) Block Seven (7) East Terrace Addition, City of Sioux City, Woodbury County, Iowa
WHEREAS, Joanne R. Cakebread as titleholder of the aforementioned real estate has petitioned the Board of Supervisors for a suspension of taxes pursuant to the 1997 Iowa Code section 427.9, and
WHEREAS, the Board of Supervisors recognizes from documents provided that the petitioner is unable to provide to the public revenue; and
NOW, THEREFORE, BE IT RESOLVED, that the Woodbury County Board of Supervisors hereby grants the request for a suspension of taxes, and hereby directs the Woodbury County Treasurer to so record the approval of this tax suspension for this property.

The Board discussed the possibility of compromising back taxes on a mobile home, title #97U596835, and assign the tax certificate to Donna Taylor.
Motion by Batcheller second by Monson to approve compromising the back taxes on mobile home title #97U596835, and assign the tax certificate to Donna Taylor. Carried 5-0.
Motion by Batcheller second by Monson to rescind the previous motion to approve compromising back taxes on mobile home title #97U596835, and defer action until the next Board meeting. Carried 5-0.
The Board discussed with Gary Brown, Emergency Services Director, an ordinance authorizing Woodbury County to lease property to a private enterprise, competing against another private enterprise, doing business in the telecommunications industry.
Motion by Batcheller second by Monson to approve the first reading of an ordinance authorizing Woodbury County to lease property to a private enterprise, competing against another private enterprise, doing business in the telecommunications industry. Carried 5-0.
The Board discussed with Dennis Butler, County Auditors office, setting a date for Budget Amendment Public Hearing #2 for fiscal year 2006.
Motion by Boykin second by Batcheller to approve setting the date of May 30, 2006 at 10:15 a.m. for Budget Amendment Public Hearing #2 for fiscal year 2006. Carried 5-0.
Motion by Batcheller second by Walish to approve and authorize the Chairman to sign an application for use of highway right-of-way for underground tile line facility, submitted by Andy and Carrie Rosauer, Anthon, per recommendation of the County Engineer. Carried 5-0. Copy filed.
The Chairman asked if there were any individual or group wishing to make a presentation of items not on the agenda or Supervisors concerns.
The Board adjourned the regular meeting until May 23, 2006.
