MAY 2, 2006--EIGHTEENTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS
The Board of Supervisors met on Tuesday, May 2, 2006 at 9:00 a.m. Board members present were Batcheller, Boykin, Clausen, Monson, and Walish. Staff members present were Karen James, Board Administrative Coordinator, Patrick F. Gill, Auditor/Clerk to the Board, and Bobbier Johnson, Assistant County Attorney.

Meeting called to order.
Motion by Batcheller second by Boykin to approve the Board minutes of the April 25, 2006 meeting as submitted. Carried 4-0, Monson abstained. Copy filed.
The Board approved the appointment of Charles E. Miller, Custodian, Building Services Dept., $10.16/hour, effective 05/03/2006. Job vacancy posted 03/08/2006. Entry level salary: $10.16/hour. Copy filed.
Motion by Monson second by Walish to approve and authorize the Chairman to sign an Authorization To Initiate Hiring Process for two Temporary Custodians, Building Services Dept. Entry level: AFSCME Courthouse $10.16/hour. Carried 5-0. Copy filed.
Motion by Batcheller second by Boykin to approve and authorize the Chairman to sign a Resolution approving tax suspension for Rita Marie Roeder, 1011 15th Street, Sioux City. Carried 5-0.

RESOLUTION APPROVING PETITION FOR SUSPENSION OF TAXES
WHEREAS, Rita Marie Roeder, is the titleholder of property located at 1011 15th Street, City of Sioux City, Woodbury County, Iowa, and legally described as follows:

WHEREAS, Rita Marie Roeder as titleholder of the aforementioned real estate has petitioned the Board of Supervisors for a suspension of taxes pursuant to the 1997 Iowa Code section 427.9, and
WHEREAS, the Board of Supervisors recognizes from documents provided that the petitioner is unable to provide to the public revenue; and
NOW, THEREFORE, BE IT RESOLVED, that the Woodbury County Board of Supervisors hereby grants the request for a suspension of taxes, and hereby directs the Woodbury County Treasurer to so record the approval of this tax suspension for this property.

RESOLUTION APPROVING PETITION FOR SUSPENSION
OF TAXES THROUGH THE REDEMPTION PROCESS
WHEREAS, Patricia Edwards as joint titleholder of a mobile home located at 5309 N. Highway 74,
Lot 455 Sioux City, Woodbury County, Iowa, and legally described as follows:

WHEREAS, Patricia Edwards, as joint titleholder of the aforementioned property has petitioned the
Board of Supervisors for a suspension of taxes pursuant to the 1999 Iowa Code Section 447.9(3) and,
WHEREAS, the Board of Supervisors recognizes from documents provided that the petitioner is
unable to provide to the public revenue; and
NOW, THEREFORE, BE IT RESOLVED, that the Woodbury County Board of Supervisors hereby directs the County Auditor to redeem VIN #04510536D owned by the petitioner from the holder of a certificate of purchase of the amount necessary to redeem under section 447.1, and hereby directs the Woodbury County Treasurer to so record the approval of this tax suspension for this parcel.

Motion by Boykin second by Monson to approve and authorize the Chairman to sign an amendment to the
Neustrom Sub-watershed, contract #69-6114-5-16 for additional funds to repair site M-6. Carried 5-0.

Motion by Walish second by Boykin to approve and authorize the Chairman to sign a 28E agreement between Woodbury County and the Woodbury Soil and Water Conservation District, for funding of a Watershed Technician position. Carried 5-0. Copy filed.
Motion by Boykin second by Batcheller to receive and approve the proposal from Schroder Engineering, P. C. for Danbury maintenance shed engineering services, per recommendation of the County Engineer. Carried 5-0. Copy filed.
Motion by Batcheller second by Walish to receive and approve a request from Mr. Stuart Flynn for a temporary road closure for World War II crash site commemoration on June 24, 2006. Carried 5-0.
The board discussed a letter from Mr. Tim Dahm requesting a cleaning of the Wolf Creek Drainage ditch.
Motion by Batcheller second by Clausen to receive the recommendations of the County Engineer, and award the bid for a front end loader for the Secondary Roads Dept. to Murphy Tractor, Sioux City, for a John Deere 644J, in the amount of $149,868.00. Carried 3-2, Boykin and Walish opposed. Copy filed.
Motion by Walish second by Boykin to receive the recommendations of the County Engineer regarding bids for project #L-P06(1)73-97, and award the bid to Brower Construction, Sioux City, in the amount of $293,234.00. Carried 5-0. Copy filed.
The Chairman asked if there were any individual or group wishing to make a presentation of items not on
the agenda or Supervisors concerns.
Steve Paulsen of the Board of Review addressed the Board about the location for their hearings.
The Board adjourned the regular meeting until May 9, 2006.
