JANUARY 31, 2006--FIFTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS

The Board of Supervisors met on Tuesday, January 31, 2006 at 9:00 a.m. Board members present were Clausen, Batcheller, Boykin, Monson, and Walish. Staff members present were Karen James, Board Administrative Coordinator, Patrick F. Gill, Auditor/Clerk to the Board and Bobbier Johnson, Assistant County Attorney.

The Claims were approved as presented. Copy filed.

Meeting called to order.

Motion by Walish second by Monson to approve the Board minutes of the January 24, 2006 meeting as submitted. Carried 5-0. Copy filed.

The Board approved the reclassification of Drew H. Bockenstedt, Assistant County Attorney, County Attorney Dept., $61,524/year, effective 01/10/2006. Per Asst. Attorney AFSCME contract agreement, from Step 8 to Step 9. Copy filed.

The Board approved the reinstatement of Mary E. Peters, Full-time Youth Worker, Juvenile Detention Dept., $14.13/hour, effective 01/20/2006. Reinstatement due to end of unpaid medical leave of absence which commenced 12/13/2005. Copy filed.

The Board approved the appointment of Michael D. Jarabeck, Engineering Tech I, Secondary Roads Dept., $15.35/hour, effective 02/01/2006. Job vacancy posted 12/01/2005. Entry level salary: $15.35/hour. Copy filed.

The Board approved the reclassification of Travis L. Hutzell, Correctional Officer, County Sheriff Dept., $15.93/hour, effective 02/09/2006. Per DSA contract agreement, from Class 2 to Class 1. Copy filed.

The Board approved the separation of Richard F. Mercer, Equipment Operator, Secondary Roads Dept., effective 03/10/2006. Retirement. Copy filed.

Motion by Boykin second by Monson to approve and authorize the Chairman to sign an Authorization to Initiate Hiring Process for an Equipment Operator, Secondary Roads Dept. Entry level: CWA $15.60/hour. Carried 5-0. Copy filed.

Motion by Boykin second by Walish to approve retiring employee, Richard Mercer with the Secondary Roads Dept., remain on County health and dental insurance plan, single coverage, at his own expense. Carried 5-0. Copy filed.

The Board discussed with Gary Brown, Emergency Services, submitting an EMS Loan for Moville Ambulance in the amount of $50,000.00, for a 2006 EW450 Ford Type III Ambulance.

Motion by Batcheller second by Monson to authorize the Chairman to sign a loan agreement for the Moville Ambulance. Carried 5-0.

Motion by Boykin second by Monson to appoint Dr. Thomas J. Carroll, M. D. as the County Medical Examiner. Carried 5-0.

Motion by Batcheller second by Walish to approved lifting the tax suspension for Helen B. Cooper, as she is deceased. Carried 5-0. Copy filed.

Motion by Boykin second by Monson to set the Public Hearing and Sale of Real Estate Parcel #299640 on February 14th, 2006 at 10:15 a.m. Carried 5-0.

1. That a public hearing on the aforesaid proposal shall be held on the 14th Day of February, 2006 at 10:15 oclock a.m. in the meeting room of the Board of Supervisors on the first floor of the Woodbury County Courthouse.

2. That said Board proposes to sell the said parcel of real estate at a public auction to be held on the 14th Day of February, 2006, immediately following the closing of the public hearing.

3. That said Board proposes to sell the said real estate to the highest bidder at or above a total minimum bid of $ 350.00 plus recording fees.

4. That this resolution, preceded by the caption 'Notice of Property Sale' and except for this subparagraph 4 be published as notice of the aforesaid proposal, hearing and sale.

BE IT RESOLVED by the Board of Supervisors of Woodbury County, Iowa, that the offer at public auction of:

Therefore, the County Treasurer is requested to abate any taxes previously levied or set on this parcel(s).

BE IT FURTHER RESOLVED that the Chairman of this Board be and he is hereby authorized to execute a Quit Claim Deed for the said premises to the said purchaser.

Motion by Batcheller second by Walish to approve and authorize the Chairman to sign a Utility Accommodation Permit submitted by Qwest, to bore and install a 2 PVC and electrical line under Pocahontas Avenue near 280th Street, per recommendation of the County Engineer. Carried 5-0. Copy filed.

Motion by Walish second by Boykin to approve and authorize the Chairman to sign a Utility Accommodation Permit submitted by MidAmerican Energy Company, to install an overhead electrical line along a section of 110th Street from Osceola Avenue easterly, per recommendation of the County Engineer. Carried 5-0. Copy filed.

2007 Budget discussions:

Department of Human Services - General Basic:

Motion by Boykin second by Walish to restore $3,500.00 the Department of Human Services budget. Carried 5-0.

Motion by Boykin second by Walish to receive the Department of Human Services budget as amended. Carried 5-0.

Sanitary Landfill Rural Basic:

There was no action to receive the Sanitary Landfill budget.

Secondary Roads:

Motion by Boykin second by Batcheller to receive the Secondary Roads budget as submitted. Carried 5-0.

The Board discussed Wage Plan salaries.

Motion by Boykin second by Walish to approve wage plan salary proposal for FY 2006-2007. Carried 5-0.

Non-Tax Funds:

Motion by Boykin second by Batcheller to receive the Economic Development Fund 004 budget as submitted. Carried 5-0.

Motion by Monson second by Batcheller to allocate $117,000.00 of the Infrastructure/Economic Development Fund 231 to fund the Economic Development Department for FY 2006-2007.
Carried 5-0.

The Board discussed the General Budget.

Motion by Boykin second by Walish to approve the request of WCICC/Communications for $4,530.00 from the Infrastructure/Economic Development Fund for a fire suppression system. Carried 5-0.

The Chairman asked if there were any individual or group wishing to make a presentation of items not on the agenda or Supervisors concerns.

The Board adjourned the regular meeting until February 7, 2006.
