JANUARY 3, 2006--FIRST MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS
The Board of Supervisors met on Tuesday, January 3, 2006 at 9:00 a.m. Board members present were Boykin, Clausen, Monson, and Walish, Batcheller was absent. Staff members present were Karen James, Board Administrative Coordinator, Patrick F. Gill, County Auditor/Clerk to the Board and Bobbier Johnson, Assistant County Attorney.
The Claims were approved as presented. Copy filed.
Meeting called to order.
Motion by Walish second by Monson to approve the appointment of Larry Clausen as the Chairman for the 2006 session. Carried 4-0.
Motion by Walish second by Boykin to approve the Board minutes of December 20, 2005 as submitted. Carried
4-0. Copy filed.
Motion by Boykin second by Walish to approve the reappointment of Dick Storm as County Engineer. Carried 4-0.
Motion by Boykin second by Monson to approve the reappointment of Dr. Thomas Carroll as County Medical
Examiner. Carried 4-0.
Motion by Walish second by Boykin to approve Larry Clausen as County Representative to the Third Judicial
District, Department of Correctional Services. Carried 4-0.
Motion by Monson second by Walish to approve the reappointment of Kirby Webber to the position of County
Weed Commissioner. Carried 4-0.
Motion by Boykin second by Monson to select The Sioux City Journal, The Sergeant Bluff Advocate and The
Moville Record as the countys Official Newspapers. Carried 4-0.
There was no action to approve the Board of Supervisors appointments. Carried 4-0.
The Board reviewed appointments and vacancies of terms expiring on various boards and commissions.
Motion by Boykin second by Walish to approve Christine Zellmer-Zants to the planning and zoning commission. Carried 4-0.
The Board approved the unpaid FMLA leave of absence commencing 12-13-05 of Dawn L. Zahnley, Secretary, Disaster Services Dept., effective 12-13-05. Copy filed.
The Board approved the reinstatement following unpaid FMLA leave of absence of Dawn L. Zahnley, Secretary, Disaster Services Dept., effective 12-27-05. Copy filed.

Motion by Boykin second by Walish to approve and authorize the Chairman to sign the Authorization to Initiate
Hiring Process for (2) Male Correctional Officers, County Sheriff Dept., D.S.A.: $14.18/hour, (1) Part-time Male
Youth Worker, Juvenile Detention Dept., AFSCME J.D.: $13.14/hour and Jail Sergeant (In-House Posting), County
Sheriff Dept., D.S.A.: $20.54/hour. Carried 4-0.
The Board had a discussion concerning the Woodbury County Worker Compensation Insurance.
Motion by Boykin second by Walish to approve the recommendation of the Human Resource Director to contract with United Heartland Insurance for direct dollar coverage for one year and to approve three recommendations designed to reduce costs. Carried 4-0.
Motion by Boykin second by Walish to set the Public Hearing and Sale of Real Estate Parcel #004155 on January
17th, 2006 at 10:15 a.m. Carried 4-0.

BE IT RESOLVED by the Board of Supervisors of Woodbury County, Iowa as follows:
1. That a public hearing on the aforesaid proposal shall be held on
the 17th Day of January, 2006 at 10:15 oclock a.m. in the meeting
room of the Board of Supervisors on the first floor of the Woodbury
County Courthouse.
2. That said Board proposes to sell the said parcel of real estate at a
public auction to be held on the 17th Day of January, 2006, immediately
following the closing of the public hearing.
3. That said Board proposes to sell the said real estate to the highest
bidder at or above a total minimum bid of $ 300.00 plus recording
fees.

Fran Sadden from Siouxland District Health presented the FY 05 Annual Report.
Motion by Boykin second by Monson to receive the annual report of Siouxland District Health. Carried 4-0.
The Board discussed with Dennis Butler, County Budget/Tax Analyst, the funding source of Matching Funds
involving the Woodbury County Health Initiative in support of Senator Harkins Wellness Plan.
Motion by Walish second by Boykin to approve funding the matching funds for both years from the Riverboat Fund.
Carried 4-0.
Motion by Boykin second by Monson to go into closed session per Iowa Code Section 21.5 (1) (c). Carried 4-0 on a
roll-call vote.
Motion by Boykin second by Walish to go out of closed session per Iowa Code Section 21.5 (1) (c). Carried 4-0 on
a roll-call vote.
The Board discussed with Dennis Butler the FY 2007 Budget.
The Chairman asked if there were any individual or group wishing to make a presentation of items not on the agenda or Supervisors concerns.
The Board adjourned the regular meeting until January 10, 2006.
