NOVEMBER 29, 2005 FORTY-SIXTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS

The Board of Supervisors met on Tuesday, November 29, 2005 at 9:00 a.m. Board members present were
Batcheller, Boykin, Clausen, Monson, and Walish. Staff members present were Karen James, Board
Administrator, and Patrick F. Gill, Auditor/Clerk to the Board.

The Claims were approved as presented. Copy filed.

Motion by Batcheller second by Walish to go into closed session per Iowa Code 20.17(3). Carried 5-0 on a roll-call vote.

Motion by Clausen second by Monson to go out of closed session per Iowa Code 20.17(3). Carried 5-0 on a roll-call vote.

Meeting called to order.

Motion by Walish second by Batcheller to approve the Board minutes of November 22, 2005 as submitted.
Carried 5-0. Copy filed.

The Board approved the separation of Jason W. Ross, Correctional Officer, County Sheriff Dept., effective 12/01/2005. Resignation. Copy filed.

Motion by Walish second by Batcheller to approve and authorize the Chairman to sign an Authorization to
Initiate Hiring Process for a Correctional Officer, County Sheriff Dept. Entry level: D. S. A. $14.18/hour. Carried 5-0. Copy filed.

Motion by Monson second by Clausen to approve a request by retiree, Vicki L. Jespersen, Claims Secretary with the Siouxland District Health Dept., to remain on the County health insurance plan at her own expense. Carried 5-0. Copy filed.

The Boards discussion with Cathy Mengel, First Administrators, Inc., and Human Resources Director J. D. Pellersels was postponed due to inclement weather.

The Board was presented with an update on the County communication inoperability project by Gary Brown, Emergency Services Director, Glenn Sedivy, Communications Center, and Sheriff Glenn Parrett.

Motion by Batcheller second by Monson to approve and authorize the Chairman to sign an agreement for
engineering services with HGM Associates, Inc. for bridge replacement in Section 24 Liston Township on the Ida County Line. Carried 5-0. Copy filed.

Motion by Clausen second by Monson to approve and authorize the Chairman to sign an agreement for
engineering services with HGM Associates, Inc. for bridge replacement in Section 24 Woodbury Township
on County Home Road. Carried 5-0. Copy filed.

Motion by Walish second by Clausen to approve and authorize the Chairman to sign an agreement for engineering services with HGM Associates, Inc. for bridge replacement in Section 26 Banner Township on Old Highway 20. Carried 5-0. Copy filed.

Motion by Batcheller second by Walish to receive a letter from the law firm of Berenstein, Moore, Berenstein, Heffernan, and Moeller, L. L. P., representing a resident of Pioneer Valley Subdivision, requesting improvements. Carried 5-0.

Motion by Walish second by Clausen to approve an amendment to the Tri-State Behavioral Contract,
to allow for a payment of $122,476 in Adult Rehabilitation Option program billings, per recommendation of Patty Erickson-Puttman, Social Services Director. Carried 5-0. Copy filed.

The Chairman asked if there were any individual or group wishing to make a presentation of items not on the agenda or Supervisors concerns.

The Board tour of the third floor of the Trosper-Hoyt County Services building was cancelled.

The Board adjourned the regular meeting until December 6, 2005.
