NOVEMBER 8, 2005 FORTY-THIRD MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS
The Board of Supervisors met on Tuesday, November 8, 2005 at 9:00 a.m. Board members present were Batcheller, Boykin, Clausen, Monson, and Walish. Staff members present were Karen James, Board Administrator, and Patrick F. Gill, Auditor/Clerk to the Board.
The Claims were approved as presented. Copy filed.
Meeting called to order.
Motion by Walish second by Batcheller to approve the Board minutes of November 1, 2005 as submitted.
Carried 5-0. Copy filed.
The Board approved the salary increase of Peri J. Nelson, Case Manager, Social Services Dept., $33,476/year, effective 09/28/2005. End of probation salary increase, retro pay $67.49. Copy filed.
The Board approved the appointment of Janet I. Chappelear, Motor Vehicle Clerk II, County Treasurer Dept., $11.36/hour, effective 11/09/2005. Job vacancy posted 10/06/2005. Entry level salary $11.36/hour. Copy filed.
The Board approved the separation of Gloria L. Zook, Part-time Administrative Assistant, County Sheriff Dept., effective 12/30/2005. Retirement. Copy filed.
Motion by Batcheller second by Monson to approve and authorize the Chairman to sign a Request to
De-authorization a County Position for the following positions:
(1) Building Services Dept. - AFSCME Courthouse Grade 3: 40% Clerk II
(2) Secondary Roads Dept. - AFSCME Courthouse Grade 3: 60% Clerk II
(3) County Sheriff Dept. - Wage Plan: Part-time Administrative Assistant

Motion by Monson second by Clausen to approve and authorize the Chairman to sign an Authorization to Initiate Hiring Process for the following positions:
(1) Building Services Dept. - (Expanded position) Part-time 60% Clerk II*, AFSCME Courthouse Grade 3:
$11.20/hour. (*Position currently 40% Part-time)
(2) Secondary Roads Dept. - (Expanded position) Full-time Clerk II*, AFSCME Courthouse Grade 3: Current wage. (*Position currently 60% Part-time)
(3) Secondary Roads Dept. - (New position) GIS Specialist/Technician/System Analyst, Wage Plan: $18.42/hour.
(4) County Sheriff Dept. - (New position) In-house, Full-time Clerk II, AFSCME Courthouse Grade 3: Salary per contract agreement.

Motion by Batcheller second by Monson to approve retiring employee, Gloria L. Zook, to remain on the County dental insurance plan for herself and her spouse, at their own expense. Carried 5-0.
Motion by Walish second by Monson to approve and authorize the Chairman to sign a resolution setting a public hearing for the sale of real estate parcel #081195 (421 Colon Street) on November 22, 2005 at 10:15 a.m.. Carried 5-0.

WHEREAS Woodbury County, Iowa was the owner under a tax deed of a certain parcel of real estate described as:

NOW THEREFORE,
BE IT RESOLVED by the Board of Supervisors of Woodbury County, Iowa as follows:
1. That a public hearing on the aforesaid proposal shall be held on the 22nd Day of November, 2005 at 10:15 o'clock a.m. in the meeting room of the Board of Supervisors on the first floor of the Woodbury County Courthouse.
2. That said Board proposes to sell the said parcel of real estate at a public auction to be held on the 22nd Day of November, 2005 immediately following the closing of the public hearing.
3. That said Board proposes to sell the said real estate to the highest bidder at or above a total minimum bid of $ 362.00 plus recording fees.

RESOLUTION APPROVING ABATEMENT OF TAXES
WHEREAS, the Center of Life Church Inc. (dba New Life Family Center) are the titleholders of real estate Parcels #89473015100, #89473051006, #894730151005, located in Woodbury County, Iowa and legally described as follows:

WHEREAS, the above stated property has accumulated current and interest of taxes owing, and these parcels are owned by a political subdivision of the state; and
WHEREAS, the political subdivision, namely the Center of Life Church Inc. (dba New Life Family Center) is failing to immediately pay the taxes due; and
WHEREAS, the Board of Supervisors sees that good cause exists for the abatement of these taxes and any future taxes that may be levied against this parcel; and
NOW, THEREFORE, BE IT RESOLVED, that the Woodbury County Board of Supervisors hereby abates the taxes owing on the above parcel according to Code of Iowa, 445.63, and hereby directs the Woodbury County Treasurer to abate these aforementioned taxes from the tax records.

Motion by Walish second by Clausen to approve and authorize the Chairman to sign a Utility Accommodation Permit submitted by Mid-States Commercial Services, Incorporated, to place an underground line across L-36 and connect a residence. Carried 5-0. Copy filed.
Motion by Monson second by Clausen to receive and authorize the Chairman to sign the 2005 Weed Commissioners Report for submittal. Carried 5-0. Copy filed.
Motion by Clausen second by Batcheller to approve County Engineer Richard Storms recommendation to accept the bid from Knoepfler Chevrolet to furnish one ton pickup at $20,277.00. Carried 5-0. Copy filed.
The Board discussed with Dennis Butler, County Budget/Tax Analyst, potential capital projects for fiscal year 2006 and their funding sources.
Motion by Walish second by Monson to postpone for one week action to approve renovation of a County building (Eagles Club) and to decide the funding source. Carried 5-0.
Motion by Clausen second by Batcheller to postpone, for one week, action to authorize the Chairman to sign a resolution calling for a Public Hearing on Proposed Issuance of not to exceed $6,000,000 Health Care Revenue Note on behalf of Siouxland Regional Cancer Center and setting a Public Hearing. Carried 5-0.
The Chairman asked if there were any individual or group wishing to make a presentation of items not on the agenda or Supervisors concerns.
The Board adjourned the regular meeting until November 15, 2005.
