JULY 26, 2005 TWENTY-NINTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS
The Board of Supervisors met on Tuesday, July 26, 2005 at 9:00 a.m. Board members present were Batcheller, Boykin, Clausen, Monson; and Walish. Staff members present were Karen James, Board Administrative Coordinator, and Dean Neal, Deputy/Clerk to the Board.
The Claims were approved as presented. Copy filed.
Meeting called to order.
Motion by Batcheller second by Monson to approve the Board minutes of July 19, 2005 as submitted. Carried 3-0, Walish and Clausen abstained. Copy filed.
The Board approved the separation of Lanae C. Minten, Correctional Officer, County Sheriff Dept., effective 07/31/2005. Resignation. Copy filed.
The Board approved the separation of Brandon J. Black, Part-time Youth Worker, Juvenile Detention Dept., effective 08/01/2005. Resignation. Copy filed.
The Board approved the reclassification of Dawn L. Zahnley, Secretary II, Disaster Services Dept., $12.26/hour effective 08/02/2005. Per Wage Plan comparability with AFSCME Court House contract. Copy filed.
The Board approved the reclassification of Todd C. Peterson, Deputy Sheriff, County Sheriff Dept., $18.76/hour effective 08/02/2005. Per DSA contract agreement, from Class 3 to Class 2. Copy filed.
The Board approved the reclassification of Loan T. Huynh, Assistant County Attorney, County Attorney Dept., $52,863/year effective 08/07/2005. Per AFSCME Assistant Attorney contract agreement, from Step 5 to Step 6. Copy filed.
The Board approved the appointment of Denise M. Fletcher, Part-time Secretary/Public Bidder, Board Administration Dept., $13.75/hour effective 08/10/2005. Job vacancy posted 06/22/2005. Entry level salary $13.75/hour. Copy filed.
Motion by Clausen second by Monson to approve and authorize the Chairman to sign an authorization to initiate hiring process for the following positions:
(1) Correctional Officer, County Sheriff Dept., D. S. A. $14.18/hour
(1) Part-time Male Youth Worker, Juvenile Detention Dept., AFSCME JD $13.14/hour
(3) New Part-time Youth Workers, Juvenile Detention Dept., AFSCME. JD $13.14/hour

The Board discussed with J. D. Pellersels, Human Resources Director, Woodbury Countys workmans compensation and safety programs.
The Board discussed with J. D. Pellersels, Human Resources Director, Caliper pre-employment testing.
Motion by Batcheller second by Walish to test the Caliper pre-employment testing on a trial basis. Carried 5-0.
Motion by Clausen second by Monson to postpone approving the reappointment to fill two positions to the Compensation Commission. Carried 5-0.
The Board discussed Juvenile Detention concerns with Mark Olsen, Juvenile Detention Director.
Robert Lee, RML Architects, and Mark Olsen discussed the detention 4th floor plan with the Board.
Motion by Monson second by Clausen to study the 4th floor detention overall floor plan for long-range plans. Carried 5-0.
Motion by Monson second by Walish to receive and approve the following bids for 6th floor furniture and office equipment for the Economic Development and Planning and Zoning Departments:

Motion by Batcheller second by Walish to approve the purchase of three new vehicles and one Sports Utility Vehicle for the County Sheriffs Dept., as requested by Glenn Parrett, County Sheriff. Vehicles would replace those that have been driven over 100,000 miles. The estimated cost for three vehicles is $22,000.00/each, and estimated cost for the SUV is $32,000. Carried 4-1, Monson opposed..
Motion by Batcheller second by Clausen to approve and authorize the Chairman to sign a Utility Accommodation Permit submitted by MidAmerican Energy. Permit is for permission to install an underground electrical line in the right-of-way of Main Street in Moville. Carried 5-0. Copy filed.
Motion by Clausen second by Monson to approve and authorize the Chairman to sign a Certificate of Completion for project #LG-00(1)73-97 (new roadway surface on a section of 220th Street). Carried 5-0. Copy filed.
The Chairman asked if there were any individual or group wishing to make a presentation of items not on the agenda or Supervisors concerns.
There was discussion of a boiler bid received from Mark Elgert, Building Superintendent. It was decided that Boykin is to check on the status.
Monson reported on the Loess Hills Great Places in Iowa program.
The Board adjourned the regular meeting until August 2, 2005.
