MAY 3, 2005 EIGHTEENTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS

The Board of Supervisors met on Tuesday, May 3, 2005 at 9:00 a.m. Board members present were Batcheller, Boykin, Clausen, Monson, and Walish. Staff members present were Karen James, Board Administrative Coordinator, Victoria Ritz, Deputy/Clerk to the Board, and John Sullivan, Board Legal Counsel.

The Claims were approved as presented. Copy filed.

Meeting called to order.

Motion by Clausen second by Monson to approve the Board minutes of the April 26, 2005 as submitted. Carried 5-0. Copy filed.

Motion by Batcheller second by Walish to approve the Board minutes of the April 19, 2005 as submitted. Carried 5-0. Copy filed.

The Board approved the reclassification of Michael A. Gray, District Foreman, Secondary Roads Dept., $43,500/year, effective 05/03/2005. End of probation. Copy filed.

Motion by Batcheller second by Walish to approve and award the contract for antenna work for the StarComm Project, to Sabre Communications, in the amount of $168,645.34, per recommendation of Gary Brown, Emergency Services Director, and the StarComm Committee. Carried 5-0. Copy filed.

Motion by Clausen second by Monson to receive the County Sheriffs Civil Division Third Quarter and Year to Date Report for quarter ending March 31, 2005. Carried 5-0. Copy filed.

County Sheriff Glenn Parrett and Chief Rob Aspleaf discussed with the Board the issue of installing 40 additional bunks in cellblocks C through H in the Woodbury County Jail, with a projected cost of $11,743.06. They recommended delaying action on the installation, until the variance has been extended.

The Public Hearing for Project LP 06(1)73-97, paving of a section of Derocher Path, was held at 10:20 a.m. The Chairman called on anyone wishing to be heard on said paving project.

Motion by Walish second by Clausen to close the Public Hearing on Project LP 06(1)73-97, paving project, as there was no one present wishing to be heard on said project. Carried 5-0.

Motion by Monson second by Batcheller to approve the recommendation from the county engineer to proceed with Project LP 06(1)73-97. Carried 5-0. Copy filed.

Bid letting was held at 10:25 a.m. for tandem truck equipment. Bids were as follows:

Rick Schneider, Conservation Director, gave an update on the Little Sioux Trail Project.

Sheriff Glenn Parrett was called back to the meeting regarding his need for additional personnel and the variance needed for the jail situation.

The consensus of the Board was for Rob Aspleaf to notify the State jail inspector that if the County is granted a variance, additional personnel would be added to accommodate for the variance.

Walish recommended the Board send a letter of support. The Board agreed and authorized the Chairman to send a letter to the State.

Mark Elgert, Building Superintendent, discussed with the Board specifications for the sixth floor of the County Courthouse.

Robert Marqusee, Rural Economic Development Director, gave an update on the Economic Development Department operations budget.

The Chairman asked if there were any individual or group wishing to make a presentation of items not on the agenda or Supervisors concerns.

Bob Knowler, County Treasurer, discussed with the Board the need in the Treasurers office for security cameras.

The Board adjourned the regular meeting until May 10, 2005.
