APRIL 26, 2005 SEVENTEENTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS

The Board of Supervisors met on Tuesday, April 26, 2005 at 9:00 a.m. Board members present were Batcheller, Boykin, Clausen, and Walish; Monson was absent. Staff members present were Karen James, Board Administrative Coordinator, Patrick F. Gill, County Auditor/Clerk to the Board, and John Sullivan, Board Legal Counsel.

The Claims were approved as presented. Copy filed.

Meeting called to order.

Motion by Batcheller second by Walish to approve the Board minutes of the executive session held on April 19, 2005 as submitted. Carried 4-0. Copy filed.

The Board approved the appointment of Carrie Ann Klosterman, Clerk/Secretary II, Social Services Dept., effective *04/27/2005. Job vacancy posted 03/09/2005. Entry level salary $11.06/hour. *Adjusted hire date from 04/20/2005 to 04/27/2005. Copy filed.

Motion by Clausen second by Batcheller to approve and authorize the chairman to sign a resolution approving petition for tax suspension for Bena Kay Prichard. Carried 4-0.

RESOLUTION APPROVING PETITION FOR SUSPENSION OF TAXES

WHEREAS, Bena Kay Prichard, are titleholders of real estate located at 314 W. Main, Smithland, Woodbury County, Iowa, and legally described as follows:

Parcel # 651870

Smiths 3rd Addition Lot Four (4) Block One (1), City of Smithland, Woodbury County, Iowa

WHEREAS, Bena Kay Prichard as titleholder of the aforementioned real estate has petitioned the Board of Supervisors for a suspension of taxes pursuant to the 1997 Iowa Code section 427.9, and

WHEREAS, the Board of Supervisors recognizes from documents provided that the petitioner is unable to provide to the public revenue; and

NOW, THEREFORE, BE IT RESOLVED, that the Woodbury County Board of Supervisors hereby grants the request for a suspension of taxes, and hereby directs the Woodbury County Treasurer to so record the approval of this tax suspension for this property.

SO RESOLVED this 22nd day of April, 2005.

Bid opening was held for the public safety radio system equipment for the StarComm Tri-State Public Safety Communication Project. Bids were as follows:

Motion by Clausen second by Walish to approve and authorize the Chairman to sign a Utility Accommodation Permit submitted by Mid-American Energy. Carried 4-0. Copy filed.

Motion by Batcheller second by Walish to approve and authorize the Chairman to sign an application for use of highway right-of-way for underground tile line facility, submitted by Larry Fedderson. Carried 4-0. Copy filed.

Richard Storm, County Engineer, discussed with the Board, County Route L-36 alignment for bridge replacement over Little Sioux River.

Motion by Batcheller second by Walish to approve and the recommendation of the county engineer for the realignment of County Route L-36 for a bridge replacement over the Little Sioux River.

Bid opening was held for the demolition of the water tower at Prairie Hills. Bids were as follows:

Motion by Batcheller second by Clausen to receive the bids and submit them to the Building Superintendent for review and recommendation. Carried 4-0. Copy filed.

Mark Elgert, Building Superintendent, presented an update on the comprehensive infrastructure plans for Building Services.

Motion by Batcheller second by Walish to authorize the building superintendent to submit for bid the replacement of a courthouse boiler and an alternate for the second boiler and replace two evaporators and a compressor in the Law Enforcement Center. Carried 4-0. Copy filed.

Dennis Butler, County Budget/Tax Analyst, discussed with the Board, funding for Phase VII of Courthouse Renovations.

Motion by Clausen second by Walish to approve the payment for architectural fees for Phase 7 from the infrastructure fund. Carried 4-0. Copy filed.

The Board adjourned the regular meeting until May 3, 2005.
