APRIL 19, 2005 SIXTEENTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS

The Board of Supervisors met on Tuesday, April 19, 2005 at 9:00 a.m. Board members present were Batcheller, Boykin, Clausen, Monson, and Walish. Staff members present were Karen James, Board Administrative Coordinator, Patrick F. Gill, County Auditor/Clerk to the Board, and John Sullivan, Board Legal Counsel.

The Claims were approved as presented. Copy filed.

Meeting called to order.

Motion by Clausen second by Monson to approve the Board minutes of April 12, 2005 as submitted. Carried 5-0. Copy filed.

Motion by Batcheller second by Clausen to receive the County Recorders Report of Fees Collected for the period of 01/01/2005 to 03/31/2005.

Motion by Walish second by Batcheller to receive the County Auditors Quarterly Report for the period of 01/01/2005 to 03/31/2005. Carried 5-0. Copy filed.

Woodbury County Auditor/Recorder and Commissioner of Elections, Patrick F. Gill, discussed with the Board the purchase of new voting equipment.

Motion by Walish second by Batcheller to approve and authorize the chairman to sign the County Voting System Compliance Plan. Carried 5-0. Copy filed.

Motion by Clausen second by Monson to approve and authorize the chairman to sign an agreement to purchase new voting equipment. Carried 5-0. Copy filed.

The Board approved the separation of Alma L. Cespedes, P/T Youth Worker, Juvenile Detention Dept., effective 04/09/2005. Resignation. Copy filed.

The Board approved the appointment of Carrie Ann Klosterman, Clerk Secretary II, Social Services Dept., job vacancy posted 03/09/2005, Entry Level Salary $11.06/hour, effective 04/20/2005. Copy filed.

Motion by Clausen second by Monson to authorize the chairman to sign the authorization to initiate the hiring process for a part-time Female Youth Worker, Juvenile Detention Dept., Entry Level AFSCME J.D./Grade 1/Step 1:$12.79/hour. Carried 5-0.

Employee and Management Training Discussion and Direction was presented by J.D. Pellersels, Human Resource Director, including two proposals for training sessions.

Motion by Walish second by Monson to approve the wage plan matrix as submitted. Carried 3-2, Batcheller and Clausen opposed. Copy filed.

Motion by Clausen second by Monson to approve lifting tax suspension for Jessie Grace Kissinger. Carried 5-0. Copy filed.

Motion by Monson second by Walish to approve lifting tax suspension for Bramble Anne Humphreys. Carried 5-0. Copy filed.

Motion by Clausen second by Monson to receive Commission of Veterans Affairs Quarterly Report for the quarter ending 12/31/2004. Carried 5-0. Copy filed.

Motion by Clausen second by Batcheller for the consideration and approval of Agreement to Provide Professional Consulting Services with Maximus, Inc., for the fiscal years 2005 and 2006. Carried 5-0. Copy filed.

Motion by Clausen second by Walish for the discussion and Approval of Cooperative Agreement between Iowa Department of Transportation, City of Sioux City and Woodbury County Board of Supervisors for Project Number-NHSN-20-1(109)-2R-97.

Motion by Clausen second by Batcheller to adjourn the regular Board meeting to convene the Drainage District Trustees Meeting.

Motion by Clausen second by Walish to approve and authorize the Chairman to sign a Resolution Adopting and Levying Special Assessment in the Little Sioux Inter-County Drainage District of Monona, Woodbury and Harrison Counties, Iowa. Carried 5-0.

RESOLUTION ADOPTING AND LEVYING SPECIAL ASSESSMENT
IN THE LITTLE SIOUX INTER-COUNTY DRAINAGE DISTRICT
Resolution No. 9918

WHEREAS, the Board of Trustees of the Little Sioux Inter-County Drainage District, in session on the 7th day of April, 2005, requested that the Board of Supervisors levy a special assessment of Forty-two (42%) Percent of the Original Assessment on all tracts of land, lots, public roads, and railroads in the Little Sioux Inter-County Drainage District to procure funds from which to pay the costs and expenses of repair and maintenance incurred.

NOW, THEREFORE, BE IT RESOLVED by the Joint Board of Supervisors of Monona, Woodbury and Harrison Counties, Iowa, acting as a Drainage Board for the Little Sioux Inter-County Drainage District, that there be and is hereby levied upon all tracts of land, lots, public roads, and railroads in the Little Sioux Inter-County Drainage District of Monona, Woodbury and Harrison Counties, Iowa, a special assessment in the amount of Forty-two (42%) Percent of the Original Assessment, and the Auditors of Monona, Woodbury and Harrison Counties, Iowa, be directed and ordered to spread such levy upon said lands, to be collected under 468.55 in semi-annual installments in the same manner as general property taxes are collected pursuant to 445.36 in the year 2005-2006.

IN THE MCCANDLESS INTERCOUNTY DRAINAGE DISTRICT
RESOLUTION No. 9919

WHEREAS, the Board of Trustees of the McCandless Inter-County Drainage District, in session on the 16th day of February, 2005, requested that the Board of Supervisors levy a special assessment of eighty percent (80%) of the Original Assessment on all tracts of land, lots, public roads, and railroads in the McCandless Inter-County Drainage District to procure funds from which to pay the costs and expenses of repair and maintenance incurred.

NOW, THEREFORE, BE IT RESOLVED by the Joint Board of Supervisors of Monona and Woodbury Counties, Iowa, acting as a Drainage Board for the McCandless Inter-County Drainage District, that there be and is hereby levied upon all tracts of land, lots, public roads, and railroads in the McCandless Inter-County Drainage District of Monona and Woodbury Counties, Iowa, a special assessment in the amount of eighty percent (80%) of the Original Assessment, and the Auditors of Monona and Woodbury Counties, Iowa, be directed and ordered to spread such levy upon said lands, to be collected under 468.55 in semi-annual installments in the same manner as general property taxes are collected pursuant to 445.36 in the year 2005-2006.

RESOLUTION NO. 9920

WHEREAS, the Board of Trustees of the Sandhill-Lakeport Inter-County Drainage District, in session on the 15th day of March, 2005, requested that the Board of Supervisors levy a special assessment of Twenty-One (21%) Percent of the Original Assessment on all tracts of land, lots, public roads, and railroads in the Sandhill-Lakeport Inter-County Drainage District to procure funds from which to pay the costs and expenses of repair and maintenance incurred.

NOW, THEREFORE, BE IT RESOLVED by the Joint Board of Supervisors of Monona and Woodbury Counties, Iowa, acting as a Drainage Board for the Sandhill-Lakeport Inter-County Drainage District, that there be and is hereby levied upon all tracts of land, lots, public roads, and railroads in the Sandhill-Lakeport Inter-County Drainage District of Monona and Woodbury Counties, Iowa, a special assessment in the amount of Twenty-One (21%) Percent of the Original Assessment, and the Auditors of Monona and Woodbury Counties, Iowa, be directed and ordered to spread such levy upon said lands, to be collected under 468.55 in semi-annual installments in the same manner as general property taxes are collected pursuant to 445.36 in the year 2005-2006.

WOODBURY COUNTY, IOWA

RESOLUTION NO. 9921

WHEREAS, the Board of Trustees of the Little Sioux Inter-County Drainage District, Trustees of the Woodbury Monona Lateral '11' Drainage District, in session on the 7th day of April, 2005, requested that the Board of Supervisors levy a special assessment of Six Hundred Seventy-four (674%) Percent of the Original Assessment in the Woodbury Monona Lateral '11' Drainage District to procure funds from which to pay the costs and expenses of repair and maintenance incurred.

NOW, THEREFORE, BE IT RESOLVED by the Board of Supervisors of Woodbury County, Iowa, acting as a Drainage Board for the Woodbury Monona Lateral '11' Drainage District of Woodbury County, Iowa, that there be and is hereby levied upon all tracts of land, lots, public roads, and railroads in the Woodbury Monona Lateral '11' Drainage District of Woodbury County, Iowa, a special assessment in the amount of Six Hundred Seventy-Four (674%) Percent of the Original Assessment, and the Auditor of Woodbury County, Iowa, be directed and ordered to spread such levy upon said lands, to be collected under 468.55 in semi-annual installments in the same manner as general property taxes are collected pursuant to 445.36 in the year 2005-2006.
