MARCH 1, 2005 NINTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS
The Board of Supervisors met on Tuesday, March 1, 2005 at 9:00 a.m. Board members present were Batcheller, Boykin, Clausen, Monson, and Walish. Staff members present were Karen James, Board Administrative Coordinator, Dean Neal, Deputy/Clerk to the Board, and John Sullivan, Board Legal
Counsel.
The Claims were approved as presented. Copy filed.
Meeting called to order.
Motion by Batcheller second by Walish to approve the Board minutes of February 22, 2005 as submitted. Carried 5-0. Copy filed.
Motion by Clausen second by Monson to approve and authorize the Chairman to sign Authorization to Initiate Hiring Process for full-time, Clerk/Secretary II, Social Services Dept., Wage plan comparable to AFSCME Cthouse Grade 4/Step 1, $11.06/hour. Carried 5-0. Copy filed.
Motion by Walish second by Batcheller to approve and authorize the Chairman to sign a resolution approving petition for tax suspension through the right of redemption for B. W. Carried 5-0.

RESOLUTION APPROVING PETITION FOR SUSPENSION
OF TAXES THROUGH THE REDEMPTION PROCESS
WHEREAS, Bill E. Wilde as joint titleholder of real estate located at 1101 Summit Street, Sioux City, Woodbury County, Iowa, and legally described as follows:

Auditor Plat Blocks 59-60 & South 1/2 Block 61 & Block South 51-52 SC South 27 feet
East 63 feet Lot 2 Sioux City East Addition, City of Sioux East, Woodbury County, Iowa
WHEREAS, Bill E. Wilde, as joint titleholder of the aforementioned property has petitioned the Board of Supervisors for a suspension of taxes pursuant to the 1999 Iowa Code Section 447.9(3) and,
WHEREAS, the Board of Supervisors recognizes from documents provided that the petitioner is unable to provide to the public revenue; and
NOW, THEREFORE, BE IT RESOLVED, that the Woodbury County Board of Supervisors hereby directs the County Auditor to redeem parcel # 0025230 owned by the petitioner from the holder of a certificate of purchase of the amount necessary to redeem under section 447.1, and hereby directs the Woodbury County Treasurer to so record the approval of this tax suspension for this parcel.

Motion by Batcheller second by Clausen to accept and approve quote from Ovel Forest Products, New Hampton, IA for creosote treated timber trestle piling, for $16,937.76, per recommendation of
Richard Storm, County Engineer. Carried 5-0. Copy filed.
County Engineer Richard Storm gave a presentation of draft proposals for fiscal years 2006-2008 construction programs, followed by discussion with the Board.
Motion by Clausen second by Walish to approve tax abatements for the following persons, per recommendation of Bob Knower, County Treasurer:
1. John Budde, building on leased land for a mobile home that is no longer being assessed, parcel #641067.
2. Marlin Alfred Desy, building on leased land for a mobile home that was disposed of, parcel #984187.
3. Herbert R. Donelson, building on leased land for a mobile home that was abandoned and no longer being assessed, parcel #981360.
4. Duane William Fairburn, building on leased land for a mobile home that was abandoned and no longer being assessed, parcel #981033.
5. Raymond Kinnaman, building on leased land for a mobile home that was abandoned and is no longer being assessed, parcel #981388.
6. Steve Lourens, building on leased land for a mobile home that was taken to the landfill and is no longer being assessed, parcel #983035.
7. Darin E. Miller, building on leased land for a mobile home that was taken to the landfill, parcel #98407.
8. Carolyn Sue Vasquez, building on leased land for a mobile home that has been disposed of, parcel #984041.
9. Luis A. Young or Cathy M. Young, building on leased land for a mobile home that is no longer there,parcel #984161.

Julie Stoik, Western Iowa Tech Community College, gave a presentation to the Board concerning an
educational equipment tax levy.
Motion by Monson second by Batcheller to support the educational equipment tax levy. Carried 5-0.
Jack Elder, Goodwill Industries, gave a presentation to the Board regarding designating March as Mental Retardation Awareness month.
Motion by Monson second by Batcheller to approve and receive for signatures a resolution proclaiming March 2005 Mental Retardation Awareness Month in Woodbury County. Carried 5-0.

RESOLUTION NO. #9907
PROCLAMATION
IN SUPPORT OF MENTAL RETARDATION AWARENESS MONTH
WHEREAS mental retardation is a condition which affects more than 7 million Americans and their
families; and
WHEREAS public awareness and education enhance a communitys understanding of the issues
affecting people with mental retardation; and
WHEREAS the month of March has been designated National Mental Retardation Awareness Month,
with more than 120,000 members and 1,000 chapters of the Arc undertaking public
awareness, educational, and fundraising initiatives; and
WHEREAS The Arc of the United States is the nations leading volunteer-based organization
advocating for and with people with mental retardation and related developmental
disabilities and their families; and
THEREFORE the Woodbury County Board of Supervisors hereby proclaims March 2005
MENTAL RETARDATION AWARENESS MONTH
in Woodbury County, Iowa, and urges the citizens to give full support to efforts toward enabling people with
mental retardation to live full and productive lives of inclusion in our communities.

The Board discussed DARE grant application with Patty Erickson-Puttmann, Social Services Coordinator.
Motion by Clausen second by Walish to approve the submission of the DARE grant application to the Iowa Department of Public Health for substance abuse prevention efforts. Carried 5-0. Copy filed.
The Chairman asked if there were any individual or group wishing to make a presentation of items not on the agenda or Supervisors concerns.
County Sheriff Glenn Parrett and Officer Logan gave a presentation on the Prairie Hills Training Room.
Motion by Walish second by Clausen to sign a letter of support for Prairie Hills Training Room. Carried 4-0, Monson abstained. Copy filed.
Motion by Monson second by Walish to recess until 11:15 a.m.
Motion by Batcheller second by Monson to go into Executive Session #1 per Iowa Code 21.5 (1) (i). Carried 5-0 on a roll call vote.
Motion by Walish second by Batcheller to go out of Executive Session #1 per Iowa Code 21.5 (1) (i). Carried 5-0 on a roll call vote.
Motion by Walish second by Batcheller to into Executive Session #2 per Iowa Code 21.5 (1) (i). Carried 5-0 on a roll call vote.
Motion by Batcheller second by Clausen to go out of Executive Session #2 per Iowa Code 21.5 (1) (i). Carried 5-0 on a roll call vote.
