FEBRUARY 1, 2005 FIFTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS

The Board of Supervisors met on Tuesday, February 1, 2005 at 9:00 a.m. Board members present were Batcheller, Boykin, Clausen, Monson, and Walish. Staff members present were Karen James, Board Administrative Coordinator, Patrick F. Gill, Auditor/Clerk to the Board, and John Sullivan, Board Legal Counsel.

The Claims were approved as presented. Copy filed.

Motion by Batcheller second by Clausen to go into executive session under section 20.17(3) of the Iowa Code. Carried 5-0 on a roll call vote.

Motion by Clausen second by Monson to go out of executive session under section 20.17(3) of the Iowa Code. Carried 5-0 on a roll call vote.

Meeting called to order.

Motion by Walish second by Batcheller to approve the Board minutes of January 25, 2005 as submitted. Carried 5-0.

Motion by Batcheller second by Clausen to approve the Board minutes of January 26, 2005 as submitted. Carried 5-0.

Motion by Clausen second by Walish to approve the Board minutes of the first executive session on January 25, 2005 as submitted. Carried 5-0.

Motion by Batcheller second by Monson to approve the Board minutes of the second executive session on January 25, 2005 as submitted. Carried 5-0.

Motion by Monson second by Clausen to approve the Board minutes of the first executive session on January 26, 2005 as submitted. Carried 5-0.

Motion by Clausen second by Walish to approve the Board minutes of the second executive session on January 26, 2005 as submitted. Carried 5-0.

Motion by Monson second by Walish to approve the Board minutes of the third executive session on January 26, 2005 as submitted. Carried 5-0.

Motion by Batcheller second by Walish to approve the Board minutes of the fourth executive session on January 26, 2005 as submitted. Carried 5-0.

The Board approved the separation of Kyle D. Gates, Temporary Engineering Aide, Secondary Roads Dept., effective 01-07-05. End of temporary work. Copy filed.

The Board approved the reclassification of Bryan A. Maron, Maintenance Worker, Building Services Dept., $13.02/hour, effective 02-16-05. Per AFSCME Cthouse. contract agreement, from Grade 2, Step 4 to Grade 2, Step 5. Copy filed.

The Board approved the reclassification of David C. Skilling, Assistant County Attorney, County Attorney Dept., $51,473/year, effective 02-17-05. Per AFSCME Asst. Attorney contract agreement, from Step 5 to Step 6. Copy filed.

Motion by Walish second by Clausen to approve and authorize the Chairman to sign Authorization to Initiate Hiring Process for two (2) F/T Case Managers, Social Services Dept. Wage Plan: $29,300/year and for a P/T Human Resources Clerk, Human Resources Dept. Wage Plan: $11.06/hour. Carried 5-0. Copy filed.

Motion by Clausen second by Batcheller to approve and authorize the Chairman to sign the Iowa Individual Health Benefit Reinsurance Program 2004 Annual Reporting Form. Carried 5-0. Copy filed.

Motion by Walish second by Batcheller to receive for signatures a resolution appointing a Housing Authority Commissioner. Carried 5-0.

RESOLUTION NO. 9901

RESOLUTION APPOINTING HOUSING AUTHORITY COMMISSIONER

WHEREAS, the County of Woodbury, Iowa has previously entered into Articles of Agreement with the Siouxland Regional Housing Authority, and

WHEREAS, these Articles provide that the County of Woodbury, Iowa shall be represented upon the governing commission of the Siouxland Regional Housing Authority, and further said Articles provide said County to appoint one authority commissioner to said governing commission.

NOW, THEREFORE, BE IT RESOLVED by the County Board of Supervisors of Woodbury County, Iowa, that Karen James of the County of Woodbury, Iowa, be and hereby is appointed as housing authority commissioner to represent the interests of the county of Woodbury, Iowa, upon the Siouxland Regional Housing Authority Commission. Said appointment shall be for the term and under the conditions as provided in the Articles of Agreement previously signed between the County of Woodbury, Iowa and Siouxland Regional Housing Authority.

RESOLUTION NO. 9902

RESOLUTION CONFIRMING APPOINTMENT OF HOUSING AUTHORITY COMMISSIONER


WHEREAS, the County of Woodbury, Iowa has previously passed a Resolution appointing Karen James the County of Woodbury, Iowa, as commissioner of the governing body of the Siouxland Regional Housing Authority.

NOW, THEREFORE, BE IT RESOLVED by the County of Woodbury, Iowa, the appointment of Karen James, of the County of Woodbury, Iowa as authority commissioner to the governing body of the Siouxland Regional Housing Authority is hereby approved, confirmed and ratified for the number of years designated in the Articles of Agreement previously entered into by and between the County of Woodbury, Iowa, and Siouxland Regional Housing Authority.

Passed and adopted this 1st day of February 2005.

Mark Olson, Juvenile Detention Director, presented the Juvenile Detention Annual Report.

Motion by Walish second by Clausen to receive the Juvenile Detention Annual Report. Carried 5-0. Copy filed.

The Board discussed the Woodbury County Compensation Board recommendation.

Motion by Batcheller second by Walish to approve the Compensation Board recommendation. Carried 4-1, Clausen opposed.

Motion by Clausen second by Walish to postpone for one week action to authorize Chairman to sign a contract addendum with Northwest Environmental Services, Inc., per recommendation of the county engineer. Carried 5-0. Copy filed.

The Board discussed proposed alignments and construction for Project #SBRFM-CO97(63)
with Richard Storm, County Engineer.

Bid letting was held at 10:20 a.m. for Project LC 05(3)73-97. Bids were as follows:

A proposal was opened for the StarComm Radio Network.

Motion by Clausen second by Monson to refer the proposal to the STARCOMM Committee for recommendation. Carried 5-0.

Motion by Walish second by Clausen to authorize the purchase of an ACU1000 Interconnect System (VOIP Gateways) for the Woodbury County STARCOMM Tri-state Radio Project, per the recommendation of Emergency Services Director, Gary Brown. Carried 5-0.

The Board held discussion of the General Relief Budget, with Jean Logan.

Social Services Coordinator Patty Erickson-Puttmann discussed with the Board the Governors Traffic Safety Bureau special program application submission.

Motion by Walish second by Monson to authorize the Chairman to sign the Iowa Governors Traffic Safety Bureau Intoxicated Driver Prevention Program Application Form. Carried 5-0. Copy filed.

Dennis Butler discussed FY 2006 Budget with the Board as follows:

Motion by Walish second by Batcheller to fund the Woodbury County Fair and the Moville senior Center budget requests with revenues from local option sales tax proceeds. Carried 5-0.

Motion by Clausen second by Walish to fund the Soil Conservation budget request with revenues from local option sales tax proceeds. Carried 5-0.

Motion by Walish second by Batcheller to transfer the expenses for two existing deputy sheriffs from the general basic fund to the rural basic fund. Carried 4-1, Clausen opposed.

Motion by Walish second by Batcheller to transfer the proceeds from a defunct DNR/MWP energy conservation fund to the general basic fund. Carried 5-0.

Motion by Walish second by Monson to add the STARRCOMM budget request of $20,000.00 to the Com. Center budget to be funded from the general basic fund. Carried 4-1, Clausen opposed.

Motion by Batcheller second by Walish to fund the mailroom and conservation equipment budget requests with revenues from the Riverboat proceeds. Carried 5-0.

Motion by Monson second by Walish to postpone discussion on all other budget agenda items until the next meeting. Carried 5-0.

The Chairman asked if there were any individual or group wishing to make a presentation of items not
on the agenda or Supervisors concerns.

The Board adjourned the regular meeting until February 8, 2005.
