DECEMBER 21, 2004 TWENTY-FOURTH MEETING OF THE WOODBURY COUNTY BOARD OF
SUPERVISORS
The Board of Supervisors met on Tuesday, December 21, 2004 at 9:00 a.m. Board members present were Batcheller, Boykin and Welte; Clausen and Walish were absent. Staff members present were Karen James, Board Administrative Coordinator, Patrick F. Gill, Auditor/Clerk to the Board, and John Sullivan, Board Legal Counsel.
The Claims were approved as presented. Copy filed.
Meeting called to order.
Motion by Boykin second by Batcheller to approve the Board minutes of December 14, 2004 as submitted. Carried 3-0.
Motion Batcheller by Boykin second by to approve the minutes of the Executive Session of December 14, 2004 as submitted. Carried 3-0.
The Board approved the reclassification of Mary L. Watchorn, Legal Secretary III, County Attorney Dept., @$14.40/hr., effective 01-03-05. Per AFSCME Cthouse Contract agreement, from Grade 6, Step 2, to Grade 6, Step 3. Copy filed.
The Board approved the reclassification of Drew H. Bockenstedt, Assistant County Attorney, County Attorney Dept., @$57,746/year., effective 01-10-05. Per AFSCME Asst. Attorney Contract agreement, from Step 7 to Step 8. Copy filed.
Bid opening was held for purchase of prefabricated communications equipment shelters for the Starcomm Safety Radio System Project.

Motion by Boykin second by Batcheller to authorize the Chairman to sign 28E Agreement with the City of Cushing, per recommendation of Richard Storm, County Engineer. Carried 3-0. Copy filed.
Motion by Batcheller second by Boykin to approve and receive for signatures a resolution thanking and commending Mary E. Bruce for her years of service to Woodbury County. Carried 3-0.

WHEREAS, Mary E. Bruce has capably served Woodbury County as an employee of the Woodbury County Library from February of 1987 to December 2004; and
WHEREAS, the service given by Mary E. Bruce as a Woodbury County employee, has been characterized by her dedication to the best interests of the citizens of Woodbury County; and
NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF SUPERVISORS OF WOODBURY COUNTY, IOWA that the undersigned members of this Board thanks and commends Mary E. Bruce for her years of service to Woodbury County; and

WHEREAS, David H. Amick has served the citizens of Woodbury County through his dedication to law enforcement with the Woodbury County Sheriffs Office from December 1,1975 to December 31, 2004, and
WHEREAS, David H. Amick has shown exemplary leadership through insight, cooperation, coordination, and communication for the advancement of law enforcement, and
WHEREAS, David H. Amick has provided personal and professional commitment to public safety, public health and community enhancement throughout 29 years of service,
NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF SUPERVISORS OF WOODBURY COUNTY, IOWA that David H. Amick be commended and thanked for the many positive accomplishments achieved during his tenure as Sheriff, and
BE IT FURTHER RESOLVED that the undersigned members of this Board extend their appreciation to David H. Amick for his representation of Woodbury County and the interests of our citizens.

The Public Hearing and sale of Real Estate Parcel #284280 was held at 10:15 a.m. The Chairman called on anyone wishing to be heard on said sale.
Motion by Batcheller second by Boykin to close the Public Hearing on the sale of Real Estate Parcel #284280 to correct a legal description as there was no one present wishing to be heard on said sale. Carried 3-0.

BE IT RESOLVED by the Board of Supervisors of Woodbury County, Iowa, that the offer at public auction of:

For the following described real estate, To Wit:

BE IT RESOLVED that payment is due by close of business on the day of passage of this resolution or this sale is null and void and this resolution shall be rescinded.
BE IT RESOLVED that per Code of Iowa Section 569.8(3 & 4), a parcel the County holds by tax deed shall not be assessed or taxed until transferred and upon transfer of a parcel so acquired gives the purchaser free title as to previously levied or set taxes. Therefore, the County Treasurer is requested to abate any taxes previously levied or set on this parcel(s).

Motion by Boykin second by Batcheller to approve and authorize the Chairman to sign Memorandum of Understanding with Iowa Department of Public Health, regarding available funds for influenza prevention activities. Carried 3-0. Copy filed.
The Board discussed the funding for County Fair capital improvement projects.
Motion by Batcheller second by Boykin to approve a $25,000.00 challenge grant for County Fair capital improvement projects to be funded from the infrastructure fund and give the Fair Board until the opening of next years fair to raise the matching funds. Carried 3-0.
Bob Moritz, Loess Hills Alliance Board of Directors, discussed with the Board the poor attendance
at Loess Hills Alliance meetings.
Motion by Boykin second by Batcheller to receive the End of Year Report for Mental Health Fund
Expenditures, presented by Patty Erickson-Puttmann, Social Service Coordinator. Carried 3-0. Copy filed.
Maurice Welte bid farewell to the Board.
The Chairman asked if there were any individual or group wishing to make a presentation of items not on the agenda or Supervisors concerns.
The Board adjourned the regular meeting until January 3, 2005.
