OCTOBER 19, 2004 SIXTEENTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS

The Board of Supervisors met on Tuesday, October 19, 2004 at 9:00 a.m. Board members present were Batcheller, Boykin, Clausen, Walish and Welte. Staff members present were Karen James, Board Administrative Coordinator and Diane Swoboda Peterson, Deputy Recorder/Clerk to the Board.

The Claims were approved as presented. Copy filed.

Meeting called to order.

Motion by Batcheller second by Walish to approve the Board minutes of October 12, 2004 as submitted. Carried 5-0.

The Board discussed risk management insurance bid requirements with J.D. Pellersels from Human Resources.

Motion by Batcheller second by Boykin to approve risk management insurance bid proposal requirements. Carried 5-0. Copy filed.

There was a discussion of Secondary Roads Department foreman FLSA job description classification and compensation structure.

Motion by Boykin second by Walish to approve the job description and compensation structure effective 10/25/04. Carried 5-0.

Motion by Walish second by Batcheller to authorize the Chairman to sign the Certificate of Completion for 2004 Maintenance Gravel contract, per recommendation of County Engineer Richard Storm. Carried 5-0. Copy filed.

Motion by Boykin second by Clausen to receive and approve plans for Project LC-5(2)73-97, per recommendation of the County Engineer. Carried 5-0. Copy filed

Motion by Batcheller second by Clausen to receive and approve the quote of Ten Point Construction for full depth concrete patching at various locations. Carried 5-0. Copy filed.

Motion by Clausen second by Boykin to award the generator bid for communication interoperability project to Cummings in the amount of $62,580. Carried 5-0. Copy filed.

Motion by Boykin second by Walish to approve an extended warranty of five years for the generators. Carried 5-0.

Bid opening for concrete work at County Tower.

Motion by Batcheller second by Boykin to receive the bids and submit to the Gary Brown from Emergency Services and Glenn Sedivy from Communication Center for review and recommendation. Carried 5-0. Copy filed.

There was no action taken to approve purchase of new sound system equipment for the Board of Supervisors meeting room and eighth floor.

Motion by Clausen second by Boykin to approve Amended 28E Agreement with Woodbury Soil and Water Conservation District for funding and management of a watershed inspection and maintenance program in Woodbury County. Carried 5-0. Copy filed.

Motion by Batcheller second by Boykin to approve purchase of utensil and equipment from CBM Food Service in the amount of $1,165.66 for food service for Prairie Hills Center. Carried 5-0. Copy filed.

Dennis Butler from County Auditors Office discussed with the Board, funding of completion of Phase V Courthouse Restoration.

Motion by Boykin second by Clausen to approve funding from infrastructure funds in the amount of $12,547.76 for of completion of Phase V Courthouse Restoration . Carried 4-1. Copy filed.

The Chairman asked if there were any individual or group wishing to make a presentation of items not on the agenda or Supervisors concerns.

Clausen and J. D. Pellersells discussed a proposal for a Homeland Security Grant with the Board.

Wesley Roeschke, 2520 140th St., Moville discussed the maintenance of a road near his property.

The Board adjourned the regular meeting until October 26, 2004.
