SEPTEMBER 21, 2004 TWELFTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS
The Board of Supervisors met on Tuesday, September 21, 2004 at 9:00 a.m. Board members present were Batcheller, Boykin, Clausen, Walish and Welte. Staff members present were Karen James, Board Administrative Coordinator, Patrick F. Gill, Auditor/Clerk to the Board, and John Sullivan, Board Legal Counsel.
The Claims were approved as presented. Copy filed.
Meeting called to order.
Motion by Boykin second by Walish to approve the Board minutes of September 14, 2004 as submitted. Carried 5-0.
Motion by Clausen second by Walish to approve the minutes of the Executive Session of September 14, 2004 as submitted. Carried 5-0.
Motion by Clausen second by Batcheller to approve the minutes of the Special Board Meeting in Climbing Hill on September 15, 2004 as submitted. Carried 3-0; Boykin and Walish abstained.
The Board approved the appointment of Jorma J. Schwedler, Correctional Officer, County Sheriff Dept., @$14.18/hour, effective 9-22-04. Job Vacancy Posted: 7-28-04. Entry Level Salary: $14.18/hour. Copy filed.
The Board approved the separation of Kristina E. Ford, Motor Vehicle Clerk II, County Treasurer Dept., effective 9-24-04. Resignation. Copy filed.

The Board approved the reclassification of Valerie S. Ping, Motor Vehicle Clerk II, County Treasurer Dept., @$12.81/hour, effective 9-28-04. Per AFSCME Cthouse. Contract agreement, from Grade 4, Step 3 to Grade 4, Step 4. Copy filed.
Motion by Batcheller second by Walish to postpone for one week action to approve and authorize the Chairman to sign the authorization to initiate the hiring process for a Motor Vehicle Clerk II: $11.06/hr. Carried 5-0. Copy filed.
Motion by Walish second by Boykin to award the bid for Mobile Communication Unit to Leach Camper Sales for $290,059.00. Carried 5-0. Copy filed.
Gary Brown from Emergency Services and Glenn Sedivy from Communication Center discussed with the Board start-up budget for Interoperability Project.
Motion by Clausen second by Walish to approve a request for $15,750.00 to fund the start up budget for the communications project from infrastructure funds. Carried 4-1, Welte opposed. Copy filed.
The Board discussed the consideration of National Incident Management System with Gary Brown and Glenn Sedivy.
Motion by Batcheller second by Boykin to approve the adoption of National Incident Management System. Carried 5-0. Copy filed.
RESOLUTION NO. 9868
Be it resolved by the Board of Supervisors of Woodbury County, as follows:
WHEREAS, Emergency response to critical incidents, whether natural or manmade, requires integrated professional management; and
WHEREAS, Unified Command of such incidents is reorganized as the management model to maximize the safety response; and
WHEREAS, the National Incident Management System (herein referred to as NIMS) has been identified by the Federal Government as being the requisite emergency management system may preclude reimbursements to the political subdivision for costs expended during and after a declared emergency or disaster and for training and preparation for such disasters or emergencies;
NOW, THEREFORE, BE IT RESOLVED, by the Woodbury County Board of Supervisors of Woodbury County, that it shall be public policy of Woodbury County to adopt the NIMS concept of emergency planning and unified command.
THEREFORE, FURTHER RESOLVED, that it shall be the policy of the County of Woodbury County to train public officials responsible for emergency management.

A RESOLUTION THANKING AND COMMENDING
Steven D. Hunwardsen
FOR HIS SERVICE TO WOODBURY COUNTY
WHEREAS, Steven D. Hunwardsen has capably served Woodbury County as an employee of the Woodbury County Secondary Roads Department for 29 years, from May of 1975 to September 2004; and
WHEREAS, the service given by Steven D. Hunwardsen as a Woodbury County employee, has been characterized by his dedication to the best interests of the citizens of Woodbury County; and
NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF SUPERVISORS OF WOODBURY COUNTY, IOWA that the undersigned members of this Board thanks and commends Steven D. Hunwardsen for his twenty nine years of service to Woodbury County; and
BE IT FURTHER RESOLVED that it is the wish of all those signing below that the future hold only the best for this very deserving person, Steven D. Hunwardsen; and
BE IT SO RESOLVED this 21st of September, 2004.

Motion by Clausen second by Batcheller to receive the recommendation of the County Engineer and accept the bid of Knoepfler Chevrolet for an engineering vehicle for the amount of $21,803.00 and to accept the bid of Charlie Zook Motors for an engineering vehicle for the amount of $17,566.00 for a total cost of $39,369.00. Motion by Batcheller second by Clausen to authorize the Chairman to sign a Utility Accommodation Permit submitted by Frontier Communications of Iowa, per recommendation of the County Engineer. Carried 5-0. Copy filed.
Motion by Batcheller second by Boykin to authorize the Chairman to sign letter to Iowa Department of Natural Resources Energy & Waste Management. Carried 5-0. Copy filed.
Motion by Batcheller second by Boykin to authorize the Chairman to sign agreement with DGR to do Prairie Hill pump engineering not to exceed $1,200.00. Carried 5-0. Copy filed.
